star this property answer text <p>NHS Improvement is currently running a competitive process to select a National Health Service organisation to acquire Liverpool Community Health services. They aim to announce the preferred provider in October 2017 and – subject to approval by NHS Improvement of a business case – hope to transfer services to the new provider on 1 April 2018.</p><p> </p><p>NHS Improvement agreed a process of staff engagement with Liverpool Community Health Staff Side representatives. This included prospective providers presenting their proposals to Liverpool Community Health staff followed by the opportunity for Liverpool Community Health staff to ask questions. Staff were then invited to complete a feedback form giving their views on their preferred provider. This information will be available to the NHS Improvement Evaluation Panel but is not part of the Panel’s formal scoring and ranking of the proposals.</p><p> </p><p>Alder Hey has appointed to only one interim role since the commencement of the management contract on 1 May, a senior communications advisor. This role was to cover a gap in capacity following the departure of the previous Director of Communications, so was not a post created by Alder Hey. As part of the management contract, senior roles at Liverpool Community Health have been taken on by the Alder Hey Executive Team. However, this was not possible for the Communications post, as the job holder as at 1 May was about to leave the organisation.</p>

This will enable NHS Improvement fully to assess the Full Business Case to be submitted by Bridgewater NHS Foundation Trust. NHS Improvement will also have sight of the Care Quality Commission’s inspection report for the Trust and the Trust’s subsequent action plan and response. It will also have sight of the outcome of the clinical review in relation to Liverpool Community Healthcare NHS Trust being led by Dr Bill Kirkup which will have reported well within the timeframe.</p><p> </p><p>The funding envelope was communicated to bidders in advance of their submissions. Both bidders were given the opportunity to resubmit their bids by NHS Improvement in October 2016. star this property answer text <p>We are informed by NHS England that the contract for 'core services' which will be let by NHS Liverpool Clinical Commissioning Group (CCG) on behalf of the CCG, Liverpool City Council and NHS England has not yet been let. Following a transaction process led by NHS Improvement (NHSI), Bridgewater NHS FT has been identified as the preferred bidder, and the submission is being assured by NHSI. When let, the existing Liverpool Community Health contract will novate to Bridgewater NHS FT. As such, and as with all other major National Health Service contracts, there is no specific end point.</p><p> </p><p>Efficiency targets post 2018/19 cannot be forecast for any NHS provider. For 2017/18 and 2018/19, all NHS providers are expected to deliver the nationally set target of 2% efficiencies. This would be expected of Bridgewater NHS FT across all its services.</p><p> </p><p>The Cheshire and Mersey Sustainability and Transformation Plan (STP) contained a national template which set out that community spend was anticipated to increase by approximately 3.5% per year (for all CCGs) while hospital spend was anticipated to increase by approximately 1.8% each year. The STP, along with other planning activity, is expected to manage spend to sustainable levels while also ensuring quality and service performance are secured. In North Mersey, there is a Local Delivery System Plan which describes all the work to be undertaken to address this. This includes implementation of the Healthy Liverpool Community Model.</p>

It has calculated and confirmed those costs to NHS Improvement as £550,000. BCHFT is now no longer progressing this transaction.</p><p> </p><p>MerseyCare NHS Foundation Trusts report that the cost in preparing the bid for Liverpool Community Health services alongside the South Sefton bid from 1 June to 30 November 2016 is estimated at £313,000. star this property answer text <p>No discussions between Ministers and Alder Hey Children’s NHS Foundation Trust regarding Liverpool Community Health have taken place.</p><p> </p><p>The process for the future provision of Liverpool Community Health services has not yet been determined. Discussions will commence on the process to be adopted with the relevant parties shortly. There is currently no agreement to a splitting of adult and children's services although this has been proposed as a potential option.</p> more like this

star this property answer text <p>NHS Improvement and NHS England will be accountable for determining the future structure of health services provided by Liverpool Community Trust. The team currently involved in the process includes a number of individuals who were involved in the original restructuring process and have in-depth knowledge and experience of the Trust’s services, the key stakeholders and the needs of the local population. There will be further strengthening of the team with regards to finance, advice and support. NHS Improvement have assured the Department that they have the capacity required and are sufficiently resourced to conduct effectively the process of restructuring the services currently provided by Liverpool Community Trust.</p> more like this

star this property answer text <p>The bidding, legal and due diligence costs incurred by Merseycare and Bridgewater were not previously available as the two trusts were in the process of finalising their accounts. The figures provided relate to both the Liverpool and Sefton service bundles and Merseycare was successful in being appointed preferred bidder for Sefton.</p><p> </p><p>The bidding process for the Liverpool Community Health contract was detailed in my earlier response on 5 April to Question <a href="http://www.parliament.uk/business/publications/written-questions-answers-statements/written-questions-answers/?page=1&amp;max=20&amp;questiontype=AllQuestions&amp;house=commons%2clords&amp;uin=69437" target="_blank">69437</a>. No successful bid for the Liverpool Community Health contract has been made outside of this process. Rather, an arrangement has been agreed with the three acute trusts (Alder Hey, Royal Liverpool and Aintree) for a short term management contract led by Alder Hey. This is not a bid for acquisition and therefore due diligence that would be required under an acquisition and which would incur cost was not necessary. Liverpool Community remains a separate statutory organisation.</p>
