This government recognises the importance of this area and is increasing the information available to students to ensure that they can make informed choices about what and where to study.</p><p>As set out in the department’s strategic guidance to the Office for Students (OfS), we expect them to play a key role in delivering our objectives to improve and support informed choice through the provision of effective information, advice and guidance to all students. In February, we asked the OfS to work with the HE sector to improve transparency so that students know what they should expect and can effectively challenge providers who do not deliver on their commitments.</p><p>In addition, we asked the OfS to consider how to increase the transparency and visibility of what students can expect to receive for their investment at different HE providers, by making Longitudinal Education Outcomes data more widely available such as through publication on Unistats, thereby enabling students to make the right choices for them.</p><p>Although we provide guidance for the OfS, we cannot instruct it to undertake any specific course of action as it is an independent arm’s length body.</p><p>The government will respond directly to the Education Select Committee on its HE value for money report recommendations in due course.</p><p> </p> answering member constituency East Surrey answering member printed Mr Sam Gyimah question first answered 21/11/2018 16:41:17 answering member 3980 label Biography information for Mr Sam Gyimah

The government wants everyone with the capability to succeed in Higher Education to have the opportunity to benefit from a university education, regardless of their background.</p><p>This year, record rates of English 18 year olds, including those from disadvantaged backgrounds, have entered full-time university. However, more could and should be done. That is why in the department’s first guidance to the Office for Students, we asked them to encourage providers to make further progress in ensuring that students from: areas of low higher education participation; low household income; and/or low socio-economic status, can access, participate and succeed in higher education, including at the most selective institutions.</p><p>In addition, a new transparency condition requires higher education providers to publish application, offer, acceptance, non-continuation and attainment rates by socio-economic background, gender and ethnicity. This will provide greater transparency and help drive fairness on admissions and outcomes.</p><p>Prior attainment is a critical factor and the government have asked higher education providers to take on a more direct role in helping to raise attainment in schools as part of their outreach activity. LSCBs publish details of these contributions in their annual reports, but these figures are not collated centrally. The Government does not provide ring-fenced funding for LSCBs.</p><p>On 14 December 2015, the Prime Minister announced that there would be a review of LSCBs. 	answer	answer is ministerial correction date of answer 19/06/2018 answer text <p>The Higher Education Statistics Agency collects and publishes data on the teaching qualifications of academic staff, but this does not enable an assessment of the efficacy of those staff or any PhD students that are teaching in universities. The Higher Education and Research Act enshrines the principle that higher education institutions are autonomous organisations with freedom to select, appoint, or dismiss academic staff without interference from government. However, the Teaching Excellence and Student Outcomes Framework (TEF) recognises and rewards excellent teaching in higher education. The Teaching Quality measure within the TEF core metrics uses data from the National Student Survey, including student views of the teaching on their courses. In addition, the new Office for Students published its regulatory framework in February of this year. In this work, the OfS as regulator, rather than the department, takes into account the individual circumstances of each provider applying to be on the new register of publicly-funded providers. It will therefore have taken into account the financial viability and individual circumstances of the twelve English universities that have experienced a decline in student numbers of more than 10 per cent since 2012.</p><p> </p><p>We have also given the OfS powers to ensure that registered providers have plans in place to protect their students, via appropriately constructed student protection plans. Where the OfS identifies particular risks to a provider’s financial sustainability, the student protection plan may need to be strengthened in a tailored way before it can be agreed. The requirement by the OfS that all registered providers have a student protection plan means that for the first time in the higher education sector there will be a consistent sector-wide approach to student protection arrangements.</p><p> </p><p>It is the responsibility of Vice-Chancellors and HE provider leaders to ensure their institutions are financially viable. We will not prop up failing providers.</p><p> </p><p>​I meet regularly with the Chair and Chief Executive of the OfS to discuss the full range of issues relevant to the higher education sector. My right hon.
