star this property answer text <p>The Government has not undertaken an assessment of the potential benefits of routinely collecting data about the parental responsibilities of anyone diagnosed with a mental health condition.</p><p> </p><p>However, the Government does recognise that parental mental health problems can have an impact on the wellbeing of children within the family and statutory guidance published in July 2018: ‘Working Together to Safeguard Children’ acknowledges that children may be at greater risk of harm or need additional help in families where adults have mental health problems. The guidance is available at the following link:</p><p> </p><p><a href="https://assets.publishing.service.gov.uk/government/uploads/system/uploads/attachment_data/file/729914/Working_Together_to_Safeguard_Children-2018.pdf" target="_blank">https://assets.publishing.service.gov.uk/government/uploads/system/uploads/attachment_data/file/729914/Working_Together_to_Safeguard_Children-2018.pdf</a></p><p> </p><p>The guidance makes clear that anyone who has any concerns about a child’s welfare should make a referral to local authority children’s social services. The guidance also makes clear that health practitioners should provide and co-ordinate any specific information regarding family health, including any mental health problems, to support the protection of children.</p>

star this property answer text <p>The Government’s vision document, ‘Prevention is better than cure’, sets out our ambition to put prevention at the heart of health and social care in England. This includes both physical and mental health. However, there are already a number of measures in place or being planned to prevent the onset of mental health difficulties, and to support recovery for those who have experienced such difficulties, including introducing an access target for the service called 'Early Intervention in Psychosis' to help people recover after their first psychotic episode and prevent the condition from worsening in the future, and the range commitments outlined in the Children and Young People’s Mental Health Green Paper.</p><p> </p><p>We will be publishing a Green Paper in 2019 which will set out our further plans on prevention in greater detail.</p> more like this

star this property answer text <p>The Mental Health Data Set, published by NHS Digital, sets out the number of referrals received by National Health Service specialist children’s mental health services and those that go on to receive treatment.</p><p> </p><p>There are many reasons why a referral to NHS children’s mental health services might be rejected – some cases are not appropriate for NHS treatment and there are more appropriate sources of help. Where possible, patients are referred on to other forms of support.</p><p> </p><p>However, the Government is also committed to expanding access to specialist services and we are on track to see an additional 70,000 children and young people each year by 2020/21.</p> more like this

star this property answer text <p>We have made an additional £1.4 billion available for children’s mental health service transformation and are on track to ensure that an additional 70,000 children and young people access community mental health services annually by 2020/21.</p><p> </p><p>We have introduced two waiting time standards for children and young people and are on track to meet both of these standards. The first aims for 95% of children (up to 19 years old) with eating disorders to receive treatment within a week for urgent cases and four weeks for routine cases. The second aims for 50% of patients of all ages experiencing a first episode of psychosis to receive treatment within two weeks of referral.</p><p> </p><p>Our Children and Young People’s Green Paper, jointly published with the Department for Education, sets out how we plan to go further. We are piloting a four-week waiting time to improve access to services and are introducing new mental health support teams. Trailblazer sites, where we plan to test our Green Paper proposals, will be announced shortly.</p>

star this property answer text <p>There are no current plans for such an inquiry.</p><p> </p><p>The Government and the National Health Service are taking forward a number of initiatives to support ex-service personnel with mental health issues.</p><p> </p><p>NHS England commissions two bespoke services for ex-service personnel. The first is the Transition, Intervention and Liaison Service, which supports serving personnel who need additional support as they are leaving the armed forces and veterans who have mental health issues. The second is the NHS Veterans’ Mental Health Complex Treatment Service, which is a community-based service providing a range of more intensive care and treatment for ex-service personnel with military attributable complex mental health problems that have not improved with earlier care and treatment.</p> more like this

star this property answer text <p>Promoting good maternal and perinatal mental health is a key priority for this Government, as set out in the Five Year Forward View for Mental Health.</p><p> </p><p>The Department is investing £365 million from 2015/16 to 2020/21 in perinatal mental health services, and NHS England is leading a transformation programme to ensure that by 2020/21 at least 30,000 more women each year are able to access evidence-based specialist mental health care during the perinatal period.</p><p> </p><p>A key element of the transformation programme is to increase awareness and skills across the workforce, supporting better identification of perinatal mental illness, early intervention and consequently improved recovery rates.</p><p> </p><p>In addition, the Department has published guidance which has led to the creation of over 570 perinatal mental health visitor champions. Their role is to support health visitors with the identification and management of anxiety, mild to moderate depression and other perinatal mental disorders, and to know when to refer on to a specialist.</p>

