star this property answer text <p>Local authorities should already be working together when preparing development plans under the current plan making system as the Duty to Cooperate remains in place.</p><p>The consultation on proposed reforms to the NPPF published on 31 July included proposals to strengthen co-operation between local authorities on the sharing of unmet housing need and other strategic issues.</p><p>It also sought views on our proposed intention to introduce mandatory mechanisms for cross-boundary co-operation with a view to moving to a model of universal strategic planning coverage within the next five years.</p> more like this

star this property answer text <p>This Government has inherited a planning system in which only 31% of local planning authorities have adopted plans in the last five years. We are determined to drive local plans to adoption as quickly as possible, to progress towards our ambition of achieving universal plan coverage and ensure plans contribute positively to our ambition of delivering 1.5 million homes.</p><p> </p><p>The Planning Inspectorate monitors the progress of local plans and publishes a list of the overall position for each local planning authority. The list of local plans can be found at the following <a href="https://www.gov.uk/government/publications/local-plan-monitoring-progress" target="_blank">link</a>.</p><p> </p><p>The Government has set out changes to how we plan for the homes we need as part of the consultation on proposed reforms to the National Planning Policy Framework, launched on 30 July. Funding will be made available to support authorities at advanced stages of plan-making required to undertake additional work to take account of the updated NPPF once this is published.</p><p> </p><p> </p>

star this property answer text <p>Government is clear that it expects plan making to continue as we move towards the new system, following royal assent of the Levelling Up and Regeneration Act 2023. As part of that we are closely monitoring those areas that have failed to keep plans up to date.</p><p>We intend to publish updates to the National Planning Policy Framework later in 2023 and are carefully considering how the changes should be implemented to encourage and support different authorities to progress their plans to adoption.</p> more like this

star this property answer text <p>The National Planning Policy Framework (NPPF) states that up-to-date local plans should provide a framework for addressing housing needs and other economic, social and environmental priorities.</p><p>As of the end of October 2023, 326 local planning authorities have an adopted local plan (under the Planning and Compulsory Purchase Act 2004). 219 local planning authorities have an adopted local plan that is over five years old, of which 91 have begun a consultation on a new plan and 43 have submitted a new local plan for examination. 12 have no adopted local plan, of which 5 have submitted their first local plan for examination.</p><p>The Government’s priority for getting up to date plans in place has not changed and we have been clear that local planning authorities should continue to progress their plans.</p><p>The Government funds the Planning Advisory Service which has a team of planning specialists who can give advice and support to local planning authorities on the local plan process.</p>

star this property answer text <p>Planning law and national planning policy is clear that the starting point for decisions is the development plan for the area, unless material considerations indicate otherwise.</p><p>Through our reforms in the Levelling Up and Regeneration Bill, we plan to strengthen the role of the development plan.</p><p>The local planning authority may depart from development plan policy where material considerations indicate that the plan should not be followed, subject to any conditions prescribed by direction by the Secretary of State.
