star this property answer text <p> </p><p>The Community Right to Build allows local communities to undertake small-scale, site-specific, community-led developments. It may only be used by community organisations in which local people in the relevant neighbourhood area have a majority of the voting rights and have the majority on the board of directors or governing body of the organisation, and, include different people from at least 10 different addresses within the area. This means the Community Right to Build cannot be used by property developers, including wind turbine developers, to gain planning permission for their development proposal - unless that development is something that the community wishes to see and which the community initiates.</p><p>Proposals that require an Environmental Impact Assessment or are likely to have significant effects on a site protected under the Habitats Regulations are not eligible to use the Community Right to Build. Where proposals are eligible they will be tested by an independent examiner to see that they are appropriate in the light of national planning policy and generally conform with the strategic policies of the Local Plan for the area and any neighbourhood plans that are in force.</p><p>The National Planning Policy Framework is very clear that local councils should design their policies to ensure the adverse impacts of renewable energy developments are addressed satisfactorily. To help implement the environmental balance expected by the Framework, we issued new planning practice guidance for renewable and low carbon energy last July. The guidance makes clear that the need for renewable energy does not automatically override environmental protections and the planning concerns of local communities.</p><p> </p>

Decisions on the provision of accommodation for victims of domestic abuse are for local authorities: we expect local authorities to build services based on the needs of their communities, taking account of locally available data sources.</p><p> </p><p>The dynamics of domestic abuse mean that accommodation can play an important role in the resolution of interpersonal abuse and conflict. This is why the homelessness legislation in England provides one of the strongest safety nets in the world for families with children and for vulnerable people who become homeless through no fault of their own.</p><p> </p><p>There is a range of support for victims of domestic abuse. Some victims will be accommodated in refuges, but Sanctuary Schemes and mainstream local authority accommodation may be an option for others, while some victims will pursue independent solutions with help and advice from support schemes as necessary.</p><p> </p><p>This Department funds UKRefugesOnline a UK wide database of domestic violence services which supports the national 24 hour free phone domestic violence helpline. This service enables those working with victims of domestic violence to identify appropriate services and potential refuge vacancies around the country so that victims can get the help they need as quickly as possible.</p><p> </p><p>This Government has ring-fenced nearly £40 million of stable funding for specialist local domestic and sexual violence support services until 2015. This funding is used to part-fund 54 Multi Agency Risk Assessment Conference coordinators and 144 Independent Domestic Violence Advisors. We have piloted and rolled out Clare's Law and Domestic Violence Protection Orders; extended the definition of domestic abuse to cover controlling behaviour and teenage relationships; run two successful campaigns to challenge perceptions of abuse; and placed Domestic Homicide Reviews on a statutory footing to make sure lessons are learned from individual tragedies.</p><p> </p>

star this property answer text <p> </p><p>Based on an assessment of the records held by my department, the Royal Prerogative of Mercy (RPM) was granted in Northern Ireland365 times between 1979 and 2002, but this total does not include the period between 1987 and 1997 for which records cannot currently be found. The department does not hold information which specifically confirms whether individuals who received the RPM were members of prescribed groups. There are no cases where the RPM has been granted since the current Government came to office in May 2010, and the records indicate that there are no instances where the RPM was granted after 2002.</p><p> </p> more like this

In England and Wales, RPMs signed by HM the Queen, on the advice of the Secretary of State, are then passed to the Clerk of the Crown in Chancery for sealing, who by convention subsequently places the notice in the London Gazette. By convention in Northern Ireland, RPMs signed by HM the Queen are not subsequently placed in the Belfast Gazette.</p><p> </p> more like this

The data for each year is provided in the table below.</p><p>The Government remains committed to ensuring the fire safety of people in their own homes. The Department's long-running fire safety campaign – established in 1988 and re-branded as Fire Kills in 1999 – is delivered in partnership with fire and rescue authorities across England.