star this property answer text <p>On 31 July Health Education England (HEE) published the National Health Service workforce plan for England; setting out concrete steps for delivering 21,000 new posts (professional and allied) across the mental health system, with the expectation that 19,000 of these places would be filled by staff employed directly by the NHS. The plan focuses on both new staff and on improved retention of existing staff, as well as new roles and new models of mental health care. This will include plans for expanding the mental health workforce in both primary and secondary care settings.</p><p> </p><p>Staffing and service provision in the NHS in Northern Ireland, Scotland and Wales is a matter for each of the devolved administrations.</p>

Suicide prevention is a priority for this Government and when we updated the Cross-Government Suicide Prevention Strategy earlier this year we highlighted the need to support better mental health and suicide prevention awareness across the NHS.</p><p> </p><p>Health Education England and Public Health England have been supporting this aim by reviewing materials such as e-learning tools for NHS professionals and are considering how best to support this nationally.</p> more like this

star this property answer text <p>Children and young people’s (CYP) mental health is a top priority for this Government and we are clear that early intervention is vital.</p><p> </p><p>We are making an additional £1.4 billion available for transformation of CYP mental health services from 2015/16 – 2019/20, and have committed to ensuring an additional 70,000 CYP a year will access National Health Service mental health treatment by 2020. We have introduced the first ever waiting times standard for mental health and will shortly be publishing a joint Green Paper on CYP mental health with the Department for Education, focussing on early intervention.</p> more like this

star this property answer text <p>Services are expected to work together to plan transition effectively and to meet the needs of young people, as well as their families and carers.</p><p> </p><p>NHS England published its Model Specification for Transitions from Child and Adolescent Mental Health Services, in January 2015, to support better transition planning and delivery by local providers.</p><p> </p><p>Transition from children and young people’s mental health services has also been included as one of 13 mandatory national indicators in the Commissioning for Quality and Innovation scheme (2017/19). This offers financial incentives to local areas to make improvements in support of the Five Year Forward View for Mental Health and National Health Service mandate, and will encourage improved transition planning and better experiences for children and young people.</p> more like this

star this property answer text <p>The shared National Health Service planning guidance sets out what clinical commissioning groups (CCGs) and providers have to do in 2017/18 and 2018/19. For children and young people’s mental health services, this includes a requirement to increase access, so that 70,000 more people receive specialist treatment nationally by 2020, and to expand eating disorder services so that the new waiting time standard is met.</p><p> </p><p>A joint letter to CCGs and trusts sent by NHS England Directors on 27 February 2017 specifically asked for confirmation that funds for children and young people were being used for the purpose intended.</p><p> </p><p>NHS England published, for the first time in October 2016, a new integrated Five Year Forward View for Mental Health Dashboard. This shows what each CCG is spending on children’s mental health services.</p><p> </p><p>This Mental Health Dashboard is designed to improve the transparency and accountability of CCGs, both to NHS England and to the populations they serve.</p><p> </p><p>NHS England’s Mental Health Investment Standard requires CCGs to increase their mental health spend in line with their overall increase in allocation each year. This is planned to be met across England as a whole in 2017/18 and 2018/19.</p>

star this property answer text <p>The Department for Communities and Local Government is working closely with the Department of Health on how we improve access to mental health services for rough sleepers, or those at risk of homelessness in England. The Government has committed over £1 billion until 2020 to local authorities to reduce homelessness and rough sleeping and has supported the Homelessness Reduction Act – due to commence in April 2018. The Act will ensure that people who are in need of assistance get the support they need before becoming homeless.</p><p> </p><p>The Government is also supporting 84 projects, some specifically funding mental health interventions, across 205 district and unitary local authorities in England through its £50 million Homelessness Prevention Programme offering tailored support services for people who need it and rapid support for people to make a sustainable recovery from homelessness.</p><p> </p><p>The Government has also set an aim to halve rough sleeping by 2022 and eliminate it entirely by 2027. We are setting up a rough sleeping and homelessness taskforce and piloting a Housing First approach to tackle rough sleeping.</p><p> </p><p>We expect local authorities, NHS England and clinical commissioning groups to all play a crucial role in achieving these. NHS England has published guidance for general practices and patients to ensure that homeless patients are still able to access primary care services. Public Health England’s guidance ‘Improving health through the home’ provides a single point of access to wide-ranging authoritative information on data, evaluation, evidence and research related to homelessness to support providers and commissioners, such as good practice prompts for commissioning for homeless people with drug or alcohol problems.</p>

