This also provides them with clear advice about immediate actions should they develop any relevant symptoms.</p><p> </p><p> </p><p> </p><p>There are already public health powers in place to enable the quarantining of an individual suffering from the symptoms of Ebola should they be needed.</p><p> </p><p> </p><p> </p><p>The Government keeps the threat posed to the UK by the spread of Ebola virus disease, and the measures required to tackle it, under regular review.</p><p> </p> more like this

star this property answer text <p>The UK National Screening Committee advises Ministers and the National Health Service in all four countries about all aspects of screening policy and supports implementation. It is currently reviewing the evidence for screening young people between the ages of 12 to 39 years for the major causes of sudden cardiac death. A public consultation will open shortly.</p><p><strong> </strong></p><p>NHS England is working with the Chief Coroner to discuss what the coronial system can do to help reduce sudden cardiac death in the young. As a result, the Chief Coroner has written to local Coroners asking them to make families of those who have died of the condition aware that it may be inherited, and encouraging them to contact either the British Heart Foundation, Cardiac Risk in the Young, or their general practitioner for testing and counselling.</p><p> </p> more like this

star this property answer text <p>Currently donated lungs are allocated to the designated cardiothoracic transplant centres on a zonal basis. However, the Cardiothoracic Organs Advisory Group (CTAG) have recently reviewed the allocation policy and have recommended that the size of the allocation zones be adjusted to help ensure equity of access. NHS Blood and Transplant (NHSBT) have therefore confirmed that for cardiothoracic organs, the zones will be reviewed in August 2014 to coincide with changes in liver allocation zones and from August 2015, heart and lung zones will be disaggregated and the zones reviewed separately.</p><p> </p><p>CTAG have also recommended that NHSBT reviews the consequences of introducing two levels of priority for listing for lung transplants - urgent and routine, and suggest a national allocation scheme for urgent listed patients, and zonal allocation for routine listed patients.</p><p> </p><p>Any proposed change would need to be validated by NHSBT, who will review the criteria for urgent listing and the statistical modelling of the potential impact of such a system. NHSBT will continue to work closely with the Cystic Fibrosis Trust to improve outcomes for patients requiring lung transplants.</p><p> </p>

star this property answer text <p>The following tables contain the sum of the estimated alcohol attributable fractions (AAFs) for admissions for patients in (a) York (b) North Yorkshire and York primary care trust (PCT) area and (c) England over for the years 2008-09 to 2012-13.</p><p> </p><p>It should be noted that these figures are not a count of people and represent an estimated number of admissions that were attributable to alcohol.</p><p> </p><p>AAFs are based on the proportion of a given diagnosis or injury that is estimated to be attributed to alcohol. Some diagnoses or injuries will, by definition, be wholly attributable to alcohol and have an AAF of one, others will only be partly attributable to alcohol and have an AAF greater than zero, but less than one. Diagnoses or injuries that are not attributable at all to alcohol will have an AAF of zero.</p><p> </p><p>These figures are derived by summing all AAFs for the relevant admissions and should therefore only be interpreted as an estimate of the number of admissions that can be attributed to alcohol.</p><p> </p><p>In addition, partially AAFs are not applicable to children aged under 16 years, therefore figures for this age group relate only to wholly – attributable admissions.</p><p> </p><p>The NHS Information Centre for Health and Social Care - Statistics on Alcohol: England, 2014 report manually implemented new methodology against the 2012-13 data in their report. The AAF is set to a value greater than 0 but less than 1 according to the NWPHO definition, e.g. the alcohol fraction of an admission with a primary diagnosis of C00 - malignant neoplasm of lip, where the patient is male and between 65 and 74 is 0.44 - these records are described as partly alcohol attributable.</p><p>These wholly and partly AAFs can be aggregated to supply an estimate of activity which can be considered wholly or partly attributable to alcohol.</p><p> </p><p>Partly AAFs are not applicable to children under 16. Therefore figures for this age group relate only to wholly-attributable admissions, where the attributable fraction is one.</p><p> </p><p><sup>2</sup>Finished admissions episodes</p><p>A FAE is the first period of admitted patient care under one consultant within one healthcare provider. FAEs are counted against the year or month in which the admission episode finishes. Admissions do not represent the number of patients, as a person may have more than one admission within the period.</p><p> </p><p><sup>3</sup>Assessing growth through time (Admitted patient care)</p><p>HES figures are available from 1989-90 onwards. This service is an integral part of the Anthony Nolan and NHS Stem Cell Registry. NHSBT is also responsible for raising awareness of these issues, in collaboration with its delivery partners. We aim to recover £500 million annually by the middle of the next Parliament, which will be reinvested into the NHS to support the sustainability of NHS frontline services.</p><p> </p><p> </p><p> </p><p>The Department published its Implementation Plan on 14 July 2014 at:</p><p> </p><p> </p><p> </p><p>www.gov.uk/government/publications/recovering-costs-of-nhs-healthcare-from-visitors-and-migrants</p><p> </p><p> </p><p> </p><p>This sets out how the Department will improve the recovery rates from overseas visitors and migrants over the next year. It announced a number of measures to support these efforts but also laid the foundations for additional areas to be looked at as the programme progresses.</p><p> </p><p> </p><p>As part of the programme the Department is starting a programme of financial incentives to support the NHS in identifying chargeable visitors and migrants using the NHS. These incentives recognise the administrative and financial burdens that can face NHS trusts in the recovery process and aim to counter balance these. The implementation plan provides the full detail of these schemes.</p>

