	answer	answer is ministerial correction date of answer 20/05/2019 answer text <p>The Airports National Policy Statement sets an expectation that, in addition to controlling and reducing aircraft noise impacts, an applicant for development consent for a Northwest Runway at Heathrow Airport will be required to commit appropriate resources to mitigate the impacts of aircraft through noise insulation programmes for both private homes and public buildings.</p><p> </p><p>It notes that Heathrow Airport Ltd (HAL) has publicly committed, following third party assessments, to provide full acoustic insulation for residential property within the full single mode easterly and westerly 60dB LAeq (16hr) noise contour of an expanded airport; and to provide a contribution of up to £3,000 for acoustic insulation for residential properties within the full single mode easterly and westerly 57dB LAeq (16hr) or the full 55dB Lden noise contours of an expanded airport, whichever is the bigger. In addition, HAL has committed to deliver a programme of noise insulation and ventilation for schools and community buildings within the 60dB LAeq (16hr) contour.</p><p> </p><p>The geographical areas that the scheme could cover is dependent on flight paths for an expanded Heathrow Airport. Preparations for the airspace change process are complex and will take some years to work through.</p><p> </p><p>In considering the case for expansion the Department commissioned a review of strategies adopted by international airports to mitigate the impact of airports on residents. 	answer	answer is ministerial correction date of answer 16/05/2019 answer text <p>The Driver and Vehicle Standards Agency (DVSA) checks the security of loads on heavy goods vehicles (HGV) during roadside encounters as part of its enforcement duties, although the responsibility for making sure the load a HGV is carrying is secure before driving rests with the driver and operator.</p><p> </p><p>If the DVSA finds a HGV’s load is unsafe during a roadside encounter, the DVSA (or the police) can take enforcement action. This can result in either penalty points, legal proceedings being issued or a report being sent to the Traffic Commissioner (TC). After consideration of a report from the DVSA, the TC may take regulatory action for failure to comply with the undertaking of an operator’s licence. Disciplinary action can include suspension, curtailment or revocation of an operator licence.</p><p> </p><p>Drivers must conduct a daily walk round of their vehicle before starting a journey. They must also check any load is secure. An amendment to EU Regulation 1178/2011 (the Aircrew Regulation), which came into force in 2018, provides that pilots may only fly in accordance with PBN procedures if they hold an instrument rating with PBN privileges. The Aircrew Regulation establishes the training required to obtain PBN privileges. From 25 August 2020, all applicants for an instrument rating will be required to have undertaken PBN training.</p><p> </p><p>Training requirements will be reviewed as and when the carriage and use of other new technologies are mandated. The CAA is planning further work to educate consumers about the rules, and the potential risks of illegal charter flights.</p><p>It is not possible to link work aimed at raising awareness directly to specific enforcement actions. The CAA will prosecute people where there is sufficient evidence, and where it is in the public interest to do so, but enforcement action will vary depending on the circumstances of the incident. It includes educating individuals or organisations on the regulations to avoid breaches, a formal warning, the revocation of licences, approvals or certificates, or criminal investigations and prosecutions.</p><p> </p><p>The CAA publishes the detail and outcome of all successful prosecutions since 2005 on its website at <a href="https://www.caa.co.uk/Our-work/About-us/Enforcement-and-prosecutions/.%20" target="_blank">https://www.caa.co.uk/Our-work/About-us/Enforcement-and-prosecutions/.</a> These include successful prosecutions for illegal public transport. 	answer	answer is ministerial correction date of answer 08/05/2019 answer text <p>Nottingham City Council has been awarded £6m under the Government’s Go Ultra Low Cities Scheme to deliver a range of initiatives in Nottingham and Derby to increase the uptake of ultra-low emission vehicles, including deploying 35 rapid and 195 fast charging units at key locations across the cities. The Council has also been awarded £700k under the Ultra-low Emission Taxi Infrastructure Scheme, to deliver 20 rapid chargepoints and 12 fast chargepoints dedicated to taxis and private hire vehicles.</p><p> </p><p>The Government has various UK-wide support schemes in place to assist with the cost of installing chargepoints in motorists’ homes, on residential streets, in workplaces, car parks and the wider public estate. 	answer	answer is ministerial correction date of answer 08/05/2019 answer text <p>The flight restriction zone around aerodromes was developed in response to submissions gathered through our consultation on the safe and effective regulation of drones, ‘Taking Flight: The Future of Drones in the UK’. There was significant interest in the consultation, which closed in September 2018 and received around 5,000 responses. A range of options were considered when developing the extended restriction zone and factors including impacts on all airspace users, safety, security and the communication and enforceability of the zone were all evaluated.</p><p> </p><p>The new legislation takes the same approach as the former restriction zone by allowing any small unmanned aircraft, including model aircraft, to fly within the restriction zone where the relevant permission has been received. However, understanding the current and future demand and equipping the aviation sector with the skills it needs to succeed, including pilot training, is an important part of the Government’s strategy for aviation.
