	answer	answer is ministerial correction date of answer 19/10/2020 answer text <p>Universal Credit is assessed and paid monthly, which reflects how the majority of the UK workforce is paid and helps prepare households to budget on a monthly basis, which will ease the transition into work. It also helps households to take advantage of cheaper tariffs for essential costs such as utility bills.</p><p> </p><p>A Universal Credit Change of Circumstances Advance can be made available to existing claimants that experience a change of circumstance which results in a significant increase in entitlement, where the claimant cannot wait until the end of the assessment period to receive the increase.</p><p> </p><p>For those individuals who require additional support, Discretionary Housing Payments (DHPs) are available. DHPs can be paid to those entitled to Housing Benefit or the housing element of Universal Credit who face a shortfall in meeting their housing costs. The payments are awarded at the discretion of the Local Authority and can provide help with on-going housing costs, or one-off expenses such as rent in advance, deposits or removal costs.</p><p> </p><p>We have provided £180m in DHP funding to local authorities to support vulnerable claimants with housing costs in the private and social rented sector in England and Wales for 2020/21. We engage with all of our claimants at a personal and individual level and are committed to tailoring support for specific individual needs, including agreeing realistic and structured steps to encourage claimants into or towards the labour market. These requirements are regularly reviewed to ensure that they remain appropriate for every claimant. 	answer	answer is ministerial correction date of answer 04/02/2020 answer text <p>Millions of people who move onto Universal Credit from legacy benefits are better off, including around a million disabled households who will gain on average around £100 per month.</p><p> </p><p>The Department takes seriously the need to support vulnerable claimants, and wants the application process for Universal Credit to be as quick and easy as possible, ensuring that claimants receive money at the earliest opportunity.</p><p> </p><p>Citizens Advice and Citizens Advice Scotland have supported over 180,000 individuals through the ‘Help to Claim’ provision since April 2019, offering tailored and practical support to help people make a Universal Credit claim up to receiving their first full correct payment on time. ‘Help to Claim’ is available online, on the phone and face-to-face in multiple locations including Jobcentres and Citizen’s Advice Bureaux.</p><p> </p><p>We have listened to feedback on how we can improve Universal Credit to support our claimants and acted quickly, making improvements such as extending advances, removing waiting days, and introducing housing benefit run on. To safeguard the sensitive and personal data we hold about people’s Universal Credit claims, we ask representatives making enquiries on behalf of others to demonstrate that they have claimant consent. This is a simple process, which can be completed online or by telephone by the claimant, and has been in place since 2017.</p><p> </p><p>The Universal Credit system is structured around an online personal account which contains all the information relevant to the claim. This can include details about: bank accounts, savings, capital, medical history and family relationships, in addition to third parties including landlords and employers. Therefore, we need to ensure a high level of security and protection exists to combat unscrupulous individuals and organisations who try to access the information and seek to impersonate genuine representatives.</p><p> </p><p>The Department is continuing to work with Social Security Advisory Committee (SSAC) and third party organisations to understand how Universal Credit can support organisations who help our claimants. Work coaches receive a blend of face-to-face and online learning, which focuses on both the technical delivery steps and importantly the transformational change, as well as consolidation of training post-completion.</p><p> </p><p>Accreditation is also core to establishing our Work Coaches as an externally recognised professional workforce, and is central to our commitment to their continuous professional development. The learning and accreditation for Work Coaches reflects the critical role they play in the successful delivery of Universal Credit. However, we are not complacent and are investing in our people at all levels to give them the skills, knowledge and tools to deliver.</p><p> </p><p>The Universal Credit Full Service has a training feature that allows our staff to experience the system.
