star this property answer text <p>The 2017 Seafarer Statistics are scheduled for publication in May 2018. This is to allow sufficient time following user engagement to review the existing set of statistics and consider ways in which they may be improved. A summary of user feedback received will be included alongside this release.</p><p> </p><p>As part of the review of the current statistics, the Department is currently assessing the quality of data collected on registration of vessel and seafarer nationality with a view to deriving new official statistics. Should the data be considered to be sufficiently robust, then the information requested will be included with the next publication.</p> more like this

star this property answer text <p>Having a skilled workforce is essential to the future of the UK's maritime sector and is an area I am personally committed to.</p><p> </p><p>Alongside the Seafarers Projections report, a review of the Support for Maritime Training (SMarT) scheme was also commissioned and the report published on 18<sup>th</sup> July. Both of these pieces of work will be used to inform future policy with the aim to increase the number of officers and ratings.</p><p> </p><p>The Department continues to support seafarer training through the £15m SMarT scheme. It has been working with industry and the unions on the development of the SMarT Plus proposal which aims to increase officer numbers to 1200. The latest version of the proposal was received in June and is currently under consideration.</p><p> </p><p>Work is underway in developing a range of rating apprenticeships which will deliver more routes into ratings training. The Deck Apprenticeship is now approved and the Engine Room and Catering rating apprenticeships are progressing well. These apprenticeships, along with the levy and the tonnage tax ratings option will help stimulate increased demand for ratings training. Coupled with this is the Ratings Taskforce of which the Department is an active member. At the recent Ratings Summit, which was attended by a number of officials, a range of actions were put forward by attendees and the Department looks forward to seeing the development of a Ratings Strategy by the Ratings Taskforce which will address some of these actions.</p>

star this property answer text <p>The invitation to tender for the Seafarer Projections Review was sent out by the Crown Commercial Service on Tuesday 19 January 2016 and the closing date for bids is Tuesday 1 March 2016. Part of the ITT specified that the research should include a model and projections for seafarers over the next decade. We will draw upon this research when developing our own projections. Subject to the tender process, it is our intention to publish this work when it is complete.</p><p> </p><p>In Seafarer Statistics 2015, published on 27 January 2016, it was mentioned that in 2016, the department will be undertaking a user engagement exercise to find out more about how the Seafarer Statistics are used and to collate views on the methodology. The aim of this will be to identify any opportunity for methodological improvements and ensure that the statistics continue to be fit for purpose. star this property answer text <p>The Maritime and Coastguard Agency (MCA) carry out a maximum four year cycle of audits of the Overseas Territory (OT)/Crown Dependency (CD) Administrations, the scope of which is covered in the signed Memorandum of Understanding (MOU) between the UK Government and the individual Government of the OTs and CDs for the operation of their British shipping register. The MOU contains an obligation to ensure that all vessels registered, that are subject to safe manning criteria, are properly crewed and certificated to International Maritime Organization’s (IMO) standards.</p><p> </p><p> </p><p> </p><p>The MCA surveyors also carry out targeted inspections of Red Ensign Group (REG) ships visiting UK ports under the Merchant Shipping Act. If examples of a failure to comply are identified, the MCA has at its disposal the same control measures as for Port State Control, i.e. detention, prohibition notices, improvement notices and defect rectification. Findings of these inspections are fed back to the MCA to follow-up with the relevant REG administration.</p><p> </p>

However, the following figures are available from 2010 relating to all changes.</p><p> </p><p> </p><p> </p><p>2010 – 94</p><p> </p><p>2011 – 67</p><p> </p><p>2012 – 68</p><p> </p><p>2013 – 52</p><p> </p><p>2014 – 139</p><p> </p><p>2015 – 49 (to date)</p><p> </p><p> </p><p> </p><p>The vast majority of these changes have been changes to names of ships or companies.
