Tracking spend on adaptation and mitigation only began in 2011 when the International Climate Fund (ICF) was established. The UK’s Foresight Report (2011) on Migration and Global Environmental Change found that environmental change will affect migration. 	answer	answer is ministerial correction date of answer 23/10/2023 answer text <p>The recently published ICF Results (assets.publishing.service.gov.uk/media/651fb0a97309a1000db0a99e/UK_International-Climate-Finance_Results_2023_rev.pdf) report shows that more than a 100 million people in developing countries have been directly supported to adapt to the effects of climate change through UK International Climate Finance. In addition, almost 70 million people and over 250 institutions have been provided with improved access to clean energy. At COP27 the UK committed to triple its adaptation climate finance from £500 million in 2019 to £1.5 billion in 2025. UK support under the Initiative includes a commitment of up to £100m to African Risk Capacity (ARC) and £15m for the Pacific Catastrophe Risk Assessment and Financing Initiative. Of this, the UK has contributed £32m so far to ARC.</p><p>On scaling up support to weather indexed microinsurance, the UK currently provides some support to livestock insurance in Kenya to improve the product offered to pastoralists and increase the role of the private sector. The UK also provides index-based insurance through the CGIAR climate change, agriculture and food security research programme (CGIAR-CCAFS). In September 2015, the Prime Minister announced that the UK would provide at least £5.8 billion of climate finance over the next five years.
