The Government is open minded about their potential, along with other emerging technologies, to help better meet user needs. At this stage more research is needed in order to determine their potential uses and whether the technologies are appropriate as a vehicle for public service delivery. star this property answer text <p>Cross-government standards exist to ensure best use of taxpayer money on IT projects, including Commercial Operating Standards and Technology Code of Practice. These were both reiterated in light of public consultation which included trade bodies. The use of these standards is assured through the IT and commercial spend controls operated by Cabinet Office.</p><p>The updated Commercial Operating Standards (published on GOV.UK) define how all government departments should operate commercially to ensure strong commercial behaviours and getting value for money. Point 5 of this standard focuses on maximising competition by engaging with the market early, and designing service requirements that are accessible to as many suppliers as possible.</p><p> </p> more like this

star this property answer text <p>The Department and NHS England are working on proposals for discussion with the profession, medical defence organisations, the commercial insurance industry and the NHS Litigation Authority.</p><p>This will consider:</p><p>― how personal costs of indemnity and clinical insurance can be contained - provided certain clinical governance standards are met, with the objective of reducing the overall costs to the individual;</p><p>― the funding routes for indemnity in different models of care; and</p><p>― with a specific focus on new models of care such as Primary and Acute Community Services and Multi-Speciality Community Providers and the scope for corporate indemnity, freeing up individuals working in those new models from the burden of personal indemnity costs.</p><p>NHS England created the Winter Indemnity Scheme which ran from December 2015 until March 2016, making £2 million available to cover the cost of additional indemnity premiums for doctors to undertake additional out of hours sessions. This was in response to increased demand for appointments during the winter period.</p>

star this property answer text <p>The Care Quality Commission (CQC) is the independent regulator of health and adult social care providers in England. The CQC does not have the power to inspect local authorities but has a power to carry out a special review of the commissioning of adult social care services by local authorities. It has been agreed that any such review should only happen in exceptional circumstances where there is evidence that commissioning is contributing to poor standards of care for service users. Any such review is subject to the agreement of the Secretary of State for Health and the Secretary of State for Communities and Local Government.</p><p> </p><p> </p><p> </p><p>Ministers’ offices have reported that they have received no letters, meetings and meeting requests since 1 January 2015 about inspections by the CQC of local authorities' commissioning of care services.</p><p> </p><p> </p><p> </p><p>A search of the Department’s Ministerial correspondence database has found one item of correspondence received since 1 January 2015 about inspections by the CQC of local authorities' commissioning of care services.</p><p> </p>

star this property answer text <p>Health Education England (HEE) is currently working with local organisations and key external stakeholders to develop the National Workforce Plan for England covering the period 2016-17. This will be published in December 2015. The plan takes account of what local providers require by way of future nurse staffing levels.</p><p> </p><p> </p><p> </p><p>HEE has invested £1.5 million in funding approximately 90 ‘Return to Practice’ courses that has already yielded an additional 779 trainees available for employment now, at a cost of £2,000 compared to the £51,000 it takes to train a newly qualified nurse.</p><p> </p> more like this

star this property answer text <p>The Department has not held formal discussions with Health Education England (HEE) specifically regarding safe staffing. HEE annually produces a national workforce plan for England setting out the investment it will make in undergraduate and postgraduate (including medical specialty) training in the next financial year.</p><p> </p><p> </p><p> </p><p>As part of the 2015/16 workforce plan, HEE will continue the growth in nursing numbers to meet safe staffing levels by commissioning 555 additional training posts, an increase of 4.2%. This means in the last two years adult nursing training places will have grown by 13.6%.</p><p> </p><p> </p><p> </p><p>In developing the next workforce plan for 2016/17, HEE will listen to evidence from stakeholders across the National Health Service. It is through these national and local arrangements that we will ensure that the workforce meets the needs of today’s patients whilst delivering the future workforce in a way that not only maintains safe staffing levels, but supports the service transformation necessary to improve quality of care.</p><p> </p>
