star this property answer text <p>100% of contributions to employer pension schemes, whether Net or Relief at Source pensions, will be taken into account when calculating the level of employed earnings in UC. This means that a UC claimant that contributes to either type of pension will, automatically (where employers report the information correctly), have their UC entitlement calculated on their taxable pay, after their pension contribution. This ensures fairness for all affected UC employed claimants.</p><p> </p><p>If there is some discrepancy in the way in which it’s reported, DWP will manually ensure that the Relief at Source pension contribution is deducted before any UC entitlement is calculated on their employed earnings.</p> more like this

star this property answer text <p>We have checked the records that the department has kept since the introduction of the Cabinet Office guidance on settlement agreements on 1 February 2015 and confirm that we have one record, of using an NDA with a departmental staff member in July 2015.</p><p>The use of this NDA was unintentional i.e. the standard NDA paragraph was accidently left in the template by mistake. We are not aware of the Home Office using NDA for departmental staff other than this since the new guidance was introduced. However, the records examined were cross-matched from several different data sets, assembled for different purposes. As there were some gaps in the data sets, while we are confident this was the only instance, we cannot guarantee that we were able to identify every case.</p> more like this

star this property answer text <p>Organisations with 250 or more employees are now required to publish specific gender pay gap data on an annual basis. We believe that this transparency is motivating employers to take action, but these regulations are new and we will be monitoring them closely.</p><p> </p><p>We continue to urge employers to go beyond the reporting requirements by publishing an action plan, setting out the steps they are taking to improve gender equality, just under half of employers did this in the first year. I intend to write to all public sector employers urging them to develop a plan, and will meet influential business leaders to press them to take action in their sectors.</p> more like this

star this property answer text <p>The UK Government supports the work of the Council of Europe and continues to support the European Social Charter (1961). Since the European Social Charter came into force in the UK we have introduced a number of policy and legislative reforms that provide equivalent or greater protections for individuals in the field of equal pay.</p><p> </p><p>We have also ratified a number of international conventions which provide equivalent protections and which the UK has implemented via national legislation.</p><p> </p><p>We are fully committed to the Equal Pay protections in the Equality Act 2010. In 2014, we introduced equal pay audits for when employers are found to have breached equal pay law and in 2017 we introduced gender pay gap reporting.</p><p> </p><p>Our equal pay legislation complies with EU requirements, which are reflected in Article 4.3 of the European Social Charter. We are committed to ensure that the robust protections provided by Equality Acts 2006 and 2010 and equivalent legislation in Northern Ireland continue to apply after the UK leaves the EU, as will Article 157 of the Treaty on the Functioning of the European Union, which will become part of EU-retained law.</p>

star this property answer text <p>The timing and handling of the Inquiry is a matter for the independent Inquiry and the Government hopes that the report for phase 1 will be published soon.</p><p>The Grenfell Tower Inquiry has already begun Phase 2 with the ongoing disclosure of thousands of documents to core participants. Phase 2 of the Inquiry will address the design and modification of the building; the fire and safety measures within it; the management, governance and inspection of the tower; and the steps taken in the days immediately following the fire to support those whose homes had been destroyed. The Inquiry expects the Phase 2 hearings to begin in early 2020.</p> more like this

While the Department for Digital, Culture, Media and Sport is responsible for the sports grounds safety legislation, responsibility for the safety of spectators lies at all times with the ground management of individual sports grounds. Certifying and regulating those sports grounds is primarily a matter for individual local authorities.</p><p> </p><p>In accordance with recommendations in the Guide to Safety at Sports Grounds, published by the Sports Grounds Safety Authority, ground management should prepare contingency plans for the evacuation of all people in the event of an emergency from all areas of the ground to a place of safety.</p> more like this

