star this property answer text Work in the Central African Republic (CAR) has been an important part of the Preventing Sexual Violence in Conflict Initiative in recognition of the large role that sexual violence has played in the conflict in CAR which has included the sexual abuse of women and children, sexual slavery and rape. This work has, to date, been primarily carried out through our work with the African Union (AU). Since the launch of the initiative, the UK has provided £1.3 million to support the AU’s Gender Peace and Security Programme. This includes the deployment of sexual violence experts that were deployed to the CAR in 2014. These experts provided support to victims in the districts of Paoua, Kaga-Bandoro and Bambar. This Programme also supported the AU’s Special Envoy on Women, Peace and Security, Madame Bineta Diop. We are working with the AU to build on this deployment and increase AU capacity to carry out similar deployments in the future. more like this

star this property answer text Within the Ministry of Justice, only the National Offender Management Service (NOMS) and HM Courts and Tribunals Service (HMCTS) have offices within the Stoke-On-Trent postal address. There is one Juvenile Centre with a Stoke-On-Trent postal address, HMYOI Werrington. No posts have been abolished or relocated since 2010. There are currently no plans to abolish or relocate any posts by 2020. There are three National Probation Service (NPS) locations with a Stoke-on-Trent postal address. The NPS has only existed from 1 June 2014. Since that date there are no records of any posts being abolished or any relocation activity in the NPS Midlands Division which includes Stoke-on-Trent. There is an organisational change programme within the National Probation Service, that is ongoing and that will impact all area of NPS activity. It is too early to define the impact on a particular geographical location. HMCTS are unable to disaggregate information collected for the North Staffordshire area, so the following includes staff based within Stoke-on-Trent and Newcastle-under-Lyme. Since 2010, there has been a net reduction of 8 posts. There are currently no plans to further change the staffing in the North Staffordshire area.

We cannot interfere in investigations overseas and may be considered a third party by some countries and therefore not entitled to updates on the investigation or court process. We recommend that families engage a local lawyer who can make efforts to ensure that local standards are met and can seek updates from the local authorities and courts. We do though retain close interest in cases, and seek updates where we are able to. We can also formally note our interest in an investigation, in particular if a British National is murdered or dies in suspicious circumstances.

star this property answer text Whilst security for claimants and those returning to their land is a key concern, our 2013 Human Rights Report (released on 10 April 2014) notes that some progress has been made on the issue of land restitution. Since January 2012 there have been 64,815 registered land restitution claims. In his recent meeting with President Santos on 7 November, the Deputy Prime Minister, the right hon. Member for Sheffield Hallam (Mr Clegg), welcomed the Colombian government’s efforts to improve respect for human rights in Colombia, including through its land restitution and victims reparations processes. Our Embassy in Bogota runs several human rights projects to help improve Colombia’s land registry process, increase access to protection measures and raise awareness of the UN guiding principles on business and human rights. Officials from our Embassy also meet regularly with indigenous and Afro-Colombian communities and we also funded a project aimed at developing the role of organisations in protecting communities’ rights to the territories. We are following closely several emblematic land restitution cases; our Ambassador raised the cases of the Curvaradó and Jiguamandó communities with the Ministry of the Interior in July and acts as an observer on the case.

star this property answer text While we have not raised these specific issues, we have repeatedly condemned Israel’s announcements to expand settlements in the Occupied Palestinian Territories, including East Jerusalem. Officials from our Embassy in Tel Aviv regularly bring up the issue of settlements with the Israeli National Security Adviser, Ministry of Foreign Affairs and Ministry of Defence contacts. We are aware of an attack by the Israeli Defence Forces against “Hamas terror infrastructure” in the Khan Yunis area of southern Gaza after a rocket was fired into Israel from Gaza on 19 December. Our Ambassador discussed this matter with the Israeli Ministry of Defence. Officials from our Embassy in Tel Aviv regularly meet with the Israeli authorities – including the Israeli Office for the Coordination of Government Activities in the Territories/Ministry of Defence and the National Security Adviser - to urge them to ease restrictions on Gaza, including the movement of commercial goods, and persons from and to the Gaza Strip. Our Embassy in Tel Aviv is looking into the situation faced by Gazan fishermen and will consider Government action on this issue.

star this property answer text While the Overseas Territories (OTs) and Crown Dependencies (CDs) are separate jurisdictions, and are responsible for their own fiscal matters, we are working closely with them on their role on company transparency. Our priority has been for them to establish a central register of beneficial ownership information (or a similarly effective system) where they do not already have one, and for UK law enforcement and tax authorities to have full and automatic access to that information. Bilateral arrangements to this effect have now been concluded with all the relevant OTs and with the CDs, and these will enter into effect by June 2017. The registers will, with one exception, not be public, but these measures will place our Crown Dependencies and Overseas Territories well ahead of other similar jurisdictions and represent a significant step forward in our ability to counter criminal activity. more like this

star this property answer text We work with EU partners to help Moldova bring its standards of governance in-line with EU best practice, including spreading greater transparency and accountability in the public sector and the promotion of EU standards and values. Key areas include tackling corruption and reform of the justice sector. The UK has led the implementation of a comprehensive EU communications campaign “Winning Hearts &amp; Minds” which informs the public of the benefits of closer approximation with the EU and the benefits of projects that the EU and Member States have delivered in Moldova. The Foreign and Commonwealth Office (FCO) contributes financially and acts as the lead coordinator. The FCO is working to get the best value from EU Twinning advisers, who provide technical advice in line ministries. In response to the embargoes imposed by the Russian Federation on the export of Moldovan fruit, vegetables and wine, the FCO brought a delegation from the Moldovan Ministry of Agriculture to the UK to demonstrate ways in which Moldova could improve its food safety standards and explore scope for diversifying its fruit and wine markets.