star this property answer text <p>Given the range of professions which might support a person with dementia, which includes therapists, general practitioners, consultants, psychiatrists, and social care staff, we have not made any central estimates of the number of staff that will be required to care for people with dementia in the next five years. At a national level, we have published a Dementia Core Skills Education and Training Framework, launched in October 2015, to help ensure staff have the right skills. The Framework was commissioned and funded by the Department and developed by Skills for Health and Health Education England (HEE) in partnership with Skills for Care. Development of the framework was guided by an Expert Group including a wide range of health and social care organisations, relevant Royal Colleges and education providers.</p><p> </p><p>The Framework sets out the core skills and knowledge which would be transferable and applicable across different types of service provision for people with dementia. It includes expected learning outcomes for training delivery, key policy and legal references and is aligned to related national occupational standards. The Framework is intended to ensure the quality and consistency of dementia training, and to help prevent unnecessary duplication of training.</p><p> </p><p>Under the Government’s mandate to HEE, HEE will ensure that Tier 1 (awareness raising) dementia training opportunities and tools are available to all National Health Service staff by the end of 2018. Within the Government’s Dementia 2020 Challenge we are considering how to extend tier 2 training to all staff across health and care settings who are involved in care for people with dementia.</p>

This will contribute to the target of helping up to 29,000 more people per year living with mental health problems to find or stay in work as recommended in the Five Year Forward View for Mental Health which is available at:</p><p><a href="https://www.england.nhs.uk/wp-content/uploads/2016/02/Mental-Health-Taskforce-FYFV-final.pdf" target="_blank">https://www.england.nhs.uk/wp-content/uploads/2016/02/Mental-Health-Taskforce-FYFV-final.pdf</a></p><p>To date, NHS England has commissioned the NHS Benchmarking Network and Centre for Mental Health to undertake a data collection exercise on activity in IPS and Supported Employment services within 2016/17 to provide an indication of current access to such services.</p><p> </p><p>NHS England is preparing to allocate transformation funding identified in the Five Year Forward View for Mental Health and the subsequent Implementation Plan: ‘Implementing the Five Year Forward View for Mental Health’ for the commissioning of IPS services to selected sustainability and transformation partnership footprints from April 2018. The Plan is available at:</p><p><a href="https://www.england.nhs.uk/wp-content/uploads/2016/07/fyfv-mh.pdf" target="_blank">https://www.england.nhs.uk/wp-content/uploads/2016/07/fyfv-mh.pdf</a></p><p>To support this, the Joint Work and Health Unit has invested in an implementation support project called ‘IPS Grow’ that aims to compliment this expansion by enabling these services to be as effective as possible in supporting people who want to enter and stay in work.</p><p> </p><p>The Joint Work and Health Unit, in partnership with NHS England, will also be carrying out two research trials to find out whether a modified IPS model can help people with physical and/or mental health conditions get into, and stay in, paid competitive employment.</p>

star this property answer text <p>The Department does not issue guidelines on accessing specialised support services for people with mental health conditions who may be experiencing financial difficulties. Where financial difficulties are identified as an issue for a person receiving treatment and care for a mental health condition, signposting already exists in some general practitioner (GP) practices and in Improving Access to Psychological Therapies services.</p><p>A person who is experiencing financial difficulties or a debt crisis may approach their GP or another health professional to provide evidence of their mental health condition to their creditors to help aid any support a creditor may be able to provide to that person. The Government is currently reviewing the process for GPs and other health professionals completing Mental Health Evidence Forms to support this process.</p> more like this

General Practitioner (GP) practices would also signpost patients to debt advice services as part of their care and some practices have arrangements in place with local Citizens Advice Bureaux and debt advice services to provide outreach support in primary care.</p><p> </p><p>In January 2017, my Rt. hon. Friend the Prime Minister announced the Government would review the practice of GPs charging patients experiencing debt issues to complete Mental Health Evidence Forms when they require medical evidence for their creditors. The Department is working with the Money and Mental Health Policy Institute and a range of stakeholders from the financial and debt advice sectors and the British Medical Association to undertake the review.</p><p> </p><p>The Government recognises the impact that debt may have on mental health and wellbeing and the difficulties that may be experienced by people with mental health problems in managing their debt. The review has also considered the impact of debt and financial difficulties on people with mental health problems, including the potential impact on recovery.</p>