star this property answer text <p>Anthony Marsh was appointed Chief Executive of West Midlands Ambulance Service NHS Trust (WMAS) in July 2006. Dr Marsh was previously Chief Executive of Essex Ambulance Service.</p><p> </p><p>Dr Marsh became Chief Executive of East of England Ambulance Service NHS Trust (EEAST) from 1 January 2014. He was seconded to EEAST at the request of the NHS Trust Development Authority (NHS TDA) because of persistent poor performance at EEAST and the Trust’s failure to appoint a substantive Chief Executive when it attempted to recruit to the post on several occasions in recent years. He is contracted to work three days a week at EEAST in addition to continuing in his chief executive role at WMAS.</p><p> </p><p>The NHS TDA advises that Dr Marsh’s salary is £232,226.42 per annum in total, which includes a £50,000 uplift to his former WMAS salary for his additional duties at EEAST. EEAST pays 60% of Dr Marsh’s salary. The £50,000 additional salary payment was agreed between the remuneration committees of WMAS and EEAST for the increased responsibility of running two trusts.</p><p> </p><p>The NHS TDA believes that Dr Marsh has already made a significant impact at EEAST, with the recruitment of 400 additional paramedics expected this year, 147 new ambulances now ordered and a £1 million reduction in management costs, which is being re-invested into the front line.</p><p> </p><p>A search of the Department’s Ministerial correspondence database has not identified any correspondence between the Department and either ambulance trust on these appointments. This search represents correspondence received by the Department’s Ministerial correspondence unit only.</p><p> </p>

