star this property answer text <p>The move to regional adoption agencies will improve the efficiency of adoption services and increase the scale at which services operate. This is expected to lead to savings for local authorities through efficiency gains as they benefit from economies of scale and through improvements in the timeliness of adoptions. The Department for Education is working with local authorities to encourage voluntary consolidation. The department will assess and evaluate the costs and savings resulting from the measures as part of this work. The department will also provide some financial support for transition to regional adoption agencies.</p><p> </p><p> </p><p> </p><p>The Education and Adoption Bill also includes measures to improve the overall quality of education received by children in England. This includes streamlining the process by which failing schools become academies and introducing new powers to support and challenge coasting schools. The department is assessing the funding implications of wider intervention and meeting these costs will be considered as part of the Budget and Spending Review process.</p><p> </p>

star this property answer text <p>Permanence provides an underpinning framework for all social work with children and their families. Every looked-after child must have a care plan which includes a ‘plan for permanence’. Permanence can take the form of a successful return to the child’s family, long-term foster care, adoption or special guardianship.</p><p> </p><p> </p><p> </p><p>In order to improve practice in instances where the best permanence option for children is to remain looked-after, the government amended regulations in April 2015 to introduce ‘long term foster care’ as a distinct placement type. In cases such as these, statutory guidance is clear that the local authority should assess the ability of the identified foster carer to care for the child (this may be the foster carers currently looking after the child, or new carers who are best able to meet the child’s needs). This will include working closely with birth parents and those with lived experiences. More details on how funding from the Spending Review will be used will be confirmed in due course.</p> more like this

star this property answer text <p>Improving adoption is a key priority for the government. I wrote to Directors of Children’s Services on 16 January stating that we wanted to see a renewed focus on adoption and permanence by all local authorities. In particular, we wanted to ensure that adoptive families receive ongoing support from the moment that the child is placed with them and throughout their childhood.</p><p> </p><p>Local authorities have an ongoing legal duty to provide support services that meet the needs of local adopted families. My letter asked them to identify where they were doing well, but also at areas where they think they could improve.</p><p> </p><p>Last year, we announced that the Adoption Support Fund would continue with increased funding until 2021.</p><p> </p><p>The Department for Education’s spending after 2021 is subject to a future funding settlement with HM Treasury. We will consider the name, scope, eligibility and delivery requirements of the Adoption Support Fund as part of that.</p><p> </p><p>We are taking action to increase awareness of the Adoption Support Fund amongst eligible special guardianship families. An information leaflet is being developed in partnership with Family Rights Group, Adoption UK and Home for Good. The leaflet will be promoted by relevant charities and will be made available to all local authorities so they can make the information available to the families who they are working with.</p><p> </p>

star this property answer text <p>The government has, on several occasions, expressed its deepest sympathy for those affected by historical forced adoptions, and I completely endorse those sentiments. Practices in the past which led to such outcomes cannot now occur, not least because of the protection of legislation which has been introduced by successive governments and which is given effect by our independent judiciary. Birth parents also have legal representatives who are appointed to support them in court. These representatives ensure that the views of birth parents are heard and that evidence put forward can be challenged.</p><p> </p> more like this

This is interpreted to be the number of looked after children in England at 30 September 2016 who had an active adoption decision and were the subject of a placement order but had not yet been placed with their adoptive family at that time.</p><p>Equivalent information for Scotland, Wales and Northern Ireland is not available in the Department.</p> more like this
