	answer	answer is ministerial correction date of answer 01/04/2019 answer text <p>In order to comply with the Forestry Stewardship Council, UK Woodland Assurance Scheme and UK Forestry Standards, forests must contain a maximum of 75% primary species. Latest figures for forests in Scotland managed by the Church Commissioners show that they contain around 65% Sitka spruce, though that percentage was higher when the forests were first planted in the 1960s and 1970s. The remainder comprises native broadleaves and other conifer species such as Scots pine, Norway spruce, Douglas fir and open ground. Open ground makes up approximatley 19% of the area under management and mostly comprises native grasses, water (ponds, streams and rivers), heather and rock outcrops. 	answer	answer is ministerial correction date of answer 08/09/2015 answer text <p><br></p><p>The Diocese of Blackburn works closely with ‘Together Lancashire’, a church-linked social action network run by Church Urban Fund. According to ‘together Lancashire’ there are currently around 36 food banks in the diocese of Blackburn, of which 6 are Trussell Trust foodbanks (Blacburn, Fylde, Ribble Valley, Morecombe Bay, Skelmserdale and Ormskirk). These food banks handed out an estimated 35,000 food parcels in 2014.</p><p><br></p><p>Nearly all these initiatives are church-led (though not necessarily Church of England) projects. A directory and map of food banks in Lancashire (including the unitary authorities of Blackpool and Blackburn &amp; Darwen) is available at: <a href="http://www.cuf.org.uk/node/618257" target="_blank">http://www.cuf.org.uk/node/618257</a></p><p><br></p><p>Separately, a Church in Action survey of Church of England clergy, which was published in January 2015, included a series of questions about church support for food banks. 1,812 church leaders took part in the survey. The chart shows the volume of claims have dropped dramatically since 2011 when the Scrap Metal Dealers Act was enforced there are still a small number of persistent gangs operating across the country who continue to damage and vandalise these local community assets. There are currently very few closed churches in the Diocese of Blackburn and we are not aware that there has been lead roof theft from any closed church in Blackburn Diocese in the years from 2012. We are aware of one earlier theft of lead from the roof of a former church building in the Great Harwood area of Accrington. 	answer	answer is ministerial correction date of answer 13/01/2016 answer text <p>Within the Diocese of Blackburn seven churches and churchyards, the diocesan retreat house at Whalley Abbey and three Church of England primary schools were damaged by floodwater. Many have also found that the boilers and heating systems have been damaged beyond repair and extensive programmes of works will need to be undertaken to both dry the buildings out and restore or replace furniture, carpets and school materials.</p><p>Reports of damage are still being registered across the Dioceses of Blackburn, Carlisle, Manchester, West Yorkshire and the Dales and York. To date 129 church properties have registered substantial damage from the December storms with our insurers, though I expect that figure to rise. These repairs have gone a long way to complete the major repairs but with any building of this size and age constant maintenance is needed.</p><p>The final grants are currently being processed, as the grants scheme comes to a close there will be a programme of formal evaluation to assess the wider social and economic benefits the projects have contributed, such as increased employment, training, volunteer opportunities and tourism. Both sites are allocated as residential urban extension sites in Peterborough City Council’s adopted Core Strategy and Site Allocations Development Plan Documents. It is the Commissioners’ intention, over the long term, to make these sites available to facilitate the delivery of housing and other infrastructure.</p><p> </p><p>Paston Reserve currently has planning permission for 1,050 houses, local facilities (including a primary school), open space and other infrastructure. Development of the first residential phase started on site in 2014, and comprises 87 houses. The first houses on site were sold by the developer, Keepmoat, in early 2015. Discussions in regard to a second phase of development are currently underway.</p><p>With respect to Norwood, the Commissioners worked with the local planning authority through the development plan process, which saw the site’s allocation for 2,300 new houses, and are committed to bringing forward the land for development. This programme offers advice and encouragement to churches on how to use imaginative and strategic ways to make their spaces available for purposes as well as worship. These could be community activities, cultural or even commercial events. There is no specific national policy about the use of churches for concerts, as this is usually left to the discretion of the Vicar and the Parochial Church Council.</p><p> </p><p>Following a decision by the Parochial Church Council of St Sepulchre-without-Newgate the church will end its programme of offering hire space to musicians from 2018. Most roles fit into a pay banding structure which pays the same for equivalent jobs in each band. Information about the pay of members of the NCIs is published in the NCIs annual reports . The Church Commissioners annual report is laid before Parliament and is available in the House of Commons Library.</p><p>The NCIs have two different employment strands: the Church Commissioners Institutional Investment Specialists and the NCI Common Employment Scheme. The updated document reflects legislative and other changes since guidance was last issued in 2006.</p><p>Under the policy Church leaders and Officers working with children, young people and vulnerable adults will be expected to undergo domestic abuse training, with the issue being raised in appropriate contexts within church life including youth groups, marriage preparation and ordinand training. This dedicated scheme takes account of the specific needs of places of worship that are primarily run by volunteers who cannot afford to employ the skills of professional grant-application writers.