star this property answer text <p>The European Union Facility for Refugees in Turkey helps build schools, provide health services and makes social welfare payments for the most vulnerable refugees, and provides vital municipal infrastructure such as waste management and water treatment facilities to alleviate pressure on Turkish communities hosting refugees.</p><p>As of May 2017, 42% of the facility has been spent on education. Almost half a million Syrian refugee children have access to education and 20,000 Syrian volunteer teachers have received training in improved teaching techniques.</p> more like this

star this property answer text <p>The UK Government is playing a leading role in reaching out-of-school children affected by conflict in the Middle East. At the London Syria Conference in 2016, the international community committed to providing quality education to all 1.4 million refugee and vulnerable host community children by the end of the 2016/7 school year. By April 2017, 1 million children were benefitting.</p><p>In Lebanon, DFID’s four-year education programme will help 147,000 children enrol in formal education and 100,000 in non-formal education, and improve teaching and learning standards for all children in school. In Jordan, DFID’s four-year education programme helps provide formal education for 193,000 Syrian children. The UK also contributes to the EU Facility for Refugees in Turkey, which has provided access to education for almost half a million Syrian children. In the wider Middle East, the UK funds UNICEF to provide education as part of humanitarian appeals.</p><p>The UK has also supported the establishment of a new Education Cannot Wait fund to improve education in crises, with Yemen and Syria each benefitting.</p><p>DFID does not fund education provision through radio and TV in the Middle East.</p><p> </p>

star this property answer text <p>DFID does not fund young people from overseas to undertake technical education or apprenticeships in the UK.</p><p>DFID supports young people from developing countries of the Commonwealth to study in the UK through the Commonwealth Scholarship and Fellowship Plan. Additionally, the FCO runs the Chevening scholarship scheme. Chevening is the UK government's international awards scheme aimed at developing global leaders, including young people from the Middle East.</p> more like this

star this property answer text <p>In 2016 DFID fully disbursed £900,000 for its project to support Palestinian development in Area C. An additional £200,000 provided by the FCO has recently been approved for a separate project that also aims to support the infrastructure of vulnerable Palestinians in Area C. This funding will be disbursed in due course. This combined £1.1 million of UK financial assistance supports communities in Area C to remain on their land through improved infrastructure and access to community services, including education and health.</p> more like this

star this property answer text <p>DFID’s humanitarian partners are on the ground in Eastern Ghouta (as well as other hard-to-reach and besieged areas) providing life-saving food, protection, and healthcare including routine immunisation services against infectious diseases such as polio and measles. However, humanitarian access remains severely constrained.</p><p>The UK continues to demand full and sustained humanitarian access to Eastern Ghouta at the UN and at every opportunity, and we have called on all parties to take all feasible measures to protect civilians, and allow emergency medical evacuations.</p> more like this

The UK is committed to ensuring that any refugee returns to Syria take place voluntarily in safety and dignity, in line with international law, when conditions allow. We do not support forced returns, and will not support any returns before Syria or parts of Syria are declared safe by the UN.</p><p>In the meantime, we are supporting the governments of Jordan, Lebanon and Turkey to cope with a protracted refugee presence, and enable Syrian refugees to remain in the region until they can return safely to Syria.</p><p> </p> more like this

star this property answer text <p>The UK remains concerned by the conditions faced by migrants in Libyan detention centres. We have consistently raised this issue with the Government of National Accord, including during a recent visit by the International Development Secretary. The UK continues to provide humanitarian support to vulnerable refugees and migrants in Libya, including through over £5m of funding for UN agencies and non-governmental organisations. UK assistance to the Libyan Coastguard has been delivered through financial contributions and the provision of two military training teams to Operation Sophia’s (the EU Naval Operation set up in response to the Mediterranean Migration Crisis) Coastguard Training Task. This training aims to equip the Libyan Coastguard with the skills required to manage search and rescue and conduct counter smuggling/trafficking activities properly, whilst respecting human rights. The training also includes sessions on seamanship. These efforts are part of a comprehensive approach to migration that includes supporting assisted voluntary returns, tackling people smuggling and encouraging economic development in source countries.</p>

star this property answer text <p>UK officials made clear to both the Israeli and Palestinian leadership at the Ad-Hoc Liaison Committee meeting on the 31 January 2018 that concrete actions from all sides are required to build trust and improve the situation on the ground for ordinary citizens. HMG officials have assessed that there is a range of difficulties in achieving engagement between Palestinian and Israeli youth, including movement and access restrictions for both communities, and entrenched social norms. The UK Government consistently calls on the Israeli Government to ease movement and access restrictions in the Occupied Palestinian Territories (OPTs). The UK is providing support to fund a people-to-people programme to help Israelis and Palestinians work together to achieve tangible improvements in their lives, foster inter-community understanding and help build constituencies for a just and peaceful political solution. This three year programme – People for Peaceful Change – will include work with young leaders.</p>
