Under a condition of the company's network licence, it falls to the independent Office of Rail Regulation to ensure that Network Rail's bonus scheme framework is transparent, and rewards sustained and significant out-performance of the targets set for it.</p><p> </p><p>With effect from 1 September 2014, Network Rail will be reclassified to the public sector. Work to decide on the best approach to governance, finance, and accounting and budgeting, including remuneration, has now begun. The Chancellor also announced that support from this funding will be provided for start-up aid for new air routes from UK regional airports. European Union aviation State aid guidelines allow for start-up aid to be provided under certain conditions to facilitate the development of new routes from airports which handle fewer than five million passengers per year. This includes a further £33.5 million announced earlier this year as part of the transport element of the Severe Weather Recovery Fund.
