	answer	answer is ministerial correction date of answer 10/11/2014 answer text <p>We are working closely with local authorities, with support from the Environment Agency, to ensure the effective delivery and deliver the maximum benefit for the ‘Repair and Renew’ grant. We are aware of a number of collaborative applications that will have multiple beneficiaries. These demonstrate particularly effective use of the grant.</p><p>The scheme is still running. All local authorities must claim reimbursement for grant payments from Defra by 31 March 2015. 	answer	answer is ministerial correction date of answer 09/06/2014 answer text <p> </p><p>Defra has made available to the Environment Agency an additional £30 million in 2013/14 and up to £135 million in 2014/15, to respond to the winter floods and repair flood and coastal defences. The Environment Agency spent £31.2 million on repairs and emergency response between January and March 2014. This includes £26 million on asset repair costs, £1.5 million of which was paid to local authorities. The remaining £5.2 million was spent on other associated costs, such as incident management and emergency response. This is a real terms increase in capital investment – up from £1.7 billion in the last Parliament and £1.5 billion between 2005 and 2010. There is a common law duty on owners of land to keep watercourses clear of anything that could cause an obstruction, either on their own land or downstream if it is washed away. Land owners have the same responsibilities for the upkeep of a culverted watercourse as if it were an open watercourse.</p><p> </p><p>There are no plans to transfer ownership of culverts to the Environment Agency or local authorities.