star this property answer text <p>The Equality Act 2010 contains strong, enforceable protections for disabled people who experience discrimination, including a failure by employers or service providers to make reasonable adjustments to enable disabled people to access work and services like everybody else.</p><p> </p><p>In 2018 the Government committed to the commencement of section 36 of the Equality Act, which will enable disabled tenants to require that landlords and building owners to make reasonable adjustments to the common parts of dwellings, such as entry points, landings and stairs. Work to determine the cost of implementation is proceeding and an announcement will be made in due course.</p><p> </p><p>The Equality and Human Rights Commission (EHRC), which enforces the Equality Act, recently delivered a Legal Support Project to increase access to justice for people experiencing disability discrimination. It offered groups £189,000 for legal assistance across 94 cases in areas including employment.</p><p> </p><p>The EHRC has increased its capacity to advise on discrimination cases in its new strategic plan, and has supported several court cases which resulted in strengthened rights for disabled people, including those wishing to make reasonable adjustments to their homes and disabled children who may demonstrate a tendency to physical abuse as a result of their disability, whose schools must now make reasonable adjustments in such cases.</p>

star this property answer text <p>The apprenticeship levy is collected from all UK employers through the PAYE system by Her Majesty’s Revenue and Customs (HMRC). HMRC publish information on levy receipts in the monthly Tax and National Insurance contribution receipts publication, and in their annual reports and accounts, available at:</p><p><a href="https://www.gov.uk/government/statistics/hmrc-tax-and-nics-receipts-for-the-uk" target="_blank">https://www.gov.uk/government/statistics/hmrc-tax-and-nics-receipts-for-the-uk</a>.</p><p><a href="https://www.gov.uk/government/publications/hmrc-annual-report-and-accounts-2017-to-2018" target="_blank">https://www.gov.uk/government/publications/hmrc-annual-report-and-accounts-2017-to-2018</a>.</p><p> </p><p>In 2017-18, the first year following the introduction of the levy, £2.6 billion was collected from UK employers and HM Treasury (HMT) allocated £425m of the levy collected to the devolved administrations. Annual data on levy collected in 2018-19 will be published by HMRC, and data on 2018-19 spending will be available from Department for Education in due course.</p><p> </p><p>Skills spending is a devolved matter and HMT committed in advance to the share of the levy that would be passed to the devolved administrations in the three-year period from 2017-18 to 2019-20. HMT published these plans at: <a href="https://www.gov.uk/government/news/uk-government-agrees-apprenticeship-levy-funding-deal-with-devolved-administrations" target="_blank">https://www.gov.uk/government/news/uk-government-agrees-apprenticeship-levy-funding-deal-with-devolved-administrations</a>.</p><p> </p><p>In England, levy-paying employers can use online apprenticeship service accounts to access their funds. In 2017-18, the total spend on apprentices employed with levy payers, and who started training after the levy was introduced, was £268 million. This figure represents more than the £170 million in training and assessment costs charged to levy payers’ accounts.</p><p>This is because these employers also benefit from additional payments to support certain types of learners, and extremely generous co-investment contributions for those employers that have exhausted their levy account funds. Such costs are not currently deducted from levy accounts. In 2018-19, levy-payers drew down a further £639 million representing the costs charged to levy-payers on the learners who started since the levy was introduced (and whose training is ongoing in 2018-19) as well as the costs of learners who started in the 2018-19 financial year.</p><p> </p><p>Employers’ levy funds are distinct from the department’s ring-fenced annual apprenticeship budget, which is set in advance by HM Treasury to fund apprenticeships in England. This budget has risen year-on-year, from £2.01 billion in 2017-18 and £2.23 billion in 2018-19 to over £2.5 billion in 2019-20, double what was spent in 2010.</p><p> </p><p>In 2017-18, we spent £189 million on training and assessment (including additional payments) for apprentices with employers who do not pay the levy and who started their apprenticeship since the levy was introduced. This includes apprenticeships started on both frameworks and new standards.</p><p>The ongoing cost of training and assessment for apprentices who started their apprenticeship before the levy was introduced in May 2017 was £1,065 million in 2017-18 (including additional payments as detailed above).</p><p> </p><p>In 2017-18, £40 million (equating to less than 2%) of the £2.01 billion ring-fenced apprenticeships programme budget was spent on the cost of delivering and running the programme. This includes spending by the Institute for Apprenticeships and Technical Education. The department is provided a separate budget for other administrative spending, and in 2017-18 total administrative spend was £44 million. These two budgets cover the cost of running the online apprenticeship service, employer engagement work, and the promotion of apprenticeships, in addition to staffing and other costs.</p>
