John Casson, our Ambassador in Cairo, discussed the recent university protests with Ahmed el-Tayyeb, Grand Imam of Al-Azhar, on 14 October. The UK believes that freedom of expression, including the right to protest peacefully, is important in any democracy.</p> more like this

star this property answer text <p>Government representatives from our Embassy in Cairo are closely monitoring cases where prosecutions have been made under the protest law in Egypt. We have called on the Egyptian government to review the Protest Law and have raised specific cases with them, including during the visit by Foreign Minister Shoukry to the UK on 27 October. The Prime Minister, my right hon. Friend the Member for Witney (Mr Cameron), asked that the Egyptian government address the large number of people being held in detention during his meeting with President Al-Sisi at the UN General Assembly in New York on 23 September. star this property answer text <p>The UK is at the forefront of the international response to the Syria crisis. The UK has already allocated £700 million to support internally displaced persons inside Syria and Syrian refugees in neighbouring countries, of which £2.3 million has been provided to Syrian refugees in Egypt in 2013/14. The UK Government has also been active in raising concerns on the treatment and detention of refugees and migrants within Egypt with the relevant authorities as well as providing diplomatic support to the work of UNHCR and other actors on these issues. The UK, through the tri-departmental Conflict Pool, is also supporting work to strengthen border management in the region.</p><p> </p><p> </p><p> </p><p>DFID is helping to address economic challenges in Egypt, promoting economic opportunities to reduce hardship. For example DFID is supporting job creation and economic reform through the £125m regional Arab Partnership programme. This has included working with young people and other marginalised groups on developing the skills and opportunities to find and create sustainable jobs.</p><p> </p>

star this property answer text Since January 2014, Egypt has held a constitutional referendum; elected a new President; and is preparing for parliamentary elections to be held in the coming months. We look to President Al Sisi to take steps to implement the rights contained in Egypt’s constitution, in particular ensuring freedom of expression and association, as well as ensuring that human and legal rights are fully upheld. We express our concern to the Egyptian authorities when we see these rights being threatened, such as in the mass death penalties handed down in Minya; the prosecution of journalists; the detention of people engaging in peaceful political expression, the limitations on peaceful protest, as well as restrictions on the freedom of non-governmental organisations. We believe that a genuinely open political process, in which all political groups are able to participate, will lead to long-term political stability in Egypt. more like this

The British Government will continue to raise concerns with the Egyptian authorities and to encourage them to promote and defend the freedom of religion.</p><p>We believe that a genuinely open political process, in which all political groups are able to participate, offers the best prospect of long-term political stability in Egypt. star this property answer text <p>We are concerned about the case of Mr Mohammed Hegazy, who converted to Christianity in 1998. We raised Mr Hegazy’s case at official level with the Egyptian Embassy in London on 7 January.</p><p>We deplore all discrimination against religious minorities and constraints on their freedom to practise their faith. The Government of Egypt has clearly stated its commitment to protecting the rights of minorities and of the need for religious tolerance, and the Egyptian constitution contains protection for freedom of religious belief. It is important that these rights are respected.</p><p>In September our Ambassador to Egypt called on the Patriarch of Alexandria, and officials from our embassy in Cairo recently met members of the Coptic Christian community to discuss the challenges they face.</p><p>The British Government will continue to raise concerns about such cases with the Egyptian authorities.</p><p> </p> more like this

star this property answer text <p>We welcome the provisions for the protection of women’s rights in the new constitution adopted in January 2014, and the June 2014 law criminalising sexual harassment for the first time.</p><p>We continue to discuss the issue of gender-based violence with the Government of Egypt. In 2014 the UK sponsored a delegation of Ministry of Justice officials to meet UK counterparts and discuss issues of gender-based violence. These discussions helped inform drafting of the new Egyptian law. On 5 November Egypt underwent its second review under the Human Rights Council’s Universal Periodic Review (UPR), during which the UK recommended completion of the National Strategy on Violence Against Women with a clear and credible implementation plan, and that Egypt invite the Special Rapporteur for Violence Against Women to visit.</p><p> </p> more like this

In 2014 the UK sponsored a delegation of Ministry of Justice officials to meet UK counterparts and discuss issues of gender-based violence. We welcome the provisions for the protection of women’s rights in the new constitution adopted in January 2014, and the June 2014 law criminalising sexual harassment for the first time. The new law has led to several convictions. In addition, on 26 January, an Egyptian doctor was convicted of the manslaughter of a girl who died after an illegal female genital mutilation procedure. We continue to discuss the issue of gender-based violence with the Government of Egypt.</p><p> </p> more like this

star this property answer text <p>The Secretary of State for Foreign and Commonwealth Affairs, my right hon. Friend the Member for Runnymede and Weybridge (Mr Hammond), and the Parliamentary Under-Secretary of State for Foreign and Commonwealth Affairs, my hon. Friend the Member for Bournemouth East (Mr Ellwood), make regular representations to the Egyptian government to press them to take further action to ensure the release of other journalists from prison, to release political detainees and to relax restrictions on civil society. The Foreign Secretary made a press statement on 2 February welcoming the release of Peter Greste but stating his concern that Mohamed Fahmy and Baher Mohamed remain in detention. He called on the Egyptian authorities to review their cases and the sentences of those tried in absentia as a matter of urgency.</p><p>We continue to believe that stability and prosperity in Egypt is dependent on open and inclusive politics and on full respect for the rights contained in the Egyptian constitution.</p>