star this property answer text We were deeply concerned to hear about an explosion at a coalmine near Donetsk city on 4 March which resulted in over 30 deaths. the UK was not asked by the Ukrainian government for assistance on this occasion. We were concerned to hear that the Russian-backed separatists rejected the Ukrainian government’s offer to assist in the tragedy. The UK continues to support Ukraine in other areas, and is providing £10 million in technical assistance to support economic and governance reforms in Ukraine, and to provide humanitarian assistance. In response to the deteriorating humanitarian situation an additional £15 million of humanitarian support to Ukraine was announced by the Prime Minister, my right hon. star this property answer text We welcome the progress Sri Lanka has made in implementing its commitments to the UN Human Rights Council (UNHRC) Resolution it co-sponsored in October 2015. The Government has started public consultations on reconciliation mechanisms and on constitutional reform. We also welcome the Government’s cooperation with the Office of the High Commissioner for Human Rights as well as the progress it has made through the return of some military occupied land and the release on bail of some long-term Tamil detainees held under anti-terrorism legislation. We recognise that there is still much to be done and we remain committed to supporting and encouraging the Sri Lankan Government to fully deliver against its commitments. The Minister of State for Foreign and Commonwealth Affairs, my right hon. Friend the Member for East Devon (Mr Swire) reiterated this message when he visited Sri Lanka in January. We now look forward to the UN High Commissioner for Human Rights’ assessment of progress at the next meeting of the UNHRC in June.

star this property answer text We warmly welcomed the resolution on promoting reconciliation, accountability and human rights which was co-sponsored by Sri Lanka and adopted by the UN Human Rights Council on 1 October. Since President Sirisena came to power in January, there have been improvements in the human rights situation in Sri Lanka, including on freedom of expression, some return of military held land, and improved relations between different communities. The Foreign and Commonwealth Office will provide a further assessment in our 2015 Annual Human Rights and Democracy Report. We regularly raise matters of concern with the Sri Lankan government, including the detention of Tamil political prisoners without trial. We have been encouraged by the recent announcements that bail has been granted to 39 prisoners being held under the Prevention of Terrorism Act. more like this

star this property answer text We take the allegations of sexual violence in Burundi very seriously. The UK has been at the forefront of supporting the UN’s efforts to encourage an end to violence and human rights abuses in the country. The Parliamentary Under-Secretary of State for Foreign and Commonwealth Affairs, my hon. Friend the Member for Rochford and Southend East (James Duddridge), has raised the subject with the Government of Burundi, including with the Burundian Foreign Minister at the African Union Summit in January. While we have not deployed any experts from the Preventing Sexual Violence in Conflict Initiative, Foreign and Commonwealth Office officials will explore the possibility of supporting non-governmental organisations already present and active in Burundi when the allegations first came to our attention. more like this

star this property answer text We share the concerns of the US State Department Report on Human Rights practices in Afghanistan which is why Afghanistan is one of 27 human rights priority countries for the UK. We recognise that although there has been significant progress in Afghanistan on human rights, particularly women’s rights since 2001, significant challenges remain and gains remain fragile. We have made long-term commitments to the country's future through financial aid and political support. In return, we expect to see clear progress from the Afghan National Unity Government, including on corruption, good governance and human rights. The UK Government is working closely with the Government of Afghanistan, local and international Non-Governmental Organisationss, civil society organisations and international partners to improve human rights, specifically the status of women and girls in Afghanistan, to enable them to participate fully in Afghanistan’s future. more like this

star this property answer text We set out our thinking on switching in the Connectivity, Content and Consumers [CCC} Strategy Paper, published in July 2013. In December 2013 Ofcom announced that gaining-provider led (GPL) switching would be mandated for broadband and fixed telephony over the Openreach network. Full implementation of this will be completed by June 2015. In July 2014, Ofcom published a call for inputs (which closed in September) on switching providers of broadband, pay-TV, mobile voice and data services and bundled services, in order to gauge the impact of these processes on consumers’ experience and on competition. Ofcom is conducting further research and holding discussions with industry and consumer organisations. It will publish a document setting out its findings in the first half of 2015 more like this

Any resolution must command the full support of the Security Council. The Secretary of State for Foreign and Commonwealth Affairs, my right hon. Friend the Member for Runnymede and Weybridge (Mr Hammond), has regular discussions with his French counterpart on the Middle East peace process.
