Since September 2014, maintained primary schools in England must teach a modern or ancient foreign language to pupils at key stage 2 (ages 7 to 11). Schools can choose which language or languages to teach and should enable pupils to make substantial progress in one language by the end of primary school.</p><p>The government took action in 2010 to halt the decline in the number of school children taking language GCSEs by including it within the English Baccalaureate. This has had a positive effect on the take up of languages in schools. The proportion of the cohort in state funded schools entered for a modern foreign language has risen from 40 per cent in 2010 to 49 per cent in 2015. Of these three are rated ‘outstanding’, 53 are rated ‘good’, <del class="ministerial">39</del> <ins class="ministerial">36</ins> are rated ‘adequate’, <del class="ministerial">75</del> <ins class="ministerial">39</ins> are rated ‘Requires improvement’ and 21 are rated ‘Inadequate’. A table that has been attached to this answer sets out the most recent Ofsted rating for each local authority and indicates whether the authority is subject to intervention for its children’s social care services. 	answer	answer is ministerial correction date of answer 18/07/2016 answer text <p>Recruiting sufficient, high-quality teachers is central to the Government’s ambition to deliver educational excellence everywhere. High-quality teachers are the single most important factor determining how well pupils achieve in schools. That is why we have already committed to spend over £1.3 billion on teacher recruitment up to 2020. This includes continuing to provide generous tax-free teacher training bursaries to graduates, which are worth up to £30,000 for academic year 2016/17.</p><p>More trainee teachers started training in 2015/16 than in 2014/15, and a record proportion of new trainees held a first class degree. For courses beginning in 2016/17, so far around 26,000 people have secured a teacher training place, and we have already recruited in excess of targets in primary and several secondary subjects.</p><p>We review the financial incentives for teacher training every year, and we will continue to test new approaches to recruiting teachers, such as the STEM teacher supply package announced in March 2015.</p><p>Recruiting and retaining high quality social workers is essential to ensure we deliver high quality services to vulnerable children and families. As already announced, the Government will consult on the future funding of social work education in order to ensure that there will be an adequate supply of social workers with the right skills and training. Following a period of consideration and discussion and the winding up of the statutory Disability Committee on 31 March 2017 under the Equality Act 2006 (Dissolution of the Disability Committee) Order 2014 (SI No.406), the Board of the EHRC decided to abolish the role of ‘Disability Commissioner’ at its meeting on 11 May 2017. The non-statutory framework for Personal, Social, Health and Economic (PSHE) education produced by the PSHE Association provides a context for teaching young people about emergency lifesaving skills (ELS) and resuscitation.</p><p> </p><p>At primary level, pupils can learn about basic emergency procedures and where to get help, and at secondary level they can develop the skills to cope with emergency situations that require basic first aid procedures, including resuscitation techniques.</p><p> </p><p>The Department for Education is encouraging schools to purchase defibrillators as part of their first aid equipment, and is currently working in partnership with the Department of Health and stakeholders to identify a supplier of defibrillators at a competitive price. All children should engage in a rich provision of classroom and extra-curricular activities that help to develop character and resilience.</p><p> </p><p>Schools and teachers are best placed to understand the needs of their pupils. Schools have the freedom to decide if they want to use external programmes to help deliver their curriculum and to provide effective pastoral support. It must promote pupils’ spiritual, moral, cultural, mental and physical development, and prepare them for the opportunities, responsibilities and experiences of later life.</p><p> </p><p>Personal, social, health and economic (PSHE) education supports the teaching of all subjects across the school curriculum. With a new slimmed down curriculum, schools have more freedom and autonomy to integrate activities into the curriculum which can promote pupils’ wellbeing and build character.</p><p> </p><p>We have introduced a new departmental priority with the aim of supporting schools and colleges to prepare well-rounded young people for success in adult life.
