That direct accountability is important: that is why Ministers in this House must provide personally signed answers to members. The Ministerial Code states that <em>“It is of paramount importance that Ministers give accurate and truthful information to Parliament”.<br><br></em>As Leader of the House I have a particular responsibility to encourage Ministers and their departments to be punctual in answering written questions. My office immediately approach departments who have not responded to questions after 10 working days, and remain in contact with them until the questions are answered. There are some organisations that regularly prosecute cases as a private prosecutor before the courts of England and Wales, for example the RSPCA. Furthermore, there are other prosecution authorities that bring prosecutions pursuant to statute, including the Serious Fraud Office and the Service Prosecuting Authority. However, complete records of the number of employees who may have applied for flexible working are not maintained. The information that is available is detailed below.</p><p> </p><p> </p><p> </p><p>The Treasury Solicitor’s Department (TSol) only keeps records of flexible working patterns that impact directly on pay and annual leave, and no separate record is held of applications made under a statutory right. This has significant benefits, which is reflected in the lottery funding which has been given to the Association. As well as the positive impact on the general well-being and health of the participating individuals, the work of the Association also actively supports community engagement and recycling and re-use of materials, both of which are Government priorities.</p><p> </p><p>This Government believes strongly in the importance of allotments within local communities and wants local authorities to do all they can to ensure that allotments are maintained and used effectively. Since 2010 we have provided a total of £18.26 million, including support for Portas Pilots and town teams, business improvement districts and for markets.</p><p> </p><p>In addition, in late 2013 we introduced a £1 billion business rate support package for 2014-15 including:</p><p> </p><ul><li>a 2% cap in the Retail Price Index increase in the small business rates multiplier;</li><li>a retail discount of £1,000 for around 300,000 shops, pubs and restaurants with rateable values below £50,000;</li><li>a 12 month extension of small business rate relief doubling, benefitting over half a million businesses; and</li><li>a 50 per cent discount for new occupants of long-term vacant shops.</li></ul><p> </p><p>All of these measures apply to England.
