star this property answer text <p>In April 2019, the Government Equalities Office became an integral part of the Cabinet Office. GEO staff are employees of the Cabinet Office, who are responsible for collecting workforce diversity and inclusion data. GEO does not have access to this data as the size of GEO means that individual members of staff could be identifiable. star this property answer text <p>The Declaration on Government Reform commits the Government to drawing on talent from all backgrounds. There are a number of initiatives aimed at supporting colleagues to reach the Senior Civil Service from a diverse range of backgrounds including the Future Leaders Scheme for our Grade 6/7s and Senior Leaders Scheme which is targeted on our SCS Pay Band 1.</p><p> </p><p>The latest data on the Civil Service workforce is published in <a href="https://www.gov.uk/government/statistics/civil-service-statistics-2021" target="_blank">Civil Service Statistics 2021.</a> This publication includes a breakdown by grade and department. The proportion of ethnic minority civil servants has risen from 9.2% in 2011 to 14.3% in 2021 (up from 13.2% in 2020). This exceeds 13.6%, the proportion of the UK’s economically active population who are from an ethnic minority.</p><p> </p><p>The positive increase in representation has been a steady incremental change over the last four years, underpinned by a programme of work including:</p><ul><li><p>a bespoke career progression offer for the G6/7 talent pipeline, including SCS application support, mentoring and sponsorship,</p></li><li><p>greater promotion of internal talent schemes such as the Future Leaders Scheme and Senior Leaders Scheme, supporting events organised by participants, and</p></li><li><p>accelerating work on the external SCS talent pool - by creating a Task and Finish group to oversee development of the pool and improve representation of disabled and ethnic minority senior leaders.</p></li></ul><p> </p><p>Representation is increasing and, whilst this trend is positive, we remain committed to improving representation across the broadest range of diversity, as outlined in the Declaration on Government Reform across our workforce and, in particular, at our most senior grades. To build on the progress made over recent years and target where improvement is still needed, the Government will take a holistic approach to SCS recruitment to identify and remove barriers to underrepresented groups entering and progressing in the SCS.</p><p> </p>

star this property answer text <p>In 2015, the proportion of senior civil servants from black and minority ethnic (BAME) backgrounds was 4.1%; and the proportion of the whole civil service workforce from BAME background was 10.6% as I set out in my recent speech <a href="https://www.gov.uk/government/speeches/addressing-inequality-in-the-public-sector-and-beyond-matt-hancock-speech" target="_blank">https://www.gov.uk/government/speeches/addressing-inequality-in-the-public-sector-and-beyond-matt-hancock-speech</a>.</p><p>While BAME representation throughout the civil service workforce is consistent with the economically active population, in order for the civil service to reflect diversity of Modern Britain we need to do more to increase BAME representation in the senior civil service. We have increased capacity of summer diversity internships and the Positive Action Pathway programme and will soon launch ‘Accelerate’ (a development programme for SCS from BAME backgrounds to reach the most senior grades within the Civil Service). star this property answer text <p>The Civil Service Diversity and Inclusion Strategy published in October 2017 included a</p><p>commitment to increase the representation of ethnic minority staff in the Civil Service</p><p>workforce. In June 2017 we published a Civil Service Diversity and Inclusion data</p><p>dashboard [add link https://www.gov.uk/government/publications/civil-service-diversity-</p><p>inclusion-dashboard]</p><p> </p><p>Latest figures (March 2018) show ethnic minority representation in the Civil Service has</p><p>risen to 12.0% which is broadly representative of the UK working population (12.8%).</p><p>Ethnic minority representation in the Senior Civil Service (SCS) also reached its highest</p><p>level to date at 5.2%. We are committed to improving this and have published targets to</p><p>increase the progression of ethnic minority staff into the SCS.</p><p> </p><p>To drive delivery of the targets we have established an Ethnic Diversity Programme to</p><p>build a sustainable talent pipeline to the SCS. The Programme also supports the new</p><p>Diverse Leadership Taskforce to increase diversity amongst our most senior leaders.</p>
