We will introduce legislation so that, in the future, ground rents on newly established leases of houses and flats are set at a peppercorn. Costs incurred by landlords for overseeing and appointing a managing agent, or carrying out wider services, can be recovered through the service charge or a marginally higher sales price.</p><p><br>Prior to introducing any final legislation in Parliament, the Government will undertake a regulatory impact assessment. As part of this evidence-based procedure, we will assess the economic, social, and environmental effects of the policy. Figures published annually by the Community Security Trust show a disturbing increase in anti-Semitic incidents, with a total of 1,382 incidents reported in 2017.</p><p>That is why the UK became the first country to formally adopt the International Holocaust Memorial Alliance (IHRA) working definition of anti-Semitism. It provides a series of practical examples on how anti-Semitism manifests itself in the 21st century. In addition, Government has provided over £13.4 million (17/18) to ensure the security of Jewish faith schools, synagogues and communal buildings.</p><p>We believe the best way to tackle anti-Semitism is through effective implementation of the UK’s strong legislation against racial and religious discrimination and racially and religiously motivated crime. We also have a strong relationship with the Jewish community which has been built on the solid work of the Cross-Government working group on tackling anti-Semitism. Nobody should be attacked because of their race, religion, sexual orientation, transgender identity or disability. In July 2016, we published Action Against Hate: The UK Government’s Plan for Tackling Hate Crime, which we will be refreshing this year.</p><p> </p><p>We work closely with the police and the Community Security Trust (CST), who are members of the Cross Government Working Group on Tackling Antisemitism, alongside other Jewish stakeholders. In their recent report, the CST recorded 1,382 antisemitic incidents reported across the UK in the 2017, a 3 per cent increase from the 1,346 incidents recorded during 2016.</p><p> </p><p>Individual police forces collate and analyse intelligence on the number of antisemitic incidents, in order to inform local operational decisions and to provide adequate protection at times of demand. Ten local authorities applied by the 21 December 2017 deadline – Bradford, Coventry, Kirklees, Leeds, Liverpool, Middlesbrough, Newcastle, Nottingham, Sheffield and Wolverhampton. Additional applications have been received from Birmingham and Sandwell. Therefore Barnett consequentials do not apply.</p><p>The Government has no plans or remit to extend the scheme to local authorities in the devolved nations, which have their own funding arrangements in this area including through the Immigration Enforcement part of the CMF.</p><p>Funding is available for 2018/19 and the Government intends to publish its plans for the national evaluation of the scheme in due course. These are published at a local authority level. This now means homeless households should not have to wait as long for settled accommodation.</p><p>The law is also clear that households with dependent children should only be accommodated in Bed and Breakfast (B&amp;B) in an emergency and then for no longer than 6 weeks.</p><p>Our Homelessness Advice and Support Team, drawn from local authorities and the homelessness sector, is supporting councils throughout England and providing targeted challenge. We are considering what further information it may be appropriate to release.</p><p>Data on total numbers of public residential and public and private non-residential high-rise buildings are not held centrally.</p><p>The Ministry of Housing, Communities and Local Government has been working with local authorities to collect data on additional private sector buildings with similar combinations of Aluminium Composite Material (ACM) cladding and insulation to those which have failed large-scale system tests, but which have not been tested by Building Research Establishment (BRE). Local authorities have assessed over 6,000 high rise private sector residential buildings using a combination of information from local fire and rescue services, building plans, ACM tests undertaken elsewhere, knowledge of similar buildings where BRE tests have confirmed ACM, and building inspections. It may be useful to include in this a rent deposit deed setting out how the landlord will secure the deposit.</p><p>Under the tenancy deposit protection legislation introduced in the Housing Act 2004, all landlords letting on residential assured shorthold tenancies are required to protect their tenants' deposits in a government-approved scheme within 30 days of taking the deposit. We do not currently have any plans to require the use of a tenancy deposit scheme for commercial tenancies.</p><p>The letting agent or property manager should arbitrate any disputes between the landlord or tenant in the first instance. It is, however, conducting a review to establish whether requirements to install carbon monoxide (CO) alarms in private rented properties should be extended to cover any fuel-burning appliance and whether the requirements should also extend to social housing. The findings of this review will be considered alongside responses to our social housing green paper and we plan to set out the Government response to this in due course.</p><p>The law already requires that private landlords install a carbon monoxide alarm in any room having a solid fuel heating appliance. Private landlords are also required to ensure that the alarms are in working order on the first day of the tenancy. The Government provides funding for security measures to places of worship that have been subject to, or vulnerable to a hate crime attack. The fund has received a number of applications from churches. Our funding of projects reflects this approach and that is why we fund a number of initiatives that combat hate crime across all five strands and do not allocate specific funding to target specific areas. Our work to combat religiously motivated hatred tackles anti-Muslim hatred and anti-Semitism, alongside hatred directed at any person or group based on their religion.</p><p>Since 2010 the Ministry of Housing, Communities and Local Government has provided £3.7 million to local projects to challenge hate crime. We expect to spend a further £1.5 million by March 2018. The Homelessness Statutory Code of Guidance provide local authorities with guidance on providing homeless services to people who experience domestic abuse or are at risk of domestic abuse.</p><p>Stronger duties to secure accommodation exist for households who have a priority need for accommodation. Priority need may include someone who is vulnerable in some way as a result of ceasing to occupy accommodation because of violence from another person or threats of violence from another person which are likely to be carried out.</p><p>Domestic violence and abuse can affect anyone regardless of their age, gender identity or reassignment, race, religion, class, sexual orientation and marital status. Housing authorities should bear in mind that the provisions of the <a href="https://www.legislation.gov.uk/ukpga/2010/15/contents" target="_blank">Equality Act 2010</a> for public authorities apply to policies, practice and procedures relating to homelessness and domestic violence and abuse.</p><p>Government has consulted on what more can be done to protect domestic abuse victims through the Domestic Abuse Bill, which closed on 31 May. The Government is absolutely committed to protecting victims of domestic abuse and their families.</p><p>This is a devolved matter in Northern Ireland.</p><p>Since 2014 my Department has invested £33.5 million in accommodation-based services, including refuges. On 10 November 2018 we announced the allocation of a further £22 million fund to support victims of domestic abuse over 2018-2020. The fund will support 63 projects covering 254 local areas across England and will provide support to over 25,000 victims and their families, and more than 2,200 additional bed spaces in accommodation-based services, including refuges. Routes to Support (formerly UK Refuges Online) is part-funded by the Government and is a UK-wide online database containing information about domestic abuse and other violence against women services, including refuge. No Woman Turned Away provides additional caseworker support to women facing difficulties in accessing refuge, including victims with children. We are continuing to fund these vital projects to 2020.</p><p>My Department has carried out a review of how domestic abuse services are locally commissioned and funded across England. The Review has been informed by an audit, run by Ipsos MORI, of provision of domestic abuse services across England, which enables us to understand what impact services are having and to identify any gaps. At Autumn Budget, we announced proposals to strengthen the powers available to local authorities to tackle empty homes. Local authorities will be able to charge a 100 per cent council tax premium (currently 50 per cent) to homes that have been empty for more than two years.</p><p>This Government is also committed to preventing and reducing homelessness in England. That is why we are aiming to halve rough sleeping by 2022 and eliminate it altogether by 2027. We are investing over £1.2 billion to reduce homelessness and rough sleeping in England by 2020.
