<p>The Department does not normally publish detailed economic assessments that inform rail policy decisions. In developing the business case different policy options would have been considered and appraised as per the guidelines in the Green Book. The economic assessment to evaluate the value for money would have utilised the Department’s modelling and appraisal guidance (WebTAG).
