star this property answer text <p>In the Budget on 18 March, the Chancellor announced that widows, widowers and surviving civil partners of police officers who have died on duty in England and Wales will no longer lose their survivors’ benefits in future if they remarry, form a civil partnership or cohabit. These pensions will not be re-instated for those who have already lost them through remarriage or cohabitation, though current rules already allow re-instatement if the 'new' relationship ends.</p><p>Changes will be limited to those deaths which have occurred whilst on duty. The Home Office will consult the Police Advisory Board for England and Wales (PABEW) shortly on proposals to implement this change and this will include the definition of “on duty”.</p><p>As policing is a devolved matter in Northern Ireland and Scotland, the Northern Ireland Executive and Scottish Government respectively are responsible for the design and funding of police pensions in those parts of the United Kingdom. The Government has a continuous duty to ensure that public service pensions are affordable, sustainable and fair, both for the members of those schemes and for other taxpayers.</p>

star this property answer text <p>Survivors of officers who were members of the 2006 and 2015 police pension schemes are, since 2006 and irrespective of the circumstances of the death of the officer, paid survivor pensions for life.</p><p><br>On 18 January 2016, the Police Pensions Regulations 1987 and the Police (Injury Benefit) Regulations 2006 were amended to allow widows, widowers and civil partners of police officers in England and Wales who have died on duty and who qualified for a survivor pension after 1 April 2015 to continue to receive their survivors’ benefits for life. Successive governments have been clear that we have a general presumption against making retrospective changes to public service pension schemes. However, the Government believes the arguments for making a limited exception for the widows of police officers who died on duty are sufficiently compelling in this case.</p><p /> more like this

star this property answer text <p>The Government believes that there is a specific justification for allowing all surviving partners of Armed Forces Pension Scheme members to retain their survivor’s pension for life. The combination of risk to life in the execution of duty and disruption to family life is unique to Armed Forces personnel.</p><p>The Government has accepted that the arguments were compelling in respect of police officers who have died as a result of an injury on duty. Changes to the Police Pension Scheme were made with effect from April 2015 to allow surviving spouses or civil partners of those police officers to receive survivor benefits for life.</p> more like this

star this property answer text <p>Survivors of officers who were members of the 2006 and 2015 police pension schemes are, since 2006, paid survivor pensions for life.</p><p>On 18 January 2016, the Police Pensions Regulations 1987 and the Police (Injury Benefit) Regulations 2006 were amended to allow widows, widowers and civil partners of police officers in England and Wales who have died on duty and who qualified for a survivor pension after 1 April 2015 to continue to receive their survivors’ benefits for life. Successive governments have been clear that we have a general presumption against making retrospective changes to public service pension schemes. However the Government believes that the arguments for making this change in respect of police officers who died on duty are sufficiently compelling to allow a limited exception in this case.</p><p>There are no plans to make any further changes to survivor benefits for police pension schemes.</p> more like this

star this property answer text <p>Home Office and Treasury Ministers have regular discussions covering a number of issues including changes to pension schemes. In his Budget speech, the Chancellor committed to providing funding to support the po-lice with additional pensions costs.</p><p>On 13 December we announced our proposed police funding settlement for 2019/20 which provides up to £970 million of additional investment in the policing system. This includes £153 million of additional pensions funding, £161 million in increased general grants and up to £509 million of additional funding from council tax precept, if Police and Crime Commissioners use the full flexibility provided. This provides enough funding for the police to meet their increased costs, while continuing to recruit and fill capability gaps like the shortage of investigators.</p> more like this

The latest available data on the number of police officers per 100,000 of the population can be found in Table_H4 of the data tables accompanying the main release, the latest of which can be accessed here:</del><br /><del class="ministerial"><a href="https://www.gov.uk/government/statistics/police-workforce-england-and-wales-31-march-2018" target="_blank">https://www.gov.uk/government/statistics/police-workforce-england-and-wales-31-march-2018</a></del></p><p><del class="ministerial">Data on the number of police officers are collected at Police Force Area level only, and cannot be broken at local authority level.</del></p><p><del class="ministerial">The Home Office does not hold information on response times of the police.</del></p><p><ins class="ministerial">In his Budget, the Chancellor committed to providing funding for the police in 2019/20 to cover additional pensions costs beyond the £165m which was expected at Budget 2016. </ins></p><p><ins class="ministerial">The pensions grant announced at the settlement covers the additional pension costs above £165m for the police officer scheme, and the additional pension costs above £11m for police staff. This reflects revised costings following technical changes to how the actuarial estimate of the increase in costs for officers is assessed. Total expected cost pressures arising from the valuations are now £302m for the police officer scheme and £27m for police staff.</ins></p><p><ins class="ministerial">The Government is enabling an overall increase in funding of up to £970m in police funding including precept and national priorities. This pensions funding, taken together with the additional grant funding and local precept, provides sufficient means for the police to meet cost increases, while continuing to recruit and invest in the capabilities they need.</ins></p><p><br /><ins class="ministerial">Cost pressures, including pensions, beyond 2019/20 will be considered as part of the next Spending Review where decisions on longer term police funding will be made in the round.</ins></p>
