Only individuals with a UK bank account are eligible to buy NS&amp;I products. In the event of independence, the current rules would prohibit individuals with only a Scottish bank account from buying NS&amp;I products. </strong></p><p> </p><p><strong>Any changes to these rules would depend on negotiations between the UK and Scottish governments in the event of independence. In ‘Investing in Britain's Future', the Government accepted Lord Heseltine's recommendations to devolve economic power to Local Enterprise Partnerships (LEPs) through the creation of the Local Growth Fund (LGF) with over £2 billion of budgets from skills, housing and transport for 2015-16. An area's allocation from the LGF will be available to be spent on the priorities LEPs and their partners have determined in their strategic economic plans.</p><p> </p><p>The Government allocated capital funds between programmes at Spending Review 2010 and Spending Round 2013 on the basis of a zero-based review of the economic returns of every central government capital programme, with investment being targeted increasingly at economic infrastructure. Early adopter projects include the Ministry of Justice Cookham Wood Young Offenders Institute which has demonstrated an overall saving of around 20% with BIM as part of suite of efficiency measures deployed on the design and construction of the project. As in previous recoveries house prices have risen but still remain below their pre-crisis peak in real terms in Scotland. As a result of increased confidence in the housing market, property transactions in Scotland were 21 per cent higher in 2013 than the lows seen in 2011. Changes in regional house prices will partly depend on regional factors supporting supply and demand. House prices in Scotland rose 4.8 per cent in the 12 months to April. In the same period, house prices across the UK rose by 9.9 per cent, and excluding London house prices in the UK rose 7 per cent. In real terms house prices remain well below their peak, and the Office for Budget Responsibility noted in March that they will still remain below this peak at the end of their forecast in 2018/19. Following the announcement of the Glasgow and Clyde Valley City Deal (Heads of Terms Agreement) on 4 July, the UK Government is now working with the Scottish Government and local councils in Glasgow to finalise the Deal.</p><p> </p><p>This is a new approach to working with a city in a part of the UK where the UK Government, the relevant devolved administration, and local bodies have responsibilities which overlap and complement each other. As the next step, we hope to conclude the Glasgow City Deal, and take the opportunity to assess its immediate impact and longer-term out-workings.</p><p> </p><p>Given the complexity of this process, we believe it is prudent to ensure this assessment can be undertaken before exploring the potential application of the City Deal process more widely across the U.K. At that point the lessons learned from Glasgow on funding, governance, responsibility and accountability covering a range of bodies should be clearer.</p><p> </p><p>Separately, the UK Government is providing the Welsh Government with new tax and borrowing powers through the Wales Bill, the latter of which will further enable the Welsh Government to decide when and how to invest in infrastructure in Wales. 	answer	answer is ministerial correction date of answer 28/07/2014 answer text <p>The Northern Ireland Executive’s spending is funded from a variety of sources, including the ‘block grant’ allocation from the UK Government, borrowing, and locally raised revenue. The Northern Ireland Executive can currently borrow up to £200m per year, up to a total of £3bn, from the UK’s National Loans Fund (NLF), through the Reinvestment and Reform Initiative (RRI).</p><p> </p><p>Any loans from the European Investment Bank which were additional to the NLF borrowing would, like the existing facility, count towards the UK’s overall Public Sector Net Cash Requirement (PSNCR) and would have the effect of increasing the overall level of public spending. For this reason, any Northern Ireland Executive borrowing needs to be within the £200m per year limits which are provided for within the devolved administration’s total budgets each year. Any increases in borrowing beyond the agreed limits must be offset by reductions in other spending to avoid adding to the overall limits on public spending set out by the Government. Such reductions could be enforced by cuts to the ‘block grant’ portion of NI budgets if the Northern Ireland Executive did not make other offsetting savings.</p><p> </p><p> </p><p>It is important to recognise that bodies other than the Northern Ireland Executive can bid for EIB loans in Northern Ireland.
