star this property answer text <p>The government agreed a mayoral devolution deal with the West Midlands on 17 November 2015, which will give the West Midlands Mayoral Combined Authority additional powers and funding. Discussions on implementation, between the combined authority and government, are ongoing.</p><p> </p><p>As the government announced at the Autumn Statement, it will continue to work towards a second devolution deal with the West Midlands Combined Authority. It will also give mayoral combined authorities powers to borrow for their new functions, which will allow them to invest in economically productive infrastructure, subject to agreeing a borrowing cap with HM Treasury.</p><p> </p> more like this

star this property answer text <p>The UK Government will guarantee EU funding for structural and investment fund projects in Wales, including agri-environment schemes, signed before we leave the EU. It will be for the Welsh Government to make an assessment of which projects should be pursued in areas of its competence, and this guarantee will apply to any such projects. The agricultural sector in Wales will receive the same level of funding that it would have received under Pillar 1 of CAP until the end of the Multi-Annual Financial Framework in 2020.</p><p> </p><p>As a result of these steps taken by the UK Government, individuals and organisations in receipt of EU funds now have a greater degree of certainty about funding over the coming years. The UK Government will work with the Welsh Government to consider future funding arrangements for once the UK has left the EU.</p> more like this

star this property answer text <p>The Minimum Income Floor is designed to encourage and incentivise self-employed Universal Credit claimants to increase their level of earnings and work their way out of welfare dependency. In order to give individuals a fair and proportionate amount of time to grow their business, the government has introduced a start-up period of up to twelve months (for those eligible) where the Minimum Income Floor will not be applied. Once an individual is deemed to be self-employed for the purposes of Universal Credit, they will not be expected to undertake ‘work search’ requirements so that they can concentrate on making a success of their business and increasing their earnings to lift them out of welfare dependency.</p><p> </p><p>The government has no current plans to reform the Minimum Income Floor or to extend the start-up period for self-employed claimants in Universal Credit.</p><p> </p> more like this
