star this property answer text <p>UK aid aims to achieve the United Nations’ Sustainable Development Goals and the Government’s objectives as set out in the 2015 UK Aid Strategy. As such, the UK focuses most of its aid spending on countries with the highest need; in low-income, fragile, and conflict-affected regions. Some assistance is provided to middle-income countries where there are still enduring high levels of poverty. These countries may no longer need grant aid, but may require assistance in other ways, such as technical expertise or help raising their own revenue to reduce poverty. star this property answer text <p>DFID has received a large number applications from civil society organisations (CSOs) for financial assurance and we underwrite them on a case-by-case basis. Eligibility is based on criteria set out by the Government’s Technical Notice titled, ‘The government’s guarantee for EU-funded programmes if there’s no Brexit deal’, which can be accessed here: <a href="https://www.gov.uk/government/publications/the-governments-guarantee-for-eu-funded-programmes-if-theres-no-brexit-deal" target="_blank">https://www.gov.uk/government/publications/the-governments-guarantee-for-eu-funded-programmes-if-theres-no-brexit-deal</a></p><p> </p><p>Applications are accepted until 31 October, and DFID regularly updates UK CSOs to ensure as many eligible programmes as possible are captured. Following his letter, the Secretary of State for International Development met with many of them on 27 August. We are supporting the strengthening of rule of law in a range of countries. While much of ROLE UK’s work is in the area of human rights, it does not engage in advocacy around legislative changes. To date, we have no plans to end our use of private for-profit contractors who play a small but vital part by bringing sector expertise, operational flexibility and innovation through, for example the early exploitation of new technology providing products or services in new or underdeveloped markets, enabling DFID to help people in some of the most challenging environments in the world.</p><p> </p><p>DFID does not place a cap on salaries of aid charities’ CEOs, since we recognise that salaries are driven by competition and multiple market forces making it impractical to set a maximum salary. We do however subject all our partners to rigorous scrutiny of their effectiveness and value for money, in advance and throughout the delivery of our programmes. star this property answer text <p>As part of our humanitarian response to the Syrian conflict, the Department for International Development is funding UN and NGO partners to provide vital humanitarian assistance to people in need in Idlib, including healthcare. Our support in Idlib governorate alone has meant that approximately 500,000 people received medical consultations between January and June 2018.</p><p> </p><p>The government gives the utmost priority to protecting UK citizens, and safeguarding our national security. As yet, the powers at section 4 of the Counter-Terrorism and Border Security Act 2019 have not been used, and there are currently no designated areas. If, in future, any area within Syria or elsewhere is designated, the Act provides clear exemptions from the offence of entering or remaining in a designated area for any person who does so for the purpose of providing aid of a humanitarian nature, or who is acting on behalf of or holding office under the Crown. This means that, even in areas where a designated area offence might be in place, the UK will continue to be able to deliver the highest standards of lifesaving humanitarian support.</p>

star this property answer text <p>In light of the agreed extension of Article 50, DFID staff who have been deployed to other government departments to support EU Exit planning will return as soon as possible.</p><p> </p><p>To release staff for deployment, DFID undertook a prioritisation exercise to review delivery plans guided by the core principle that essential business (delivering the 0.7% commitment and providing lifesaving humanitarian response) was protected.</p><p> </p><p>DFID did not stop any programmes. Some internal corporate controls were relaxed, and new policy work and cross-Whitehall and international engagement were slowed, however this was temporary as a direct result of deployments. This work will be recommenced as staff return from their deployments.</p> more like this

star this property answer text <p>UK aid aims to achieve the United Nations’ Sustainable Development Goals and the Government’s objectives as set out in the 2015 UK Aid Strategy. This is firmly in the UK’s national interest. As such, the UK focuses most of its aid spending on countries with the highest need; in low-income, fragile, and conflict-affected regions. However, in some middle-income countries there are still enduring high levels of poverty. These countries may no longer need grant aid in the form that we have previously provided, but may require assistance in other ways, such as technical expertise or help raising their own revenue to reduce poverty. This assistance may continue after a country has reached middle-income status and its economy modernises. The 2016 bilateral and multilateral development reviews set out our approach to allocations in more detail. As the Secretary of State has made clear, DFID will not just spend aid well, but will ensure that it could not be spent better.</p> more like this

star this property answer text <p>UK ODA is scrutinised by the Independent Commission for Aid Impact (ICAI), which focuses on the delivery of value for money and maximising the impact and effectiveness of UK aid. ICAI reports directly to Parliament through the International Development Committee (IDC) ensuring both independence and accountability of the ODA. The National Audit Office also scrutinises departmental spending including the effectiveness of ODA spending.</p><p> </p><p>As part of DFID’s programme approval process, an accredited Evaluation Advisor reviews the evaluation plan for the ongoing effectiveness of the programme. DFID reviews all programmes annually, providing an assessment of performance, ongoing relevance, value for money, lessons learned, and any remedial action required. Individual government departments are responsible for design, evaluation and governance of their Overseas Development Assistance (ODA) budget. However, DFID makes available some relevant evaluation tools to support other departments.</p>

