star this property answer text <p>The consultation was announced in a Written Ministerial Statement to Parliament on 29 October 2015 (<a href="http://www.parliament.uk/business/publications/written-questions-answers-statements/written-statement/Commons/2015-10-29/HCWS274/" target="_blank">HCWS274</a>), published online, tweeted by the Department, briefed to the Health Service Journal and circulated through a number of Departmental and NHS bulletins. They included the Health and Care Partnerships e-bulletin which is sent to over 300 health and care sector organisations, the Clinical Commissioning Group (CCG) bulletin which goes to all CCGs, and HealthWatch England’s bulletin which goes to all local HealthWatch organisations.</p> more like this

Since then the remit of the review has been expanded to take into account the NHS’s Five Year Forward View, which was published after Lord Rose’s review had begun. star this property answer text <p>In the past three years, the NHS Constitution has been amended twice. In April 2013, the NHS Constitution was updated to reflect a number of key areas, including:</p><p> </p><p> </p><p> </p><p>- patient involvement in discussions and decisions about their care and treatment, including end of life care;</p><p> </p><p>- a duty of candour;</p><p> </p><p>- the addition of a pledge to welcome feedback;</p><p> </p><p>- integrated care, reflecting the needs and preferences of patients;</p><p> </p><p>- new patient rights on complaints;</p><p> </p><p>- amending the language to better reflect patient involvement in managing their own care;</p><p> </p><p>- the addition of further staff rights, responsibilities and commitments; and</p><p> </p><p>- ensuring patients will not have to share hospital sleeping accommodation with patients of the opposite sex.</p><p> </p><p> </p><p> </p><p>Between February and April this year, the Department consulted on a package of further changes to the NHS Constitution. This included:</p><p> </p><p> </p><p> </p><p>- reflecting recommendations made by Sir Robert Francis QC in his Inquiry Report on Mid-Staffordshire NHS Foundation Trust;</p><p> </p><p>- incorporating a series of fundamental standards, below which standards of care should never fall;</p><p> </p><p>- highlighting the importance of transparency and accountability within the National Health Service;</p><p> </p><p>- giving greater prominence to mental health, through reflecting a parity of esteem between mental and physical health problems; and</p><p> </p><p>- making reference to the Armed Forces Covenant.</p><p> </p><p> </p><p> </p><p> </p><p> </p><p>The updated NHS Constitution will be published alongside a revised version of the Handbook to the NHS Constitution on 27 July 2015. The Handbook outlines the contents of the NHS Constitution in further detail.</p><p> </p>

star this property answer text <p>The Secretary of State for Health, Jeremy Hunt MP, announced the Government’s intention to maintain a stable Mandate for 2015-16 at the same time as publishing the first Annual Assessment of NHS England. The Annual Assessment, and NHS England’s first Annual Report, describe an organisation that has established itself and made progress, but has more to do to deliver all of its objectives. The decision to propose a stable Mandate for 2015-16 was taken in view of the importance of continuity of purpose for NHS England in the final year of the current spending review cycle. The priorities for the National Health Service remain those described in the current Mandate for 2014-15, and the Government wants NHS England to make further progress still on the ambitious agenda already set.</p><p> </p><p>As set out in my Written Ministerial Statement on 22 July (HL Deb, column WS124-5), the Department is engaging with key stakeholders on its proposed approach over the summer. The Government will consider views expressed before finalising the Mandate for publication in the autumn.</p>
