star this property answer text <p>The off-payroll working rules (IR35) are designed to ensure individuals working like employees but through their own limited or personal service company, pay broadly the same Income Tax and National Insurance contributions as those who are directly employed.</p><p> </p><p>This is not a new tax; the reform improves compliance with existing rules. Non-compliance with these rules was widespread and it is estimated that this would have cost the Exchequer £1.3 billion per year by 2023/24 if not addressed. The Government had delayed the introduction of the changes by a year to April 2021 in recognition of the impact of the COVID-19 pandemic.</p><p>We have no data on the impact on the number of HGV drivers.</p> more like this

star this property answer text <p>The changes to The Highway Code to help improve road safety for people walking, cycling and horse riding are being communicated in two phases:</p><ul><li>A factual awareness raising campaign ran in February and March, alerting road users to the changes as they came into effect.</li><li>A broader behaviour change campaign will launch later this year, to align with seasonal increases in active travel, to help embed the changes and encourage understanding and uptake of the new guidance.</li></ul><p>Both phases of the campaign include a significant media spend, utilising channels such as radio, digital audio and social media advertising.</p> more like this

star this property answer text <p>Recent increase in traffic queues for freight and passenger travel in Kent was caused by a combination of factors. Disruption began because of adverse weather conditions causing delays to sailings from Port of Dover and the situation was significantly exacerbated by the well-documented actions of P&amp;O Ferries which account for over 35% of the market share of Dover. Coupled with the brief cessation of Eurotunnel services due to a breakdown and an increase in passenger and freight traffic, disruption quickly grew in Kent.</p><p> </p><p>The Kent Resilience Forum’s (KRF’s) traffic management and enforcement plans, including activation of Operation Brock on the M20, were put in place in late March to ensure continued flow of vehicles through Kent to ports whilst also trying to maintain local mobility as much as possible. Additional resilience measures were put in place, which had a positive impact on maintaining throughput to the ports and keeping local roads moving.</p><p> </p><p>Over the May half-term and Jubilee Weekend, there was no significant disruption on the Kent strategic road network. Operation Brock has now been deactivated as of 5 June, but the Kent Resilience Forum (KRF) will reconsider deploying it ahead of the start of the school summer holidays.</p><p> </p><p>To further ease congestion in Dover, we are strengthening enforcement against those hauliers deviating from Operation Brock and causing gridlock on local roads, and greater usage of freight parking capacity at Sevington Inland Border Facility and Ashford Truck Stop when Operation Brock is reaching its capacity. These measures will help to keep the M20 open to all vehicles and enable local and passenger traffic to keep flowing throughout Kent.</p><p> </p>

star this property answer text <p>The Department is working with groups representing disabled people, including the Disabled Persons Transport Advisory Committee and the Inclusive Transport Stakeholder Group, to review options for e-scooter regulations.</p><p>The Department is gathering data on e-scooters through trials in 30 areas, where measures have been put in place to improve safety for disabled people and people with sight loss, such as requiring ​e-scooters to have a bell or a horn so that they are audible. Additionally, the Department has instructed all local authorities participating in trials to engage with disability groups in their area throughout the trial period to ensure their concerns are being heard.</p><p>The Department will consult publicly before any secondary regulations for e-scooters and the rental schemes are made.</p> more like this

star this property answer text <p>My department continues to work closely with colleagues in BEIS on our support for the use of hydrogen for transport to deliver the plans set out in the recent Energy Security Strategy. This includes recently announced investments such as the £206m UK Shipping Office for Reducing Emissions (UK-SHORE) and £200m for our zero emission road freight HGV demonstrator programme. This March we also announced that we will be funding 124 hydrogen fuel cell buses and accompanying refuelling infrastructure through our Zero Emission Bus Regional Areas scheme, supporting the West Midlands Combined Authority to introduce one of the most ambitious hydrogen bus projects in Europe.</p><p> </p> more like this

star this property answer text <p>The renewable transport fuel obligation covers a wide range of fuels, all renewable and low carbon. Since 2018, renewable hydrogen has been eligible for “development fuel certificates” under the RTFO. This means it receives a higher level of reward compared to conventional renewable fuels. Last year we consulted on proposals to support new ways to supply hydrogen under the RTFO. We expect to publish the government response to this consultation shortly.</p><p>The RTFO supports supply of fuels and does not directly support the deployment of vehicles. My department has a range of support mechanisms to encourage early adopters of hydrogen vehicles. These are projects like the Tees Valley Hydrogen Hub, competitions including the Zero Emission Road Freight Trials (ZERFT) and modal support schemes like the Zero Emission Bus Regional Areas (ZEBRA) scheme which has contributed to the ordering of a significant number of new hydrogen buses.</p><p> </p><p> </p> more like this

star this property answer text <p>The Government offers grants to offset the higher upfront cost of zero emission cars, vans, trucks, motorbikes and taxis and is also supporting the development of hydrogen vehicles, particularly larger vehicles like HGVs and buses.</p><p>We will be expanding our Zero Emission Road Freight Trials programme to trial three zero emission HGV technologies at scale on UK roads, including hydrogen fuel cells. Furthermore, local areas will be able to apply for funding for both battery electric buses and hydrogen fuel cell buses depending on which technology is best suited to their local areas. Funding schemes include the £120m Zero Emission Bus Regional Areas Scheme – open to bids from local authorities – while at SR21 £355m of new funding was made available for zero emission buses.</p><p> </p> more like this
