	answer	answer is ministerial correction date of answer 07/06/2018 answer text <p>The £2 billion for adult social care announced at Spring Budget 2017 has been allocated almost entirely using the improved Better Care Fund formula, which takes account of ability to raise money through the council tax precept for social care. That means it is very well targeted at areas of greater need and market fragility. However, as we recognise that all councils face social care pressures, 10 per cent of the funding is allocated using the Relative Needs Formula (RNF). All the additional £2 billion supplemented the improved Better Care Fund and is to be used for those purposes.</p><p>As part of the Local Government Finance Settlement in 2017-18, Government also provided £241 million of funding through the Adult Social Care Support Grant, allocated entirely using the RNF. This includes £2 billion announced at the budget in 2017 and the adult social care precept, which this year provided the flexibility for councils to increase council tax by up to 3% specifically for adult social care. 	answer	answer is ministerial correction date of answer 22/05/2018 answer text <p>In the Spring Budget in 2017 we announced an additional £2 billion would be given to councils over the next three years for social care.</p><p> </p><p>The Government was clear this funding has three purposes, and attached conditions to ensure it would be used to deliver the following:</p><p>- Meeting adult social care needs generally;</p><p>- Reducing pressures on the NHS, including delayed discharges of care; and</p><p>- Stabilising the social care provider market.</p><p> </p><p>These conditions were laid out in the new Integration and Better Care Fund Policy Framework 2017-19. There was an overall real terms increase in social care spending from 2015-16 to 2016-17.</p><p> </p><p>Out of the nine regions in the table, seven increased their social care expenditure in real terms.</p><p> </p><p>It should be noted that the NHS Digital chart referred to in the question uses gross current expenditure which includes client contributions and excludes all other income, including that from the National Health Service.
