unstar this property answer text <p>In late March arrangements were made for members to vote in the Royal Gallery, allowing for social distancing, should the need for a division arise. Use of these temporary arrangements was not ultimately required. The Procedure Committee and the House agreed to concentrate on the development of electronic voting facilities, given the high number of members who are currently unable to attend Westminster and are required to participate remotely in the business of the House. Operation of the electronic voting system commenced on 15 June and is to be used by all members whether remote or on the Estate. Engagement with the remote voting system has been extremely good. These arrangements will be kept under review by the Procedure Committee, which continues to meet regularly.</p><p> </p><p> </p> more like this

unstar this property answer text <p>The Procedure and Privileges Committee has been meeting weekly and has made a series of changes to procedure to allow the House to sit first virtually and then as a hybrid House. We will continue to keep procedures under review and listen to feedback from members and staff. Advice from Public Health England has been central to all the Committee’s considerations and plans to return to physical sittings and procedures will depend on how and when that advice changes.</p><p>The sitting patterns of the House are a matter for the Usual Channels.</p> more like this

unstar this property answer text <p>The Lord Speaker’s Advisory Panel on Works of Art and the Speaker’s Advisory Committee on Works of Art, with the support of the staff in the Heritage Collections team, develop and manage the Parliamentary Art Collection including its care, display and interpretation. The current concerns around public art are being taken very seriously and both the Panel and the Committee will consider these issues at their next meetings.</p><p>In advance of this the Heritage Collections team are reviewing the works in the Collection and will be presenting the Panel and Committee with information and proposals for further interpretation. The Parliamentary Art Collection website is currently the main platform for providing context to the artworks in the Collection and further supporting information is provided to visitors by the Visit Parliament team, who deliver guided and audio tours. As a listed building and a busy working parliament, there is a limit on the amount of printed information that can be added next to artworks on display in the building but the possibilities for leaflets and other forms of information being made available are being considered. The Heritage Collections team continue to work with colleagues across Parliament to ensure that the context provided about works in the Collection are appropriate.</p><p>The Parliamentary Art Collection documents the history of Parliament and in recent years efforts to make the Collection more diverse and inclusive have been pursued by both the Panel and Committee. In 2019 the Panel secured the loan of a bust of Lord Constantine, the first black Life Peer, from the National Portrait Gallery to coincide with the 50th anniversary of his taking his seat in the House of Lords. The bust is now on long term display in Millbank House.</p><p> </p><p> </p>

unstar this property answer text <p>The Independent Complaints and Grievance Scheme, which constitutes a Parliament-wide regime for tackling bullying, harassment and sexual misconduct, was subject to a review after six months of operation, which has been published on the UK Parliament website, and a further review (the ’18-month review’) is planned for later this year, which is also expected to be published. This will be led by an independent reviewer, supported by an advisory panel, and will be an opportunity to assess the effectiveness of the Scheme, as well as to consider specific policy changes as directed by the 6-month review. The Codes of Conduct for Lords Members and Lords Members’ Staff now include the ICGS provisions on bullying, harassment and sexual misconduct, and these are kept under active review by the Conduct Committee.<br></p><p>In addition to the work to review the effectiveness of the ICGS, additional formal mechanisms are in place or planned which will help to assess progress on improving the broader workplace culture in the House of Lords and specific progress on addressing the recommendations made by Naomi Ellenbogen QC in 2019 in her review of bullying and harassment in the House of Lords. These include the Steering Group for Change, composed of staff and peer representatives, tasked with monitoring progress of implementation of Naomi Ellenbogen QC ’s report on bullying and harassment in the House of Lords, and providing advice and support to the Management Board and House of Lords Commission on their response to the report. There will also be a 12-month review of progress in implementing the recommendations of that report.</p><p> </p><p> </p><p> </p><p /><p> </p><p />

unstar this property answer text <p>On 30 April the House agreed to changes to the Code of Conduct for Members of the House of Lords that incorporated the Parliamentary Behaviour Code, which sets out the standards of behaviour expected of everyone who works within the Parliamentary Estate, and introduced provisions to deal explicitly with behaviour that constitutes bullying, harassment or sexual misconduct. Since then, there have been fewer than ten complaints of bullying, harassment or sexual misconduct made against members of the House of Lords under the Code. To protect the confidentiality of those reporting complaints, and in line with Parliament’s publication policy for statistics under the Independent Complaints and Grievance Scheme, the exact numbers are only provided where they are ten or more.</p> more like this