star this property answer text <p>The Minister of State (Norman Lamb) has met Dr Anthony Marsh on two occasions in the last three years to discuss the East of England Ambulance Service NHS Trust (EEAST) - 11 June 2013 and 24 January 2014.</p><p> </p><p>The Parliamentary Under Secretary of State (Earl Howe) has met Dr Marsh on the following occasions in the last three years:</p><p> </p><p>- 12 September 2012 at a meeting of the Ministerial Steering Group on Emergency Services Collaboration;</p><p>- 12 October 2012 at a meeting of the National Ambulance Service Network to discuss national issues;</p><p>- 6 November 2012 to discuss the West Midlands Ambulance Service NHS Trust;</p><p>- 10 April 2013 to discuss national ambulance policy and Dr Marsh’s review of the governance of EEAST;</p><p>- 30 May 2013 during a visit to EEAST, to discuss Dr Marsh’s review of the governance of EEAST;</p><p>- 11 June 2013 when Earl Howe hosted a meeting for local Members of Parliament to discuss EEAST. Dr Marsh was present at the meeting;</p><p>- 31 October 2013 to discuss national ambulance policy and issues relating to EEAST;</p><p>- 21 January 2014 to discuss winter pressures on ambulance performance nationally, and to provide an update on EEAST actions;</p><p>- 11 February 2014 to discuss EEAST performance with local Members of Parliament;</p><p>- 8 July 2014 to discuss EEAST performance; and</p><p>- 17 July 2014 (via phone call) to discuss national ambulance policy.</p><p> </p><p>The Parliamentary Under Secretary of State (Dr Daniel Poulter) attended EEAST’s Long Service and Excellence Awards on 9 May 2014 to present awards. Dr Marsh is likely to have been present at the event.</p><p> </p><p>Departmental officials are likely to have been present at the Ministerial meetings. Departmental officials have also met Dr Marsh separately on the following occasions:</p><p> </p><p>- 19 April 2013 (via phone call) to discuss EEAST;</p><p>- 20 November 2013 to discuss EEAST; and</p><p>- 30 June 2014 - Department of Health officials, together with Department for Communities and Local Government officials, facilitated a meeting between the Chief Fire Officers Association and the Association of Ambulance Chief Executives (AACE). Dr Marsh was present at this meeting as Chair of AACE. The meeting focused on progressing co-responding between the fire service and ambulance services across the country.</p><p><strong> </strong></p><p><em>Notes:</em></p><p>1. The review may involve extensive public consultation and engagement with existing and potential providers and other stakeholders. Reviewing available services and providers in this way is good commissioning practice and something that commissioners should consider doing as a matter of course.”</p><p> </p><p>NHS England is currently undertaking such a review of stereotactic radiosurgery services. This will inform procurement decisions for these services.</p><p> </p><p>University College London Hospitals is not contracted by NHS England, nor was it contracted by former primary care trusts, to provide Gamma Knife services. It is for this reason that NHS patients cannot normally be treated at this facility. Instead, NHS patients requiring Gamma Knife treatment should be treated by the Gamma Knife services commissioned by the NHS, that have been shown to meet NHS England service specifications. These can be accessed by patients in London without a waiting time, fully maintaining the continuity of their care and normally with the same consultant and clinical team.</p><p><strong> </strong></p><p>NHS England inherited the range of stereotactic surgery providers currently in place, of which University College Hospital London was not one. star this property answer text <p>The business case for the gamma-knife centre at Oxford was originally agreed with the primary care trust (PCT) prior to April 2013, with an assumption that the PCT would stop sending patients to other centres elsewhere, and start sending them to the new centre once it was completed.</p><p> </p><p>As of April 2013, commissioning of these services transferred to the specialist commissioning team in NHS England.</p><p> </p><p>NHS England is currently undertaking a review of stereotactic radiosurgery (SRS) (e.g. Gamma Knife) and stereotactic ablative radiotherapy (SABR, e.g. Cyber-knife) for intracranial conditions to establish what the national demand is in line with its national clinical commissioning policies on SRS and SABR, and what the national capacity requirements are for this specialised treatment.</p><p> </p><p>Until the capacity requirements are clear, NHS England has said that it would be inappropriate to encourage new market entrants to provide this service as it cannot be clear what the potential consequential impacts on service quality, sustainability (financial and clinical) and potential unintended changes to patient pathways will be. Until the review is complete NHS England has said no substantive changes will be made to the current provision.</p><p> </p><p>As part of the transition of this service to NHS England, it developed, consulted upon and published a series of national clinical commissioning policies for intracranial SRS and SRT treatment.</p><p> </p><p>A report setting out the emerging findings of this review has been shared with clinical reference groups to seek their views and help NHS England develop a final draft. Once the views of stakeholders have been gathered, this will then go to Specialised Commissioning Oversight Group (SCOG) to agree a preferred option. Once the SCOG has a preferred option, NHS England will consult with patients and professionals and take account of those views when taking a final decision. The report and recommendations will then be finalised after taking account of the views expressed during the consultation stage and a final decision taken by SCOG in September 2014.</p><p> </p><p>NHS England inherited the range of gamma knife providers currently in place, of which University College London Hospitals (UCLH) was not one. NHS England is currently undertaking a review of stereotactic radiosurgery provision and will consult widely with stakeholders and providers prior to making changes to service provision. There are two long established providers of gamma knife surgery commissioned by NHS England located in central London to whom patients from all six London specialist neurosurgical centres have been referred for gamma knife treatment for a number of years, including patients from UCLH.</p><p> </p><p>Finally, there was no contract in place with UCLH to provide gamma knife surgery for any PCT prior to 1 April 2013. Any activity that may have been undertaken there would have been done on an ad-hoc, non-contracted basis and NHS England does not hold this information.</p>

star this property answer text <p>The business case for the gamma-knife centre at Oxford was originally agreed with the primary care trust (PCT) prior to April 2013, with an assumption that the PCT would stop sending patients to other centres elsewhere, and start sending them to the new centre once it was completed.</p><p> </p><p>As of April 2013, commissioning of these services transferred to the specialist commissioning team in NHS England.</p><p> </p><p>NHS England is currently undertaking a review of stereotactic radiosurgery (SRS) (e.g. Gamma Knife) and stereotactic ablative radiotherapy (SABR, e.g. Cyber-knife) for intracranial conditions to establish what the national demand is in line with its national clinical commissioning policies on SRS and SABR, and what the national capacity requirements are for this specialised treatment.</p><p> </p><p>Until the capacity requirements are clear, NHS England has said that it would be inappropriate to encourage new market entrants to provide this service as it cannot be clear what the potential consequential impacts on service quality, sustainability (financial and clinical) and potential unintended changes to patient pathways will be. Until the review is complete NHS England has said no substantive changes will be made to the current provision.</p><p> </p><p>As part of the transition of this service to NHS England, it developed, consulted upon and published a series of national clinical commissioning policies for intracranial SRS and SRT treatment.</p><p> </p><p>A report setting out the emerging findings of this review has been shared with clinical reference groups to seek their views and help NHS England develop a final draft. Once the views of stakeholders have been gathered, this will then go to Specialised Commissioning Oversight Group (SCOG) to agree a preferred option. Once the SCOG has a preferred option, NHS England will consult with patients and professionals and take account of those views when taking a final decision.
