star this property answer text <p>The UK and EU are providing support to scientific institutions in Ukraine in several areas though not as a consequence of recent political instability. The Royal Society is currently funding, through its Department of Business Innovation and Skills grant, two international exchanges involving Ukrainian scientists worth £24,000.</p><p>The British Council has awarded grants of up to £5000 to support the development of partnerships between Ukrainian and UK higher education institutions in 2014-15. Priority was given to applications focussed on energy. The partnerships include:</p><p>Keele University - V.N.Karazin Kharkiv National University, Ecology Department; <br>University of Manchester - Ivano-Frankivsk National Technical University of Oil and Gas; <br>Energy Institute, University College London - V.N.Karazin Kharkiv National University, Department of Physics and Energy; <br>Aberystwyth University - Taras Shevchenko National University of Kyiv, Department of Geology; <br>Durham University - V.N.Karazin Kharkiv National University, Department of Chemistry.</p><p>The EU’s Horizon 2020 programme is funding several projects in Ukraine, such as BILAT-UKR*AINA which supports science and technology policy dialogue between the Commission, EU Member States and Ukraine. The EU Delegation in Ukraine provides funding for a number of projects in areas such as energy, environment and the sustainable management of natural resources. In addition, Ukraine is a partner country to the Erasmus+ programme, and therefore has automatic access to a number of Erasmus+ activities in the area of youth and higher education, financed through EU external and internal funds.</p>

star this property answer text <p>We are deeply concerned about human rights abuses being experienced by Crimean Tatars, including a new wave of disappearances, as noted in the latest report by the Office for the High Commissioner for Human Rights and by the Council of Europe’s Commissioner for Human Rights. The UK Permanent Representative to the UN in New York raised our concerns about the intimidation and harassment of Crimean Tatars, ethnic Ukrainians and all those who have refused Russian citizenship in Crimea in his statement to the UN Security Council on 12 November.</p><p> </p><p>We call on Russia to use its influence to ensure that the de facto authorities in Crimea do not violate the human rights and fundamental freedoms of any of those living there, and allow free and unconditional access by international humanitarian and human rights organisations to Crimea at all times.</p> more like this

star this property answer text <p>The UK has sent very clear messages to Russia to end its deliberate destabilisation of Ukraine including in international fora, such as the UN Security Council and the EU. On 26 January, the UK Permanent Representative to the UN urged all Council members to make clear that Russia must withdraw its equipment and troops from Ukraine and play its full part in ensuring the immediate implementation of the Minsk Protocol. On 29 January, the UK supported a decision by the EU to extend existing sanctions against Russia until September in the face of continued Russian aggression in Ukraine.</p><p>The Prime Minister, my right hon. Friend the Member for Witney (Mr Cameron), has said that the International Monetary Fund, EU and other partners should provide financial assistance to address Ukraine’s urgent financial needs, and in return the Ukrainian government must make real progress with their reform programme. The British Government has committed £10 million over two years to support governance and economic reform in Ukraine. UK assistance on the investment climate also includes support to the European Bank for Reconstruction and Development (EBRD) to set up an independent anti-corruption Business Ombudsman.</p>

star this property answer text <p>We are concerned by reports regarding the use of cluster munitions in Ukraine. The National Security and Defence Council of Ukraine stated on 21 October and 3 December 2014 that the Ukrainian Army has not used cluster munitions. Cluster munitions should in no circumstances be used intentionally to target civilians, and all parties to the conflict must act in accordance with international humanitarian law. Neither Ukraine nor the Russian Federation are yet States Parties to the Convention on Cluster Munitions, and we call on both states to accede to that Convention.</p><p> </p><p>We are also aware of reports of the use of anti-personnel mines on Ukrainian territory, including the Crimean Peninsula. At present, it is not possible to conclude with certainty whether any parties to the conflict have used anti-personnel mines, nor which parties were responsible for such use if it has occurred. We continue, however, to monitor the situation on the ground. Ukraine is a State Party to the Anti-Personnel Mine Ban Convention and we encourage them to adhere to their obligations under the Convention. The Russian Federation is not a State Party to that convention, and we encourage it to accede.</p><p> </p><p>We are not aware of flechettes or expanding bullets having been used by any parties to the conflict in Ukraine.</p><p> </p><p>We are clear that all parties to the conflict in Ukraine should act in accordance with international humanitarian law, including the principles of distinction, proportionality and precaution.</p>

star this property answer text <p>Ukraine already benefits from autonomous trade preferences which enable most Ukrainian goods to enter the EU market free from import tariffs. In April 2014, the EU unilaterally eliminated or reduced its customs duties on goods originating from Ukraine; for instance, EU import tariffs were removed immediately for 94.7% of industrial products from Ukraine. These autonomous trade preferences have now been extended, so that they will apply for 2015, after which the EU-Ukraine Deep and Comprehensive Free Trade Agreement (DCFTA) is due to be applied. Under the terms of the DCFTA, 98.1% of the value Ukrainian exports to the EU will become tariff-free. The UK has given its full support for these measures.</p><p> </p><p>The EU is providing significant financial and technical assistance to support Ukraine, including help with economic reform and political stabilisation. In addition to our £4.35 million share of these EU and other multilateral efforts. The UK has also committed a further £1.4 million bilaterally this financial year for humanitarian support in Ukraine. On 23 February, the Prime Minister announced that the UK will release £15 million in emergency assistance for Ukraine. Furthermore, UK Trade &amp; Investment (UKTI) and the British Embassy in Kyiv continue to work closely with the Ukrainian government across a broad range of issues to improve our trade and business links.</p><p> </p>

star this property answer text <p> </p><p>The UK led the call for the urgent imposition of EU sanctions, imposing an asset freeze on 22 individuals suspected of misappropriating funds from the Ukrainian state. <br><br>Those assets which are proven to be the proceeds of corruption through criminal investigations, and subsequently confiscated, will be returned to Ukraine.<br><br>We do not release information on the value of assets frozen under financial sanctions in the UK for reasons of confidentiality, and we do not hold information on the value of assets frozen overseas. <br><br>It is our policy to work closely with other governments to assist them to trace and repatriate stolen assets. All appropriate criminal justice and administrative routes to support the Ukrainians are being explored. The Director of the Serious Fraud Office has opened a criminal investigation into possible money laundering arising from suspicions of corruption in Ukraine. The Serious Fraud Office has obtained a restraint order freezing approximately $23 million of assets in the UK in connection with this case.</p><p> </p>
