star this property answer text <p>Cabinet colleagues and other ministers meet regularly to discuss a wide range of matters. The Government takes the supply of substances for their psychoactive effect very seriously. There are legitimate uses for nitrous oxide, such as in medicine, dentistry and as a propellant for whipped cream canisters, but those who supply nitrous oxide who know, or who are reckless as to whether, it will be used for its psychoactive effect may be subject to a maximum sentence of seven years’ imprisonment, an unlimited fine, or both under the Psychoactive Substances Act 2016. On 3 September, the Government asked the independent statutory advisory body, the Advisory Council on the Misuse of Drugs, to provide an updated assessment of the harms of nitrous oxide and adequacy of controls.</p> more like this

star this property answer text <p>The Metropolitan Police Service, in common with all other police forces in the United Kingdom, is operationally independent from Government. To protect and maintain that independence, Ministers do not intervene in individual cases, complaints or operational decisions made by the police and nor should MPs.</p><p>Allegations against the police are handled under a comprehensive legislative framework, which includes the role of the independent police “watchdog”, the Independent Office for Police Conduct (IOPC). The IOPC is responsible for investigating the most serious and sensitive cases and, by law, forces must refer certain matters to them – including any allegation of serious corruption. The Government strengthened the police complaints and discipline systems in February 2020 making them more timely, proportionate and accountable. This included additional powers for the IOPC, including the “power of initiative” to ensure they can investigate of its own volition without first requiring a referral from a police force.</p>

star this property answer text <p>Police forces are operationally independent and the handling of 101 calls is a matter for them. It is for Chief Constables and elected Police and Crime Commissioners or Mayors to decide how to handle communications with the public, based on their experience and knowledge of the communities they serve.</p><p>However, the Home Office is clear that any call to the 101 number should be answered in a timely manner, and after providing details of the incident the caller should be given a crime reference number to track progress or request an update from the police on the case. In its Beating Crime Plan the Government committed to improving the responsiveness of local police to 101 and 999 calls by developing league tables for call answering times and ensuring that the public know how responsive their local force is when they call them for help.</p><p>On 31 May we published national data on answering times to 999 calls and later this year we are planning to publish performance data for all forces showing responsiveness to 101 calls.</p><p>The Home Office is making sure that the police have the resources they need to beat crime, which remains one of the Government’s top priorities.</p><p>This includes £14m in funding to the NPCC’s Digital Public Contact Programme to support delivery of the Single Online Home national policing digital platform. This provides a digital 101 service, an online facility to make it easier for victims of ASB to report incidents.</p>

star this property answer text <p>Disparities in the number of minority ethnic men, as well as women and young people, in the justice system is monitored and the data, including analysis of relative differences between groups, creates a detailed picture of where over-representation occurs. A comprehensive assessment of the ethnic population across the criminal justice system, including in prisons, published on 2 December, can be found in the <em>Ethnicity and the Criminal Justice system</em>. This now includes data-sharing on the educational background of offenders, broken down by ethnicity. The Youth Justice Board’s report <em>Understanding Racial Disparity </em>was also published on 2 December.</p><p> </p><p>Operational agencies covering criminal justice undertake their own analysis and develop measures to address differences where they cannot be explained or justified by other factors, such as offence type or geography. Detailed accounts of the steps being taken to improve the outcomes of Ethnic Minority men in the criminal justice system can be found in the published updates <em>Tackling Racial Disparity 2018</em> and <em>2020</em>.</p>