star this property answer text <p>DFID does not currently identify or record beneficiaries by their religion; however, our Data Disaggregation Action Plan has set out our increased ambitions to increase the level of disaggregated data we collect, report and use, and to work with the United Nations and others to improve data collection and disaggregation at a global level. Our short-term focus remains on four disaggregates (sex, age, disability status and geography) in the first instance to help us reorient our approach and raise our ambition whilst we work with others in the international system to find and develop tools, methods and guidance on further disaggregation variables.</p><p> </p><p>The UK is firmly committed to ensuring aid reaches the most vulnerable, including those from religious minorities, where they constitute part of that category. star this property answer text <p>For each of the last five years the impact of DFID’s work has been set out in the Departmental Annual Reports and Accounts. The <a href="https://assets.publishing.service.gov.uk/government/uploads/system/uploads/attachment_data/file/750989/DFID-Annual-Report-Accounts-2017-18-amended-Oct18.pdf" target="_blank">DFID Annual Report and Accounts 2017-2018</a> also shows the results achieved during the period April 2015 to March 2018. In that period, UK Official Development Assistance reached 26.8 million people with humanitarian assistance and supported 40.3 million people to access clean water and/or better sanitation. Between January 2015 and December 2017, it supported the immunisation of approximately 37.4 million children, saving an estimated 610,000 lives. We are committed to improving the effectiveness and transparency of UK aid to ensure we are attaining maximum impact from our aid budget. The Independent Commission for Aid Impact (ICAI) has the remit to provide independent scrutiny of the impact and value for money of all UK Government aid spending and reports its finding to Parliament’s International Development Committee.</p><p> </p>

star this property answer text <p>The Department for International Development has a robust set of measures in place to protect, prevent and detect the diversion of development assistance to terrorist and extremist groups, and to ensure that UK aid reaches those for whom it is intended. These measures include rigorous controls throughout the funding cycle, from comprehensive risk assessments and monitoring requirements for all programmes, to due diligence checks on partners, and regular internal and external audits. The risk that UK aid funds could be diverted to benefit proscribed extremist groups, or terrorist groups or activities, is fully assessed as part of DFID’s risk assessment process before any funding is approved.</p><p> </p><p>The Department has a zero-tolerance approach to the diversion of aid to extremist and terrorist groups. star this property answer text <p>The Prosperity Fund is committed to meeting the government target of ‘good’ on the International Aid Transparency Index by 2020. The Fund is working closely with DFID policy and Transparency teams, benefiting from their experience and expertise and the International Aid Transparency Initiative to ensure it meets standards for transparency.</p><p> </p><p>The Fund has already begun working towards this target; working with departments, including the Foreign and Commonwealth Office, to publish programme information and financial data on gov.uk. It will continue to work with departments to increase the amount of information published on spend and programmes as it becomes available.</p> more like this

star this property answer text <p>DFID operates in challenging contexts providing a wide spectrum of aid and assistance.</p><p>DFID has rigorous controls to ensure that aid reaches those for whom it is intended and delivers results.</p><p>DFID does not give money to organisations or governments if we are not confident that they will manage it well.</p><p> </p><p>DFID has a zero-tolerance approach to fraud and has in place a wide range of standard controls and measures to protect UK aid. These include:</p><ul><li><p>Rigorous risk assessments and monitoring requirements for all programmes. All DFID programmes are assessed at inception to identify and address the risk of aid diversion, such as weaknesses in a recipient’s financial systems. Where necessary, programmes will insist on extra measures of safeguard, and we will put in place arrangements such as continuous audits.</p></li><li><p>Proactive fraud risk management – better fraud prevention through good programme design and strong monitoring. We use monitoring visits, financial spot checks and audits to ensure all funding is used for the purpose it was intended.</p></li><li><p>Programme agreements and contracts which are designed to ensure partners are accountable for all funding we provide. We expect all international agencies to have the same zero tolerance approach to fraud that we have if they are to receive taxpayers’ money.</p></li><li><p>A rigorous process of due diligence, where partners must demonstrate accountable and transparent governance structures and financial procedures before we fund them. This provides assurance on their capacity and capability to deliver DFID programmes, allows DFID to identify and understand potential risks, and ascertain if these can be mitigated and managed. Due Diligence on programme partners includes an in-depth assessment of fraud risk.</p></li><li><p>Fraud awareness sessions risk management training for staff.</p></li><li><p>Regular internal and external audits.</p></li></ul><p>Where there is suspicion of corruption and fraud DFID will always take action; and if fraud or corruption is uncovered DFID will always work to recover UK taxpayers’ money.</p>

star this property answer text <p>DFID supports delivery of the UN’s Sustainable Development Goals and the Government’s objectives as set out in the 2015 UK Aid Strategy. Bilateral Official Development Assistance is allocated based on considerations of need, i.e. levels of poverty, ability of countries to fund themselves and whether DFID can add value. The 2016 bilateral and multilateral development reviews set out our approach to allocations in more detail. Our project design approach makes sure every project focuses on eradicating poverty, and projects are rigorously appraised to ensure value for money.</p> more like this

star this property answer text <p>In 2018/19 the UK is providing £10m to support Tunisia through the North Africa Good Governance Fund (NAGGF). This money supports projects across priority sectors including the economy, education, governance and security.</p><p>For comparative purposes, at the start of the financial year, the UK allocated the following amounts from the NAGGF to support economic and political reform in the other countries of North Africa:</p><ul><li><p>Algeria: £6.5 million</p></li><li><p>Egypt: £9.5 million</p></li><li><p>Libya: £12 million</p></li><li><p>Morocco: £4 million</p></li></ul><p>Through the NAGGF, the UK also allocated £8 million for the provision of technical assistance to North African governments as well as for projects with a focus on regional co-operation.</p><p>This represents a substantial increase in the UK’s development investment in the region relative to previous years. The region also benefits from several DFID centrally-managed programmes as well as the UK’s significant contributions to multilateral organisations and international financial institutions.</p>
