star this property answer text <p>Survivors of officers who were members of the 2006 and 2015 police pension schemes are, since 2006, paid survivor pensions for life.</p><p> </p><p>On 18 January 2016, the Police Pensions Regulations 1987 and the Police (Injury Benefit) Regulations 2006 were amended to allow widows, widowers and civil partners of police officers in England and Wales who have died on duty and who qualified for a survivor pension after 1 April 2015 to continue to receive their survivors’ benefits for life. Successive governments have been clear that we have a general presumption against making retrospective changes to public service pension schemes. However the Government believes that the arguments for making this change in respect of police officers who died on duty are sufficiently compelling to allow a limited exception in this case.</p><p> </p><p>There are no plans to make any further changes to survivor benefits for police pension schemes.</p> more like this

star this property answer text <p>The additional cost to policing in 2019-20 of employer contributions to police pensions is estimated to be £330 million.</p><p>The 2019-20 police funding settlement provides additional funding of over £970 million, including general Government grant funding, pensions grant, council tax precept and investment in national priorities. This substantial increase in funding will enable forces to meet their genuine financial pressures as well as to invest in key capabilities. Police and Crime Commissioners have already set out plans to hire an additional 2,900 officers and nearly 600 police staff and PCSOs.</p> more like this

This includes: the Reform Design Framework which was published on the Home Office Website on 3 September 2012; an online calculator which allows officers to determine what benefits they might receive under the new arrangements, published on 3 September 2012; and further detailed questions and answers which were published on 19 November 2013. <br><br>The Police Pensions Regulations 2015 were laid before Parliament on Thursday 5 March after extensive consultation with partners including police officers’ representatives. Members’ guidance was published on Friday 6 March, available at <a href="https://www.gov.uk/government/publications/the-police-pensions-scheme-2015-members-guide" target="_blank">https://www.gov.uk/government/publications/the-police-pensions-scheme-2015-members-guide</a>. The Police Pensions Regulations 2015 are due to come into force on 1 April 2015; there are no plans to delay implementation. <br><br>The Government has committed that there will be no further reforms to the public service pension schemes for 25 years. Provisions were included in the Public Service Pensions Act 2013 to ensure that a high bar is set for any future government that seeks to change the schemes.</p><p> </p>

star this property answer text <p>The police pension schemes in Scotland and Northern Ireland are a matter for the Scottish Government and the Northern Ireland Assembly respectively.<br><br>Government has a general presumption against making this type of change to pensions and we do not consider that there are other workforces that are generally comparable to the UK Armed Forces. However, Ministers must be able to exercise discretion where there are compelling and clear arguments.<br><br>The special circumstances of our military personnel, including the level of risk that they face and the disruption to family life provide a unique set of circumstances, which are further bolstered by the Armed Forces Covenant. We believe these merit a move away, in the specific instance of the Armed Forces, from Government’s general presumption against making retrospective changes.</p><p> </p><p> </p><p> </p> more like this

Data collected for the police pension scheme valuation recorded 131 cessations of spouse pensions due to remarriages over the period 2008-12.<br><br>A small number of letters have been received in the Home Office from widows of police officers on this issue.<br><br>Under the 1987 Police Pension Scheme, in common with most other public service pension schemes of that time, benefits cease to be payable where a widow or widower remarries or cohabits with another partner. The rules were changed in 2006 for the 2006 Police Pension Scheme which was costed to allow for these benefits, and there are no proposals to apply these changes to the 1987 scheme in England and Wales. The police pension scheme in Scotland is a matter for the Scottish Government.<br><br>As part of the police pension scheme valuation as at 2012 the scheme actuary estimated that ignoring cessation on remarriage for current and future widows would increase the schemes’ liabilities in England and Wales by around £50 million based on recent rates of remarriage, not including the cost of reinstating pensions of widows who have already remarried.</p><p> </p><p> </p><p> </p>
