Our programmes aim to increase the ability of poor people to cope with the impacts of climate-related shocks, including droughts, floods and storms, and to build their resilience to future changes in climate. The International Climate Fund (ICF) is the UK Government’s vehicle for delivering climate finance assistance and other forms of support, such as technical assistance. Tracking spend on adaptation and mitigation only began in 2011 when the International Climate Fund (ICF) was established. The UK has pledged to deliver £5.8bn of International Climate Finance (ICF) from 2016/17 – 2020/21 to help poorer countries tackle climate change. DFID funds are helping to build the resilience of people and communities to cope with climate change already locked in, including to natural disasters; to support the development of low carbon and climate resilient infrastructure; and to support new technology, research and innovation to improve the effectiveness of action on climate change. Since 2011 the ICF has helped 47 million people to cope with the effects of climate change in the developing world, and enabled 17 million to have access to clean energy.</p><p> </p><p> </p><p> </p><p>The UK is also working to increase international action on climate change. The UK’s Foresight Report (2011) on Migration and Global Environmental Change found that environmental change will affect migration. 	answer	answer is ministerial correction date of answer 28/10/2016 answer text <p>In December 2015, every G7 nation set out how they will meet a collective target to reach an additional 400 million people with risk insurance by 2020. The UK has led the way, making excellent progress in delivering on its pledges of support for Climate Risk Insurance in the past year including funding for African Risk Capacity (ARC) and Pacific Catastrophe Risk Assessment and Financing Initiative (PCRAFI). UK Ministers have been invited to participate in side events at COP to highlight progress with the G7’s InsuResilience climate risk insurance initiative and on ARC.</p><p>Currently, just 5% of losses from natural disasters in low-income countries are covered by insurance (against around 40% in developed countries), leaving millions with nothing to rebuild their lives after disaster strikes.
