star this property answer text <p>This Government is absolutely clear: exploitation of interns is unacceptable and we don’t hesitate to act where we find that employment law has been broken and someone who is entitled to the minimum wage hasn’t been paid it.</p><p> </p><p>Complaints from interns about non-payment of the minimum wage are prioritised by HMRC for investigation and HMRC will investigate every complaint made to the Pay and Work Rights Helpline.</p><p> </p><p>Research shows that internships and work experience programmes can be valuable opportunities for young people taking their first steps in the labour market. Our work on interns and the National Minimum Wage aims to achieve the right balance between ensuring that opportunities for young people are not cut off and minimising the risk of exploitation.</p><p> </p><p>Our concern, if we were to prohibit unpaid internships, is that this may lead to employers recruiting interns through informal and privileged networks with adverse effects on social mobility or have adverse consequences on the number of available opportunities.</p><p> </p><p>There is no definition of an internship in minimum wage legislation and interns are considered in the same way as everyone else with regards to whether the minimum wage is due. The key issue is whether or not they are workers as defined by minimum wage legislation. If they are, then they are eligible for the minimum wage unless a specific exemption applies. Volunteers are not workers and are not eligible for the minimum wage.</p><p> </p><p> </p><p> </p>

This figure is <strong>0.07%</strong> of the Total Public Debt outstanding at the start of Financial Year 2012-13 and <strong>0.06%</strong> of the Total Public Debt outstanding at the end of Financial Year 2012-13.</p><p> </p><p>Write offs occur for policy reasons; when borrowers die, become permanently disabled or when their loan reaches age thresholds. star this property answer text <p>The Mortgage Style loans offered for sale had a face value of around £890 million.</p><p>The sale of the Mortgage Style Loan Book was value for money as the purchase price exceeded the value of retention to Government.</p><p>The real value of the book is below the face value of the loans because of the subsidised nature of the loans and their age. These loans attract low interest rates and have an earnings threshold for repayment. The age-related write off combined with the earnings threshold means some borrowers never repay.</p><p> </p><p>The sale of Mortgage style Loans also allowed the Student Loans Company to focus on its core business of supplying income contingent loans (ICR) to current students and collecting repayments from those loans.</p><p> </p> more like this

Other items that can be drawn from this allowance include certain items of specialist ergonomic equipment. For the 2013/14 academic year, the maximum amount available to a student from this allowance for the whole course is £5,212 for full time and part time students. star this property answer text <p> </p><p>An order under the Estate Agents Act 1979 may be issued against both estate agents and individuals or businesses who are not currently involved in estate agency work. For example an order can be issued against someone who has formerly been an estate agent, or who has worked closely with an estate agent.</p><p> </p><p>Since the 1st April 2014:</p><p> </p><p>· Three individual orders (two prohibition and one warning) have taken effect. These orders were issued by the Office of Fair Trading but implemented by the National Trading Standards Estate Agency Team.</p><p> </p><p>· Four individual orders and one against a business – all prohibitions - are currently subject to appeals.</p><p> </p><p>· Fifteen new cases are currently being processed by the National Trading Standards Estate Agency Team. ‘Notices of proposal to prohibit' have been issued for six of these cases and are awaiting representations from the individuals and businesses concerned. Baroness Hayter of Kentish Town</p><p> </p><p>· Additionally, the National Trading Standards Estate Agency Team currently has fifteen cases on its books which are awaiting prosecution outcome or further investigation by local Trading Standards teams and which may lead to notices being issued at a later date.</p><p> </p><p> </p><p> </p><p> </p><p> </p>

Evidence from a recent survey of 99 institutions (and 36 students' union representatives) shows that universities are prioritising improvements in the student learning experience, and is available at: <a href="https://www.gov.uk/government/publications/improving-the-student-learning-experience" target="_blank">https://www.gov.uk/government/publications/improving-the-student-learning-experience</a></p><p> </p><p>The Office of the Independent Adjudicator for Higher Education (OIA), which provides a service to higher education students who are not satisfied with an institution's final decision on their complaint, recently published its 2013 Annual Report. This includes data on unresolved student complaints in England and Wales and shows a slight fall in the number of these complaints. The OIA considered 1972 unresolved students complaints in 2013 in comparison with 2012 in the previous year.</p><p> </p>

star this property answer text <p> </p><p>There are no circumstances where if a worker is entitled to the National Minimum Wage that an employer can pay less than the National Minimum Wage. However, under the legislation certain types of workers are not entitled to the minimum wage. These are:</p><p> </p><ul><li><a href="https://www.gov.uk/employment-status/selfemployed" target="_blank">self-employed people</a> running their own business</li><li><a href="https://www.gov.uk/employment-status/director" target="_blank">company directors</a></li><li><a href="https://www.gov.uk/volunteering/pay-and-expenses" target="_blank">volunteers</a> or voluntary workers</li><li>workers on a government employment programme, eg the Work Programme</li><li>family members of the employer living in the employer's home</li><li>non-family members living in the employer's home who share in the work and leisure activities, are treated as one of the family and aren't charged for meals or accommodation (eg au pairs)</li><li>workers younger than school leaving age (usually 16)</li><li>higher and further education students on a work placement up to 1 year</li><li>workers on government pre-apprenticeships schemes</li><li>people on the following European Union programmes: Leonardo da Vinci, Youth in Action, Erasmus, Comenius</li><li>people working on a Jobcentre Plus Work trial for 6 weeks</li><li>members of the armed forces</li><li>share fishermen</li><li>prisoners</li><li>people living and working in a religious community</li></ul><p> </p><p>Additionally, people carrying out work experience and internships will not get the minimum wage if they are:</p><p> </p><ul><li>a student doing work experience as part of a higher or further education course</li><li>of <a href="https://www.gov.uk/know-when-you-can-leave-school" target="_blank">compulsory school age</a></li><li>a <a href="https://www.gov.uk/volunteering/pay-and-expenses" target="_blank">volunteer</a> or doing voluntary work</li><li>on a government or European programme</li><li>work shadowing</li></ul><p> </p><p> </p><p> </p><p>Employers and workers with queries about the application of the National Minimum Wage can access free and confidential advice through the Pay and Work Rights Helpline on 0800 917 2368.</p><p> </p><p> </p><p> </p><p> </p><p> </p>
