We are aware of media reporting that terrorist groups have an ambition to infiltrate migration and refugee routes. We work closely with our partners abroad to counter terrorism, including to strengthen border security against identified terrorists and terrorist suspects. The former Parliamentary Under-Secretary for Foreign and Commonwealth Affairs, my Hon. Friend the Member for Rochford and Southend East (James Duddridge) discussed these issues with Zimbabwean Finance Minister Patrick Chinamasa on 5 July. He also raised the economic situation and land reform policy, which have a direct impact on Zimbabwe’s agricultural capabilities. The UK’s Livelihoods and Food Security Programme is providing over 130,000 farmers with training in the application of new agricultural technologies and management practices in crop and livestock production, including promoting the production of bio-fortified food crops. We are aware that the passport presented by Zaina Erhaim has been retained by UK Border Force officials. The passport was listed on an international database as lost or stolen. In such circumstances the Border Force will confiscate the document. Since the passport is listed as lost or stolen, it is no longer valid for travel to the UK or elsewhere and as such the Border Force is not able to return the passport to Ms Erhaim. It is important that all sides conduct thorough and conclusive investigations into incidents where it is alleged that IHL has been breached. The Saudi Arabian Government has their own internal procedures for investigations. At a press conference on 31 January they announced more detail of how they investigate such incidents. I chaired a meeting of countries at the United Nations General Assembly (UNGA) during which we called for all sides to facilitate access for humanitarian aid and commercial goods, including fuel for civilian use, through all of Yemen’s ports. The Secretary of State for Foreign and Commonwealth Affairs, my right hon. Friend the Member for Runnymede and Weybridge (Mr Hammond) met his counterpart, Adel Al Jubeir, during his visit to Saudi Arabia on 28 October where they discussed humanitarian and commercial access in Yemen. There has been some recent progress on shipping access, which we welcome, but this needs to be maintained and increased in the future. The UK supports the UN Verification and Inspection Mechanism (UNVIM) which is now being established to address commercial shipping needs and we urge for this to be implemented as soon as possible. The most important action to address the humanitarian situation, beyond a ceasefire, is to facilitate access for commercial and humanitarian goods, which all parties to the conflict have a responsibility to ensure. The UK continues to monitor this issue, and has engaged frequently with the Government of Yemen and members of the Saudi Arabian-led coalition on facilitating access. We have emphasised with all parties to the conflict the importance of the non-politicisation of aid. There has been some recent progress on shipping access, which we welcome, but this needs to be maintained and increased in the future.
