star this property answer text <p>We published Improving Lives: Helping Workless Families in April 2017 where we announced a spend of up to £30m to launch the new Reducing Parental Conflict Programme. Planned spend in 17/18 is £5.91m. Funding allocations to projects/business areas in future years are decided on an annual basis and are subject to internal prioritisation.</p><p>The funding that was announced as part of the 2017 Autumn Budget, safeguards £15m pa investment on relationship support/parental conflict in 18/19 and 19/20. DWP has no plans to fund other projects than those mentioned in the budget statement, however, strengthening families is a cross-government objective and other government departments will be able to confirm their own plans in this area.</p> more like this

star this property answer text <p>DWP is delivering a number of major IT contract exit programmes, and has followed the guidance detailed in the paper titles Large Expiring Contracts, Exit and Disaggregation: guidance for departments which precedes the paper entitled Exiting Major IT Contracts: Guidance for Departments, published in November 2017, which is currently being reviewed by DWP, prior to implementation.</p><p> </p><p>DWP engages with Cabinet Office Complex Transactions Team from the outset, when exiting major IT contracts to utilise their knowledge and experience in defining, and implementing commercial strategies.</p><p> </p><p>These commercial strategies include all the points in a) to f) above and some recent examples are as follows;</p><p> </p><p>a) DWP utilises Crown Commercial Service Frameworks when sourcing disaggregated IT services. The market is engaged to establish supplier capacity, capability and alignment to DWPs key business objectives.</p><p>b) DWP has disaggregated a number of IT supply contracts in recent years, is currently in the process of disaggregating the complex services of the DWP Hosting contract and will exit and disaggregate its remaining Application Deployment &amp; Desktop contracts at an appropriate time.</p><p>c) Risk Assessment forms part of DWPs Contract Management Framework toolset and is assessed for all major contracts on a regular basis.</p><p>d) Detailed plans are produced and managed by Programme Leads for the exiting of all major IT contracts.</p><p>e) In conjunction with the work DWP is completing to disaggregate its historic contracts, DWP is further developing its supplier and contract management capabilities to equip the Department for the future; enhancing its major IT project delivery and contract exit commercial skills.</p><p>f) DWP utilises multi-disciplinary teams including Digital Group, Finance, HR, Legal and Commercial. Good programme governance is also followed both within DWP and through close working with HM Treasury and Cabinet Office.</p><p> </p><p>DWP will continue to follow the guiding principles and critical tasks set out in this latest publication.</p>

star this property answer text <p>The only fines that can be imposed relating to child maintenance are as a result of criminal prosecution for failure to provide information or providing false information for the purposes of calculating the child maintenance liability. These fines are imposed by a court, information about fines is not recorded by my Department for management information purposes, and could only be provided at disproportionate cost.</p><p> </p><p>Within child maintenance enforcement, “sanctions” generally refers to powers used as a last resort, when other enforcement actions have not resulted in successful collection of arrears.</p><p><strong> </strong></p><p>DWP publish information on enforcement actions.</p><p> </p><p>Information on both civil and criminal enforcement actions undertaken by the Child Support Agency (CSA) is only available from April 2007. This can be found in Table 22 of the latest CSA Quarterly Summary of Statistics, available at the following link: <a href="https://www.gov.uk/government/statistics/child-support-agency-quarterly-summary-of-statistics-march-2017" target="_blank">https://www.gov.uk/government/statistics/child-support-agency-quarterly-summary-of-statistics-march-2017</a> . This includes information on a variety of enforcement actions, including commitment to prison and disqualification from driving (in the Committals section), along with information on the number of prosecutions that have been undertaken.</p><p> </p><p>Information on civil and criminal enforcement action undertaken by the Child Maintenance Service is published on Table 16 of the Child Maintenance Service Experimental Statistics, which contains data between September 2015 and March 2017. star this property answer text <p>Housing Benefit is an income-related benefit and to ignore the availability of a loan would discriminate unfairly against the majority of students who are not entitled to it.</p><p> </p><p>The loan is counted as income because Housing Benefit is not intended to subsidise the financial support available through the educational maintenance system. If the loan were not taken into account, the student would be receiving support that duplicated what was already available via a student loan.</p> more like this