star this property answer text <p>This Government is committed to improving perinatal mental health services for women during pregnancy and in the first postnatal year, so that women are able to access the right care at the right time and close to home.</p><p> </p><p>The Department is investing £365 million by 2020/21 in perinatal mental health services. This investment will ensure that by 2020/21 at least 30,000 more women each year will be able to access evidence-based specialist mental health care during the perinatal period. This includes access to psychological therapies and specialist community or inpatient care.</p><p> </p><p>A key element of the programme is to increase awareness and skills across the workforce, supporting better identification of perinatal mental illness, early intervention and consequently improved recovery rates.</p> more like this

star this property answer text <p>Expenditure on children and young people’s mental health and children and young people’s eating disorders is tracked in the Five Year Forward View for Mental Health Dashboard. However this information is not broken down to show information on expenditure for Tier 1 and Tier 2 Child and Adolescent Mental Health Services (CAMHS). The dashboard is available at the following link:</p><p> </p><p><a href="http://www.england.nhs.uk/publication/mental-health-five-year-forward-view-dashboard/" target="_blank">www.england.nhs.uk/publication/mental-health-five-year-forward-view-dashboard/</a></p><p> </p><p>NHS England does not make specific allocations for programme areas like CAMHS. Budgets and contracts for services are decided and commissioned locally by clinical commissioning groups (CCGs) which assess local needs. Furthermore, NHS England does not determine allocations or contracts for local authorities. Again, these are decided and commissioned locally by CCGs in response to local need.</p><p> </p><p>Under the Mental Health Investment Standard (MHIS), all CCGs are required to increase mental health expenditure in line with their overall allocation. The MHIS is being introduced into planning guidance from 2018/19 so all CCGs will have to meet it.</p>

For 2017/18 in Barnsley CCG the planned spend on children and young people’s mental health, excluding learning disabilities and eating disorders, is £4.3 million and for eating disorders it is £143,000. Information for 2015/16 is not available.</p><p> </p><p>Funding for Barnsley council to deliver services is through the local government finance settlement; this is generally un-ring fenced resource to deliver a range of services including social care.</p>

However, we can confirm that in 2017/18 NHS England had a contract with Northumberland Tyne and Wear NHS Foundation Trust to provide the Veteran Mental Health Transition, Intervention and Liaison Service (TILS) in the North region, which includes South Yorkshire. The value of this contract in 2017/18 was £806,000.</p><p> </p><p>Overall, approximately half of the £6.4 million allocated to NHS England in 2017/18 was spent on TILS, and half on veterans’ mental health complex treatment services.</p> more like this

star this property answer text <p>The Government recognises that early intervention is absolutely vital and is committed to ensuring everyone with an eating disorder has access to timely treatment.</p><p> </p><p>For children and young people, the Government set up the first waiting times to improve access to eating disorders services for children and young people - so that by 2020/21 95% of children with an eating disorder will receive treatment within one week for urgent cases and within four weeks for routine cases. Latest figures indicate that the National Health Service is on track to meet that standard with almost 78.9% of all patients starting urgent treatment within one week and 79.9% of patients starting routine treatment within four weeks (Quarter 4 2017-2018).</p><p> </p><p>Source: <a href="https://www.england.nhs.uk/statistics/statistical-work-areas/cyped-waiting-times/" target="_blank">https://www.england.nhs.uk/statistics/statistical-work-areas/cyped-waiting-times/</a></p><p> </p><p>The Government announced in 2014 that it would invest £150 million to expand eating disorder community-based care and as a result 70 dedicated new or extended community services are now either open or in development. star this property answer text <p>On 9 May 2018, the Minister of State for the Digital and the Creative Industries (Margot James MP) announced that the Government would be amending the data sharing arrangements under this Memorandum of Understanding. This was in response to the concerns raised by the Health and Social Care Select Committee around the operation of the current Memorandum of Understanding.</p><p> </p><p>This resulted in a significant narrowing of the data sharing arrangements. The letter from the Department of Health and Social Care and the Home Office to the Health and Social Care Committee highlighted the interim/transitional arrangements that took effect immediately on 9 May. Officials are working with the Home Office and NHS Digital on updating the arrangements to reflect these significant changes. Prior to publishing a revised Memorandum of Understanding, NHS Digital will be sharing a draft, for discussion with interested parties during the summer.</p> more like this

