	answer	answer is ministerial correction date of answer 11/04/2019 answer text <p>The Defence Science and Technology Laboratory (Dstl) at Porton Down, Wiltshire, is licensed by the Home Office to conduct the Ministry of Defence’s (MOD) in-house research involving the use of animals.</p><p> </p><p>The Home Office only allows testing if it is clear that the benefits outweigh the harms, and that the principles of the 3Rs (Replacement, Reduction and Refinement) have been fully taken into account and will be implemented.</p><p> </p><p>Dstl operates in accordance with the principles of the 3Rs, and has an active programme to increase 3Rs implementation. For example, Dstl has developed an in-vitro method to measure the biological activity of anti-toxin medical countermeasures and has recently agreed with the Medicines and Healthcare Products Regulatory Agency that our new tissue culture can replace animals in the future.</p><p> </p><p>In 2015, Dstl was part of a five-organisation partnership with the National Centre for the Replacement Refinement and Reduction of Animals in Research, which published a roadmap on developing and applying non-animal technologies (NATs) to improve the methods and ways of testing the safety and effectiveness of pharmaceuticals, veterinary products, chemicals, agrichemicals and consumer products.</p><p> </p> answering member constituency Pudsey answering member printed Stuart Andrew question first answered 11/04/2019 13:23:31 answering member 4032 label Biography information for Stuart Andrew

On current plans, over the next decade we will spend £64.1 billion on procurement and support of ships and submarines.</p><p> </p><p>The Royal Navy will have a second aircraft carrier, HMS PRINCE OF WALES, as well as new Type 26 Frigates and at least five Type 31e Frigates that will allow us to increase our fleet by the 2030s. There will also be new support ships and tankers, and we have announced that we are retaining the Batch 1 Offshore Patrol Vessels while the new Batch 2 ships come into service, all of which we expect to have by the end of 2020.</p><p> </p><p>On 11 February 2019, the Secretary of State for Defence announced that the Ministry of Defence would be investing in an accelerated Concept and Development Phase for Littoral Strike Ships.
