star this property answer text <p>Plan S is a set of high-level principles which are in line with current UK Government policy and ambitions for Open Access (OA), and identify common ways to accelerate the implementation of OA to meet the European Competitiveness Councils target, set by ministers in 2016, of making all publicly funded research Open Access by 2020.</p><p> </p><p>The UKRI OA Review is working within the framework of Government policy, due to report in autumn 2019. The Review will examine the best way to implement and operationalise Government’s ambitions around Open Access. BEIS will be represented on the OA Review Steering Group. The UKRI OA Review is focused on the effectiveness of UKRI policies and should any change to Government policy be proposed, Ministers will be consulted.</p> more like this

star this property answer text <p>Under the terms of the Withdrawal Agreement, UK entities' right to participate in EU programmes during the current Multiannual Financial Framework (MFF), including Erasmus+, will be unaffected by the UK's withdrawal from the EU for the lifetime of projects financed by the current MFF.</p><p>Following ratification of the Withdrawal Agreement, UK universities and students participating in the current Erasmus+ programme will be able to continue to bid for funding, participate in and lead consortia, until programme closure in 2020.</p> more like this

star this property answer text <p>The government expects all higher education providers to fulfil their responsibilities under the Equality Act 2010 to make reasonable adjustments for all disabled higher education students, not just those in receipt of Disabled Students’ Allowance (DSAs).</p><p> </p><p>DSAs remain available to supplement the reasonable adjustments made by institutions, and for the provision of more specialist support such as a mobility trainer for blind or visually impaired students.</p><p> </p><p>Students who wish to dispute their institution's provision of an assessed reasonable adjustment can invoke an exceptional case process under DSA. To date, fewer than 10 students have done so.</p> more like this

star this property answer text <p>The Student Loans Company (SLC) provides application forms in braille, and also offers telephone support to those unable to access applications on-line or through hard copy.</p><p>Information on Disabled Students’ Allowances (DSAs) is available on direct.gov at <a href="https://www.gov.uk/disabled-students-allowances-dsas" target="_blank">https://www.gov.uk/disabled-students-allowances-dsas</a>. The direct.gov site encourages any student who is unable to apply online to contact the SLC for assistance.</p><p>The SLC works closely with institutions to promote awareness of DSAs by providing quick guides which can be provided to students at open days and by developing working relationships with universities’ own disability services.</p><p>All eligible students undertake a Study Needs Assessment, and the SLC pays for the assessor directly from a student’s DSAs general allowance. Students are not expected to pay this cost up-front.</p> more like this

star this property answer text <p>Generally, to meet the eligibility requirements for student support, a student should be resident in England, have ‘settled’ status or a recognised connection with the UK, and have been a resident of the UK and Islands (Channel Islands and the Isle of Man) for the three years prior to the start of the course.</p><p>Any period of residence in the United Kingdom and Islands wholly or mainly for the purpose of receiving full-time education does not count towards the period of ordinary residence required to qualify for student support. Student Finance England considers applications on a case by case basis, taking into account all information and evidence available.</p> more like this

star this property answer text <p>Widening participation to Higher Education (HE) is a priority for this government. Everyone with the capability to succeed in HE should have the opportunity to benefit from a university education, regardless of background or where they grew up.</p><p>This year, record rates of English 18 year olds, including those from disadvantaged backgrounds, have entered full-time university. However, more could and should be done. That is why, in our first guidance to the Office for Students, we asked them to encourage providers, particularly the most selective, to make further progress in ensuring that disadvantaged and underrepresented students can access, participate and succeed in HE.</p><p>A new transparency condition will require HE providers to publish application, offer, acceptance, non-continuation and attainment rates by socio-economic background, gender and ethnicity. This will provide greater transparency and help drive fairness on admissions and outcomes.</p><p>Prior attainment is a critical driver of access to HE and the government has asked HE providers to take on a more direct role in helping to raise attainment in schools as part of their outreach activity. All universities are expected to help raise attainment and support school improvement, including through school sponsorship and by establishing new state schools.</p><p>The National Collaborative Outreach Programme (NCOP) targets those areas of the country where progression into HE is both low overall and lower than expected (given typical GCSE attainment rates), in order to increase the number of young people from under-represented groups who go into higher education.</p><p>The department’s Opportunity Areas initiative is part of the government’s national plan for dealing with social mobility through education. The government expects universities to actively engage in these areas, to tackle local barriers.</p><p>In addition, the department launched Opportunity North East – a £24 million investment to drive rapid and sustainable improvements in education, to tackle the key issues holding young people back. We will challenge the most selective institutions to do more to increase the number of young people from the region.</p>