star this property answer text <p>On 9 May 2018, the Minister of State for the Digital and the Creative Industries (Margot James MP) announced that the Government would be amending the data sharing arrangements under this Memorandum of Understanding. This was in response to the concerns raised by the Health and Social Care Select Committee around the operation of the current Memorandum of Understanding.</p><p> </p><p>This resulted in a significant narrowing of the data sharing arrangements. The letter from the Department of Health and Social Care and the Home Office to the Health and Social Care Committee highlighted the interim/transitional arrangements that took effect immediately on 9 May. Officials are working with the Home Office and NHS Digital on updating the arrangements to reflect these significant changes. Prior to publishing a revised Memorandum of Understanding, NHS Digital will be sharing a draft, for discussion with interested parties during the summer.</p> more like this

star this property answer text <p>The United Kingdom formally signed the Council of Europe Convention on Organ Trafficking on 25 March 2015 and has legislation in place to ensure consent is always provided to prevent organ trafficking. The Government also supports the 2008 Declaration of Istanbul on Organ Trafficking and Transplant Tourism, which encourages all countries to draw up legal and professional frameworks to govern organ donation and transplantation activities.</p><p> </p><p>When the UK signed the convention, it did so on the basis that it reserved the right not to apply the jurisdiction rules laid down in paragraph 1.d and e of Article 10 of the convention. There are no current plans to ratify the convention.</p> more like this

star this property answer text <p>The Government recognises the need for additional investment in mental health services and the Institute for Public Policy Research report represents a valuable contribution to the debate.</p><p> </p><p>The Government announced its long term financial settlement for the National Health Service in June. This will represent an increase of £20.5 billion in real terms by 2023/24. The Government has asked the NHS to develop a long term plan which will set out a vision for the health service and ensure every penny is well spent. The Government has been clear that better access to mental health services, to help achieve the Government’s commitment to parity of esteem between mental and physical health, is one of the principles which must underpin the plan.</p><p> </p><p>The 2018 Budget set out some of aspects of what the long term plan will contain, and further details will follow when the plan is published in due course.</p> more like this

star this property answer text <p>Work on developing mental health support teams for schools forms part of the work to implement the proposals set out in the Green Paper, ‘Transforming children and young people’s mental health provision’. The first wave of recruitment for the Educational Mental Health Practitioners who will form part of these teams is now under way and 210 people will take their places on specialist training courses from January 2019. These trainees will start working in schools during 2019. The initial local areas, or trailblazer sites, that will trial the Green Paper proposals will be announced by the end of the year. As stated in the Green Paper, we plan to roll out the teams to between a fifth and a quarter of the country by 2022/23.</p> more like this

star this property answer text <p>We are setting up new Mental Health Support Teams to deliver mental health interventions for those with mild to moderate needs in or close to schools and colleges, referring those with more severe needs on to specialist services. The teams will support and join up with existing professionals such as educational psychologists, school nurses and health visitors. We expect the teams to comprise a mix of more junior and more senior staff; there will be funding available to support the teams and will also support the cost of supervision from qualified staff in National Health Service children’s mental health services. There will also be a new role, Educational Mental Health Practitioner, with the recruitment for this role currently underway and 210 places available across the country.</p><p> </p><p>There are no ready-made answers about the overall make-up of teams and how they should operate, and we are clear that we do not want to impose a model that does not take account of the existing local context. It will therefore be important to design national roll-out on the basis of the experience from the trailblazer programme. The trailblazer sites will be announced shortly.</p>

star this property answer text <p>The Female Genital Mutilation Enhanced Dataset is collected via the NHS Digital Clinical Audit Platform or CAP, which is an easy to use, intuitive, data submission tool that needs no specific training.</p><p> </p><p>NHS Digital has published clear guidance online to support National Health Service organisations, including primary care practices, to register to access CAP and to submit information on the system. In 2017, the process was simplified and streamlined to further support primary care practices to register on the CAP, and it was confirmed that the Senior Partner or Caldicott Guardian at a practice can submit the registration to access CAP.</p> more like this

star this property answer text <p>The Government takes seriously the Parliamentary and Health Service Ombudsman report ‘Ignoring the alarms: how NHS eating disorder services are failing patients’.</p><p> </p><p>In response to the Parliamentary and Health Service Ombudsman report, NHS England has convened a working group with NHS Improvement, Health Education England, the Department and other partners to co-ordinate actions being taken in response to the recommendations, taking them into account in planning for improvements to adult eating disorder services. The national clinical director for mental health at NHS England, Professor Tim Kendall, is chairing this working group and progress will be reported to the NHS England Board.</p> more like this
