	answer	answer is ministerial correction date of answer 10/11/2014 answer text <p>Prospective landfill site operators must apply to the Environment Agency for an environmental permit under the Environmental Permitting (England and Wales) Regulations 2010.</p><p> </p><p>The Environment Agency will assess whether proposed operations can comply with the regulations. If it is satisfied, the Environment Agency will issue a permit, which will include conditions to ensure the operator complies with relevant legislation and manages its activities so that it does not cause pollution.</p><p> </p><p>Permits include limits on emissions of polluting substances to the wider environment. These include emissions:</p><p>• to groundwater;</p><p>• of landfill gas;</p><p>• that may affect amenity (e.g. noise, odour, dust, pests).</p><p> </p><p>To assess compliance with the permit, the Environment Agency:</p><p>• routinely visits landfill sites and meets with the operator;</p><p>• audits the operator’s management system and activities against the permit conditions and best practice;</p><p>• responds to complaints about the landfill site and monitors impacts on local communities where necessary;</p><p>• reviews and approves (or rejects) development plans;</p><p>• reviews reports required by the permit including the operator’s monitoring data and records of waste accepted.</p><p> </p><p>The Environment Agency takes action where it identifies non-compliance with permit conditions in line with its Enforcement and Sanctions Guidance.</p> answering member constituency North Cornwall answering member printed Dan Rogerson question first answered 10/11/2014 12:36:02 answering member 1504 label Biography information for Dan Rogerson

	answer	answer is ministerial correction date of answer 10/07/2017 answer text <p>The Marine Management Organisation (MMO) licences the removal of substances or objects from the sea bed within the UK marine licensing area, under the Marine and Coastal Access Act 2009.</p><p> </p><p>I can confirm that an application for a marine licence has been lodged with the MMO to recover items from HMS Victory 1744. However, the MMO has not concluded its determination of that application and the issues raised by it.</p><p><strong> </strong></p><p>It should be noted that although Her Majesty’s Government is not a signatory to the Convention for the Protection of Underwater Cultural Heritage, it has adopted the Rules for activities directed at underwater cultural heritage, found in the Annex of the Convention, as best practice. Based on the evidence available, it is understood that a cannon was lifted prior to the introduction of the marine licensing system in April 2011 under part 4 of the Marine and Coastal Access Act 2009, for which the Marine Management Organisation is the licensing authority.</p><p> </p><p> </p><p> </p><p>Part 4 of the Marine and Coastal Access Act introduced a requirement to have a licence to remove objects from the sea-bed.
