star this property answer text <p>DWP is committed to improving the way the benefit system supports people nearing the end of their life.</p><p> </p><p>There is no automatic entitlement to PIP in relation to a health condition - except in cases of people nearing the end of life.</p><p> </p><p>A PIP claimant is currently regarded as being end of life if they suffer from a progressive disease and their death in consequence of that disease can reasonably be expected within 12 months.</p><p> </p><p>Special considerations apply to such claimants. Currently, claims are processed within 3 days on average.</p><p> </p><p>In the longer term, the Health Transformation Programme will transform the entire PIP service to simplify and shorten the application process for all PIP claimants, including those with life-threatening conditions.</p> more like this

star this property answer text <p>We are determined to have a welfare system that encourages and supports people into work, while providing a vital safety net for those who need it most. The Government has an ambitious programme of initiatives to support disabled people and people with health conditions to start, stay and succeed in work.</p><p>Building on existing provision and the £2 billion investment announced at the 2023 Spring Budget, we announced a new package of support in Autumn Statement 2023, including doubling the number of places on the Universal Support employment programme and launching WorkWell in approximately 15 pilot areas.</p><p>In the Health and Disability White Paper published alongside the 2023 Spring Budget we announced our intention to remove the Work Capability Assessment so that those who are able to can progress in or towards work, without the worry of being reassessed and losing their benefits.</p><p>Ahead of these longer-term plans, from 2025 we are reforming the WCA to reflect new flexibilities in the labour market and greater employment opportunities for disabled people and people with health conditions, whilst maintaining protections for those with the most significant conditions.</p><p>We also announced our new Chance to Work Guarantee which will effectively remove the WCA for most claimants who have already been assessed without work-related requirements, removing the fear of reassessment and giving this group the confidence to try work, within existing permitted work rules in ESA and work allowance rules in UC.</p>

star this property answer text <p>The Department of Health and Social Care continue to identify menopause as a priority area in the second year of the Women’s Health Strategy, and Government more widely sees women’s health, and particularly menopause, as an essential factor when supporting the recruitment and retention of older women in the workforce.</p><p>Helen Tomlinson - Head of Talent (UK &amp; Ireland) at The Adecco Group - was appointed to the voluntary role of Government’s Menopause Employment Champion on 6 March 2023 by the Department for Work and Pensions and is working closely with the Minister for Disabled People, Health &amp; Work. The Menopause Champion is driving awareness of issues surrounding menopause in the workplace; encouraging employers to develop policies that create a more supportive environment to help women stay in work and progress.</p><p>On World Menopause Day (18 October 2023), Government launched the <a href="https://helptogrow.campaign.gov.uk/menopause-and-the-workplace/" target="_blank">Menopause Resources Hub</a> on the <strong>Help to Grow</strong> portal - new guidance providing businesses, large and small, with the resources they need to help educate their organisation and workers about the menopause.</p><p>The report <em>“No Time to Step Back”</em> summarises the work of Helen Tomlinson in the first six months after her appointment and highlights progress made by businesses during this time. The Menopause Employment Champion’s 12-month progress report “shattering the silence about the Menopause” is due to be published on International Women’s Day.</p>

star this property answer text <p>We are committed to ensuring people can access financial support through Personal Independence Payment (PIP) in a timely manner. We always aim to make an award decision as quickly as possible, considering the need to review all available evidence, including that from the claimant.</p><p>PIP can be awarded with a fixed term duration to the award without a review date. In these circumstances the Department issues a reminder to the claimant 6 months prior to the existing award coming to an end that if they claimant wants to continue with PIP they need to submit a new claim. These renewal claims are treated as new claims and where the current average end-to-end clearance period is 15 weeks from the point the claim is submitted.</p><p>Where a claimant delays making their renewal claim, but submits it shortly before their existing award ends, they could experience a break in payment, but the award can be backdated to the date of claim ensuring that claimants don’t lose out in these circumstances.</p><p>Similar arrangements exist in both Attendance Allowance and Disability Living Allowance and where awards can be made for a fixed term. For these benefits, a reminder is sent prior to the award ending.</p>

star this property answer text <p>The Department does not hold data on individuals who are currently taking a long-term sickness absence.</p><p> </p><p>However, the Department’s 2019 ‘Health in the Workplace’ publication showed that in the previous 12 months, 1.4m working aged people (aged 16-64) in the UK had a total of 1.8m spells of long term (lasting 4 weeks or more) sickness absences. star this property answer text <p>We know that older people are more likely to develop a disability or health condition that impacts on their ability to work, and the Department has initiatives to support them as part of the core Jobcentre Plus offer, as well as through specialist provision.</p><p> </p><p>This Government is committed to providing a financial safety net for those who need it, including when they near or reach retirement. Support is available through the welfare system to those who are unable to work, are on a low income or have additional costs as a consequence of a long-term health condition or disability but are not eligible to pensioner benefits because of their age. Good work is generally good for health. Therefore, where possible and appropriate, the Government supports disabled people and people with health conditions to start, stay and succeed in work through an ambitious programme of initiatives.</p><p> </p><p>These include: the Work and Health Programme; Access to Work grants; Disability Confident; a digital information service for employers; Disability Employment Advisers in Jobcentres; Employment Advice in NHS Talking Therapies and Individual Placement and Support in Primary Care. Building on existing provision and the £2 billion investment announced at the Spring Budget, we announced a new package of support in Autumn Statement 2023 including to explore new ways of providing individuals receiving a fit note with timely access to support; and establish an expert group to advice on a voluntary national baseline for Occupational Health provision. Access to the right work and health support, in the right place, at the right time, is key. This can support people to find work they can do, and the appropriate adjustments to allow them to work successfully with their disability or health condition.</p><p> </p><p>The principle of having a State Pension age that is the same for everybody is fundamental in the UK. Unlike a personal or workplace pension, which can potentially be drawn earlier, it has always been the case that nobody can claim their State Pension early, before they reach their State Pension age. We have no current plans to change this principle.</p><p> </p><p> </p>

star this property answer text <p>Personal Independence Payment and Employment and Support Allowance assessments are not medical consultations requiring a health professional (HP) to diagnose a condition, its severity or recommend treatment options. They are functional assessments, which require an HP to look at the impact of conditions and impairments on an individual’s daily life.</p><p><strong> </strong></p><p>All assessment providers (APs) have set standards regarding the quality of assessments. The department closely monitors all aspects of the process including the performance of the APs.</p><p> </p><p>Independent audit, a team comprising of experienced HPs, continually monitors performance and provides feedback to providers. Audit refers to a comprehensive check of the elements of the assessment, including the evidence collection, further evidence provided, and the assessment report completed by the HP. The check is completed against a set of guidelines to ensure a consistent approach is taken. This ensures that assessment reports are fit for purpose, clinically justified and sound, and provide sufficient information for the department to make an informed decision on entitlement to benefit.</p><p> </p><p>In addition, the department’s Health Transformation Programme (HTP) is modernising health and disability benefit services. It will create a more efficient service, an improved claimant experience and help increase trust in decision making. Furthermore, an ongoing programme of engagement and research has been established to ensure that the design and delivery of the HTP is rooted in evidence.</p>
