star this property answer text <p>The department distributes school funding to local authorities through the dedicated schools grant. Each local authority then devises a formula through which it allocates funding to schools in its locality. No funding is allocated on the basis of pupils who have recently arrived from overseas, either from central government to local authorities or from local authorities to individual schools.</p><p>Local authorities can include an ‘English as an additional language’ (EAL) factor in their funding formulae. EAL funding is determined on the basis of census data which records whether or not a pupil’s first language is English. Funding allocated through this factor forms part of the school’s core budget and it is for school leaders to determine how best to use their whole budget so that all pupils can reach their full potential.</p><p>We will introduce a national funding formula from 2017-18 so that funding is fair and matched to need. Our first consultation proposed that the formula should include an EAL factor. We will set out the precise detail of the formula in our second consultation.</p>

star this property answer text <p>It is important to ensure that students who come to study in the UK under the Tier 4 route of the points-based system can speak English, in order that they can truly benefit from their British education and will be able to properly integrate with their peers. We will continue to have English language requirements for these students.</p><p>We have an excellent offer for international students who wish to study at our world-leading institutions and there remains no limit on the number who can do so. As a result, the UK remains the second most popular destination in the world for international higher education students. Annual visa applications from international students to study at British universities are now 17 per cent higher than they were in 2010, with visa applications to our elite Russell Group universities up by 39 per cent since 2010.</p> more like this

star this property answer text <p>The Home Office does not stipulate which institutions the approved provider should use to facilitate their tests so cannot comment on operational changes. The number of approved English language test providers for immigration purposes from 6 April 2015 was determined following an open competition that was launched in October 2014. We cannot comment on the totality of bids received but only those providers who were able to demonstrate that they can and will continue to meet our requirements have been awarded a concession.</p><p> </p> more like this

star this property answer text <p>Guidance on the appropriate level of spoken and written English overseas students are required to meet when applying for a visa to undertake a degree course is provided by the Home Office to universities. This is contained within the guidance ‘Tier 4 of the Points Based System: Guidance for Sponsors Document 2: Sponsorship Duties’ from paragraph 5.6 – 5.19 located on GOV.UK <a href="https://www.gov.uk/government/publications/sponsor-a-tier-4-student-guidance-for-educators" target="_blank">https://www.gov.uk/government/publications/sponsor-a-tier-4-student-guidance-for-educators</a>.</p><p>Students studying a course at degree level or above must be able to demonstrate they are competent at level B2 of the Common European Framework of Reference for languages (CEFR) in all four components (reading, writing, speaking and listening). Higher Education Institutions (HEI) may set the level of English language ability to a higher level than that set out in Home Office guidance, however the minimum level must be met.</p><p>If the student is applying to study at an HEI, the institution can assess whether the student meets the required level of English language ability. If the student is not studying at an HEI, they will need to demonstrate their English language ability by being successful in a secure English language test (SELT) from one of our approved test providers.</p>
