We will introduce legislation so that, in the future, ground rents on newly established leases of houses and flats are set at a peppercorn. Costs incurred by landlords for overseeing and appointing a managing agent, or carrying out wider services, can be recovered through the service charge or a marginally higher sales price.</p><p><br>Prior to introducing any final legislation in Parliament, the Government will undertake a regulatory impact assessment. As part of this evidence-based procedure, we will assess the economic, social, and environmental effects of the policy. The composition of the working group's membership needs to reflect a balance of interests between property agents and housing consumers.</p><p>Already included within the working group are two professional bodies with knowledge and experience of property management: the Royal Institute of Chartered Surveyors and the Institute of Residential Property Management. Both these organisations have members who are also members of ARMA, or work on behalf of them. The working group will wish to invite others to personally provide evidence and give their views. Every month the Department publishes its latest figures in a data release. We are considering what further information it may be appropriate to release.</p><p>Data on total numbers of public residential and public and private non-residential high-rise buildings are not held centrally.</p><p>The Ministry of Housing, Communities and Local Government has been working with local authorities to collect data on additional private sector buildings with similar combinations of Aluminium Composite Material (ACM) cladding and insulation to those which have failed large-scale system tests, but which have not been tested by Building Research Establishment (BRE). Local authorities have assessed over 6,000 high rise private sector residential buildings using a combination of information from local fire and rescue services, building plans, ACM tests undertaken elsewhere, knowledge of similar buildings where BRE tests have confirmed ACM, and building inspections. 	answer	answer is ministerial correction date of answer 05/11/2018 answer text <p>The terms on whether and how a deposit will be paid by the tenants of a commercial property and how this will be retained by the landlord should be included within the commercial lease agreement agreed by both parties. It may be useful to include in this a rent deposit deed setting out how the landlord will secure the deposit.</p><p>Under the tenancy deposit protection legislation introduced in the Housing Act 2004, all landlords letting on residential assured shorthold tenancies are required to protect their tenants' deposits in a government-approved scheme within 30 days of taking the deposit. We do not currently have any plans to require the use of a tenancy deposit scheme for commercial tenancies.</p><p>The letting agent or property manager should arbitrate any disputes between the landlord or tenant in the first instance. It is, however, conducting a review to establish whether requirements to install carbon monoxide (CO) alarms in private rented properties should be extended to cover any fuel-burning appliance and whether the requirements should also extend to social housing. The findings of this review will be considered alongside responses to our social housing green paper and we plan to set out the Government response to this in due course.</p><p>The law already requires that private landlords install a carbon monoxide alarm in any room having a solid fuel heating appliance. Private landlords are also required to ensure that the alarms are in working order on the first day of the tenancy.
