star this property answer text <p>Airlines are liable for air passenger duty with respect to all passengers they carry, when departing from a UK airport. If a passenger does not fly, no tax is due. If the airline has specified the cost of the tax within its pricing, any refunds will be covered by the terms and conditions attached to the sale. Questions about refunds for air passenger duty are a commercial matter between the customer and the airline.</p><p> </p><p>We expect all airlines operating in the UK to comply with consumer protection legislation and make their terms and conditions, including their refund policy, clear at point of booking so that passengers are aware of their entitlements.</p> more like this

Spring Budget 2017 announced that Air Passenger Duty rates for 2019-20 will be set at Autumn Budget 2017, to provide good notice for the airline industry.</p><p>The government will commission a report into the effects of APD and VAT on tourism in Northern Ireland. This can be found online at:</p><p> </p><p><a href="https://www.gov.uk/government/publications/alcohol-duty-rate-changes/alcohol-duty-rate-changes" target="_blank">https://www.gov.uk/government/publications/alcohol-duty-rate-changes/alcohol-duty-rate-changes</a></p><p> </p><p>The government keeps all taxes under review at fiscal events, and we will consider this issue carefully as part of the Autumn Budget process. Any changes to alcohol duties need to take account of a wide range of factors, including the Exchequer impact, the impact on businesses and consumers, public health and the distributional impact of reform.</p><p> </p><p>Until exit negotiations are concluded, the UK remains a full member of the European Union and all the rights and obligations of EU membership remain in force. We will seek to achieve the right deal for Britain and for the EU.</p><p><strong> </strong></p>
