star this property answer text <p>The intention of this Act is to improve patient safety and the quality of care through three measures; reducing harm in care, continuity of information and the objectives of professional regulation. Progress varies on each of the measures.</p><p> </p><p><em> </em></p><p> </p><p>Section 1 of the Act makes clear that the requirements for registration with the Care Quality Commission (CQC) must secure that services cause no avoidable harm to patients and service users. The Fundamental Standards which include the new registration requirements for the CQC, came into force on 1 April 2015, and contain a requirement on safety. A failure to meet Regulation 12 of these standards will be an offence; therefore this standard meets the duty on the Secretary of State as set out in section 1 of the Act.</p><p> </p><p><em> </em></p><p> </p><p>Sections 2 to 4 of the Act impose duties on providers and commissioners of health and adult social care services in England to share information, and to use consistent identifiers, where this is likely to facilitate the provision to the individual of health services or adult social care, and is in the individual’s best interests.</p><p> </p><p> </p><p> </p><p>Regulations will be made to provide that the prescribed consistent identifier is the NHS Number, and to dis-apply the duties to share information, and to use consistent identifiers, from certain bodies. Regulations will be laid later this year.</p><p> </p><p> </p><p> </p><p>Guidance will be made available to affected bodies to help them to comply with the duties.</p><p> </p><p> </p><p> </p><p>Section 5 of the Act and the Schedule seek to give an overarching objective of public protection to the Professional Standards Authority for Health and Social Care and seven professional regulators; the General Chiropractic Council, General Dental Council, General Optical Council, General Osteopathic Council, Health and Care Professions Council, Nursing and Midwifery Council and the General Pharmaceutical Council. This objective is based on the proposals set out by the Law Commissions in their review published in April 2014.</p><p> </p><p> </p><p> </p><p>The commencement of the objectives for the Professional Standards Authority and these professional regulators will be implemented following discussions with those bodies which will take place shortly.</p><p> </p><p> </p><p> </p>

The latest available statistics are as at 30 September 2014 and were published on 25 March 2015. star this property answer text <p>Compulsory redundancies are normally only made as a last resort by National Health Service employers. In order to make best use of public money and to retain valuable skills and knowledge within the NHS, organisations will initially consider a range of alternatives to help reduce the number of compulsory redundancies. This may include cutting vacant posts and seeking volunteers. Organisations may also run a voluntary severance scheme to free up posts into which staff who would otherwise be redundant could be re-deployed.</p><p> </p><p> </p><p> </p><p>Staff are not entitled to a redundancy payment if they unreasonably refuse either to apply for, or accept, suitable alternative employment within their own or other NHS employer; or where they obtain suitable alternative employment with the same or another NHS employer within four weeks of their termination date.</p><p> </p><p> </p><p> </p><p>New NHS redundancy terms came in to effect on 1 April 2015 and include limiting payments to a maximum of £160,000 for employees earning £80,000 or more and who have at least 24 years of service. The Government announced plans in the Queen’s speech to legislate to put an end to taxpayer funded six figure redundancy payments.</p><p> </p><p> </p><p> </p>

star this property answer text <p>The National Health Service does not employ general practitioners (GPs) directly. GPs either work as, or are employed by independent contractors who hold contracts with NHS England to provide primary healthcare services for the National Health Service and it is for them to determine the hours worked by GPs.</p><p> </p><p> </p><p> </p><p>There are already 1,677 more full-time equivalent GPs working and training in the NHS than in September 2010. Health Education England (HEE) is responsible for delivering a better health and healthcare workforce for England and for ensuring a secure future supply. HEE has plans in place to increase the number of GP training places to 3,250 each year from 2016. We have also committed to make available 5,000 more GPs by 2020.</p><p> </p> more like this

star this property answer text <p>Maternal mortality rates in the United Kingdom are falling, from 13.95 deaths per 100,000 women giving birth in 2003–05 to 10.12 in 2010-12. Internationally, UK maternal mortality rates are similar to France and Germany, but still higher than in Norway, Spain and Sweden.</p><p> </p><p> </p><p> </p><p>A range of actions have been taken to help improve outcomes for both women and babies. The Department aims to ensure that women receive the highest quality maternity care by focusing on improving health outcomes and women’s experience of care, and giving women greater choice over childbirth.</p><p> </p><p> </p><p> </p><p>To support the National Health Service in improving outcomes in pregnancy, labour and immediately after birth, the National Institute for Health and Care Excellence (NICE) has developed quality standards on antenatal, intrapartum and postnatal care designed to drive up standards and measure priority quality improvements. The standards are derived from the best available evidence and are central to improved care focussing on delivering the best possible outcomes.</p><p> </p><p> </p><p> </p><p>It is the responsibility of NHS organisations to ensure high quality care and choice for women in pregnancy and during childbirth. Clinical commissioning groups are responsible for commissioning maternity services locally. To assist with the commissioning of safe maternity services that reflect the needs and preferences of local maternity users, NHS England has developed a maternity commissioning resource pack for clinical commissioning groups which is currently being updated.</p><p> </p><p> </p><p> </p><p>The UK has the most robust data in the world and a long established programme to review maternal deaths, which widely disseminates its findings and recommendations to help reduce the number of such deaths in the future. Since the programme was established in the early 1950s, there has been a 90% reduction in maternal deaths due to direct obstetric complications.</p><p> </p><p> </p><p> </p><p>In addition, we now have over 2,000 more midwives and over 4,000 more health visitors since 2010.</p><p> </p>

star this property answer text <p>Much is being done to raise standards in patient safety in hosptials. In February, the Department published an assessment of progress in <em>Culture Change in the NHS: Applying the lessons of the Francis Inquiries</em>.</p><p> </p><p> </p><p> </p><p>Key areas of progress include:</p><p> </p><p>- a new inspection regime with the Care Quality Commission appointing three powerful Chief Inspectors for hospitals, social care and primary care and a new set of fundamental standards;</p><p> </p><p>- a programme of safety improvement including a three-year safety campaign and network of 15 patient safety collaboratives to drive improvement in areas of safety that can make the biggest impact to patients;</p><p> </p><p>- a drive towards greater transparency in the NHS on measures of patient safety and patient experience, and a new legal duty of candour on all organisations to ensure that when something goes wrong, patients and their relatives are told about it promptly; and</p><p> </p><p>- a national programme led by Health Education England programme to ensure that patient safety is at the heart of the education and training of the health and care workforce.</p><p> </p><p> </p><p> </p><p>The Nursing and Midwifery Council (NMC) is the independent regulator of nurses and midwives in the United Kingdom and is responsible for nurse registration. We expect the NMC’s registration processes and associated checks to protect patient safety through being appropriate, robust, fit for purpose and effective, and by verifying that a nursing applicant is who they claim to be, is appropriately qualified, is competent and fit-to-practise.</p><p> </p><p> </p><p> </p><p>The criminal acts of patient poisonings in 2011 at Stepping Hill, perpetrated by registered nurse Victorino Chua (with a Philipino qualification), have raised concern about the NMC’s registration processes. Since 2011, the NMC has strengthened its process for registering applicants from countries outside the European Economic Area, supported by over £4 million of additional Government funding. Improvements include a clinical test of competence, a more robust system of face-to-face identity checks and advanced passport scanning technology to verify identity documents. Due to concern about untrained overseas nurses working in the Untied Kingdom, the NMC audited some 14,000 nurses, which did not result in any regulatory action.</p><p> </p><p> </p><p> </p><p> </p><p> </p><p> </p><p> </p>
