	answer	answer is ministerial correction date of answer 30/01/2019 answer text <p>In September last year Defra published, alongside the Agriculture Bill, detail about, and a proposed timeline for, the move away from current Common Agricultural Policy schemes. Our farming reforms will be underpinned by the principle of public money for the provision of public goods. The Bill will provide the legal powers to move away smoothly from the CAP as well as assisting farmers in their central task of producing food for the nation.</p><p>The government has pledged to continue to commit the same cash total in funds for farm support until the end of this parliament, expected in 2022. This includes all funding provided for farm support under both Pillar 1 and Pillar 2 of the current CAP. This commitment applies to the whole UK and provides more certainty than anywhere else in Europe.</p><p>We will pay the current Direct Payments for the 2019 scheme year on the same basis as now. The EU rules for the Basic Payment Scheme, greening and young farmer payment will apply throughout the whole of 2019. We also plan to allocate the money paid in Direct Payments for 2020 in much the same way that we do now. We will, however, look to make simplifications to make it easier to apply for and administer Direct Payments to increase value for money.</p><p>In 2021 we intend to start making reductions to Direct Payments, marking the beginning of the agricultural transition. This will be accompanied by pilots of our Environmental Land Management scheme and targeted investment in Research and Development and innovation. As of 17 March 2019:</p><p>1) All eligible Countryside Stewardship 2016 and 2017 claims have received a payment apart from exceptional cases such as those that cannot be paid for legal reasons such as probate.</p><p>There are just over 6,100 2018 claims still due an advance payment. Any claim that has not been paid a 2018 advance payment by the end of March will be issued a bridging payment in early April.</p><p>RPA are on track to complete 95% of 2018 final payments on claims by the end of July.</p><p>2) The information held on Environmental Stewardship claims does not currently separate between Entry and Higher Level agreements.</p><p>All eligible 2016 claims have received a system advance and/or final, or a bridging payment. All eligible 2017 claims received an advance or bridging payment.</p><p>RPA is on track to complete 95% of 2017 final payments by end of July. 	answer	answer is ministerial correction date of answer 16/02/2015 answer text <p>Farmers do not need to have a credit reference to apply for Common Agricultural Policy grants.</p><p> </p><p> </p><p> </p><p>As part of the registration process on the new Rural Payment Service customers will need to complete a verification process to confirm their identity. This is to prevent any fraudulent activity. Although personal verification is a mandatory requirement for registration on the Rural Payment Service, a customer can choose whether they do this via the Rural Payments Agency (RPA) helpline or through GOV.UK VERIFY depending on their circumstances.</p><p> </p><p> </p><p> </p><p>Customers can choose either to call the RPA helpline (on 0300 0200 301) and answer a series of security questions relating to previous claims, or use the new online GOV.UK VERIFY service, which will eventually replace Government Gateway. Customers can select a certified verification company from a list on GOV.UK VERIFY; there are currently two certified companies on the service, Experian and Digi-identity, and more companies will become available in the future. Customers will start to build their Basic Payment Scheme application from the moment they register on the Rural Payment Service. As of 22 February, 49,642 businesses have registered.</p><p> </p><p> </p><p> </p><p>Since January, customers have been able to register, check and confirm personal, business and land details, and give permission for others to act on their behalf. Customers also update and amend their land information such as adding features and land cover. 	answer	answer is ministerial correction date of answer 24/02/2015 answer text <p>Under article 13 of EU regulation 809/2014, Member States must require claims to be made by no later than 15 May, and this is the deadline adopted in the UK. Late claims submitted within the next 25 days are subject to a penalty of 1% of the claim for each working day’s delay. Claims already submitted by 15 May can be adjusted after that in some circumstances. We expect that the Rural Payments system, and our provision of support to those who may face any difficulty in applying online, will ensure that all farmers have every opportunity to claim their direct payments by 15 May. 	answer	answer is ministerial correction date of answer 28/07/2015 answer text <p>£642 million is the total cumulative value of disallowance penalties for the 2007-2013 Single Payment Scheme, a number of smaller 2007-13 CAP schemes, and pre-2007 predecessor schemes. Most of the disallowance related to early problems with the mapping system prior to 2010, but finally settled some years later, after the process of mediation had concluded.</p><p>Defra negotiates hard to reduce the level of disallowance initially proposed by the EU and is also working to reduce the risk of future disallowance by improving domestic systems and controls, and by arguing for a simplification of the current CAP. As at 22 October, Environmental Stewardship advance payments had been made to 25,200 agreement holders with a total value of £62.5 million. Natural England and the Rural Payments Agency continue to work to get payments out as soon as possible with the aim of making the remaining advance payments in November and December.</p><br /><p>This year, 2015, has been a transitional year as new Common Agricultural Policy rules have taken effect.
