	answer	answer is ministerial correction date of answer 24/03/2015 answer text <p>As Leader of the House, I have a particular responsibility to encourage departments to be punctual in answering written questions, but the content of each answer is a matter for the minister concerned. All Ministers are accountable to the House for those answers. That direct accountability is important: that is why Ministers in this House must provide personally signed answers to members.</p><p> </p><p>To inform Ministers in answering questions put to them, the Ministerial Code says that “It is of paramount importance that Ministers give accurate and truthful information to Parliament”. It also makes clear that “Ministers should be as open as possible with Parliament and the public, refusing to provide information only when disclosure would not be in the public interest”. The consultation contained a package of proposals to improve the rescue opportunities for financially-distressed companies in Great Britain.</p><p> </p><p>A summary of responses to the consultation was published in September 2016.</p><p> </p><p>Following the publication of the summary of responses, the Government has continued to engage with a range of interested parties to further discuss and explore issues raised in responses to the consultation. This further engagement will ensure that any reforms, if necessary, will be fit for purpose and best achieve the Government’s aims of rescuing distressed but viable businesses, therefore preserving both value and jobs.</p><p> </p><p>The Government recognises the importance of the insolvency and restructuring regime to the wider UK economy and the important role it plays in, amongst other things, creating strong conditions for growth and access to credit. 	answer	answer is ministerial correction date of answer 13/03/2017 answer text <p>The Food Standards Agency (FSA) has responsibility for the Food Hygiene Rating Scheme (FHRS). Currently it is voluntary for food businesses in England to display their hygiene ratings. Display has been mandatory in Wales since November 2013 and in Northern Ireland since October 2016.</p><p> </p><p>The FSA considers that mandatory display of food hygiene ratings in England would be beneficial and is using the evidence from Wales to build a strong case. The FSA is exploring how a statutory scheme could be delivered in England as part of the FSA’s work to deliver a new model of regulation for food businesses – the Regulating Our Future programme.</p><p> </p><p>The Regulating Our Future programme is redesigning how food businesses are regulated and as hygiene ratings are based on inspections it is important they are part of those discussions. NHS England makes every effort to minimise disruption during industrial action, working with providers, professional bodies, trade unions and other bodies to agree safe levels of cover.</p><p> </p><p>On 2 March, the Government invited the NHS Staff Council, who represent Agenda for Change unions, to join a series of intensive talks covering pay, terms and conditions improvements and productivity enhancing reforms.
