	answer	answer is ministerial correction date of answer 12/01/2016 answer text <p>Ofsted have run a number of pilot inspections since 2010:</p><ul><li>5 multi-agency child protection inspection pilots;</li><li>2 joint (with CQC) children looked after inspection pilots;</li><li>2 Integrated inspection pilots; and</li><li>1 Joint targeted area inspection, undertaken in November/December 2015.</li></ul><p>Following the pilot in November/December 2015, Ofsted intends to conduct up to six Joint Targeted Area Inspections by the summer of 2016.</p><p>There are 152 local authority children’s services departments. Of these three are rated ‘outstanding’, 53 are rated ‘good’, <del class="ministerial">39</del> <ins class="ministerial">36</ins> are rated ‘adequate’, <del class="ministerial">75</del> <ins class="ministerial">39</ins> are rated ‘Requires improvement’ and 21 are rated ‘Inadequate’. A table that has been attached to this answer sets out the most recent Ofsted rating for each local authority and indicates whether the authority is subject to intervention for its children’s social care services. The numbers that were recruited in 2011-12 for each local authority area are included in the attached table. Equivalent local authority figures for 2012-13 and 2013-14 are due to be published in January 2015, although national figures are already available for 2012-13. Special Guardianship was introduced as a new permanence option for children that offered greater security than foster care, but without the absolute legal severance from their birth family. 	answer	answer is ministerial correction date of answer 09/03/2015 answer text <p>Where a local authority is judged to be failing in its provision and delivery of children’s services, the Secretary of State has a discretionary power to intervene under the Education Act 1996, as applied by section 50 of the Children Act 2004. This may include directing the local authority to review its children’s services operations and commissioning procedures, and this may include the delivery of specified functions by another body.</p><p> </p><p>The powers under part 1 of the Children and Young Persons Act 2008 and associated regulations are quite different and provide for local authorities to be able to delegate children’s social care functions, including safeguarding functions, to third parties on a voluntary basis.