</p><p> </p><p>The Church has also worked closely with the National Heritage Memorial Fund during the recent Church Roofs Fund scheme that has invested £55m in over 400 places of worship, 300 of which were Anglican churches. This scheme has successfully kept the roof on churches where it was urgently needed in order to keep the building open for its community. This scheme has now ended and we are working with the National Heritage Memorial Fund to evaluate the impact of the scheme across the country.</p><p> </p><p>Given the profound contribution churches make to the social and economic life of the nation it is right that this is recognised in this way, especially as the scheme ensures outcomes from repairs including benefits to local people.</p><p> </p><p>The Church Buildings Council last year awarded just over £600,000 to churches for urgent repairs to buildings and objects including stained glass, sculpture and monuments. This is part of a long-term partnership with the Wolfson Foundation, Pilgrim Trust and Radcliffe Trust. The partnership between Wolfson Foundation, Pilgrim and Radcliffe Trusts has enabled a simple application process and fast response time, making it a relatively small but very valuable resource for struggling parishes. Of particular concern is the 55,000 children classified as problem gamblers in Great Britain.</p><p> </p><p>The Church of England and the bishops in the House of Lords have regularly raised this issue with the Government, charities and the industry itself.</p><p> </p><p>The Bishop of St Albans successfully campaigned with others to reduce the stake on fixed-odds betting terminals in Great Britain and tabled an amendment to the Northern Ireland Executive (Formation) Bill 2019 to ask the Government to report on the case for legislative and regulatory alignment between Great Britain and Northern Ireland. These initiatives are best managed and operated at a local level so that they can best react to the local needs. Last week, the Archbishop of Canterbury and the Chief Rabbi launched ‘In Good Faith’, a twinning arrangement between rabbis and priests in local neighbourhoods around the country. As senior figures in local civil society bishops often meet with their local Chief Constables, bilaterally and with other community leaders. The Street Pastors movement puts trained volunteers from local churches on the streets where people need practical and other forms of help, often working in partnership with those of other faiths. Following November’s tragic tram crash in Croydon, Street Pastors were deployed for four days, working alongside the British Transport Police, the Metropolitan Police and the Rail Investigation Service, providing pastoral support and escorting people to the main site to lay flowers in the cordoned-off area.</p><p> </p><p>Church of England police chaplains work with the majority of police forces, mostly parish clergy giving their time and energy as volunteers, though a small number are employed full or part-time. Their major contribution is in supporting police officers and staff in the demands of their day-to-day work, but they also engage with local communities and support community cohesion. The Corporate Covenant commits the Church to recognise the need of and care for Armed Forces personnel, veterans and families in their local communities. Across the Church most parishes host memorials to local regiments and provide communities space to mark the contribution of the armed forces and uniformed organisations. In Newcastle, the magnificent East End window at St Nicholas Cathedral, Newcastle, is itself a memorial, installed to give thanks for the preservation of the building during the Second World War. In this period of the WWI centenary the Cathedral has worked with the Coldstream Guards to oversee conservation of their Standards, laid up in the cathedral after WWI. The Church is also working closely with local schools and community groups to help young people build understanding the contribution of all those who have served in armed conflict.</p><p>When considering constructing new memorials the Cathedrals Fabric Commission for England and the Church Buildings Council are able to provide advice to churches. The CFCE has recently been involved in the commissioning of a significant new memorial at Hereford Cathedral, designed by John Maine RA, which will be a tribute to former and current soldiers serving in the SAS. Called <em>Ascension</em> the piece involves a new stained glass window and linked stone sculpture to provide a place for reflection and hope, as well as of remembrance. SAS veterans and serving soldiers were closely involved in its creation.</p><p>The Church Buildings Council has produced a free guide, available on the ChurchCare website, to help churches considering commissioning new art, of which memorials would be one type. Recently in the House of Lords bishops supported the Homelessness Reduction Bill.</p><p>In the Torbay area the Vicar on the Streets initiative undertaken by Revd Gary Deighton of St George's Church, Goodrington, and the Winter Night Shelter run by local churches have both made a real difference to the issues of homelessness. There is a current programme of work in process to simplify many aspects of its work. The simplification programme has already cut a great deal paperwork and moved much of its administration online. For example, applications for permission to make changes to church buildings under the Faculty process are now much easier and quicker. 30 of our 40 dioceses are now using the bespoke online application and file management system, which not only reduces the use of paper but also pre-completed forms, remembers past applications so text can be re-used, and stores key documents securely.</p><p>The Registration of Marriage Bills currently in front of both Houses also attempt to simplify the registration process for marriage by digitising aspects of the administration.</p><p>The Church of England has also developed a new Digital Communications team which supports the national, diocesan and parish level to improve communications through websites, social media and other digital channels.</p><p>Specifically, within the Diocese of Gloucester there is an imaginative vision in place which has four key themes around leadership, imagination, faith and engagement (LIFE).
